{"id":30456,"date":"2023-02-10T00:43:57","date_gmt":"2023-02-10T00:43:57","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/02\/10\/senate-eyes-repeal-of-iraq-war-authorization\/"},"modified":"2026-08-08T15:13:22","modified_gmt":"2026-08-08T15:13:22","slug":"senate-eyes-repeal-of-iraq-war-authorization","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/02\/10\/senate-eyes-repeal-of-iraq-war-authorization\/","title":{"rendered":"Senate eyes repeal of Iraq war authorization"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Senate Majority Leader Chuck Schumer said Thursday that the Senate will vote to repeal two decades-old measures giving open-ended approval for military action in <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/03\/18\/us-troops-will-likely-be-in-iraq-for-years-to-come-central-command-boss-says\/\" target=\"_blank\">Iraq<\/a>, raising the hopes of a bipartisan group of senators who want to reclaim congressional powers over U.S. military strikes and deployments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote, which would come after consideration in the Senate Foreign Relations Committee, could take place just before the 20th anniversary of the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/03\/20\/us-forces-are-needed-here-after-15-years-fight-in-iraq-not-over\/\" target=\"_blank\">U.S. invasion of Iraq<\/a>. It would repeal the 2002 measure that greenlighted that March 2003 invasion, along with a separate 1991 measure that sanctioned the U.S.-led Gulf War to expel Iraqi leader Saddam Hussein\u2019s forces from Kuwait.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery year we keep this authorization to use military force on the books is another chance for a future president to abuse or misuse it,\u201d Schumer said. \u201cWar powers belong squarely in the hands of Congress, and that implies that we have a responsibility to prevent future presidents from hijacking this AUMF to bumble us into a new war.\u201d He was referring to the Authorization for Use of Military Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill, led by Sens. Tim Kaine, D-Va., and Todd Young, R-Ind., <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/08\/04\/senate-panel-oks-iraq-war-authorization-repeal\/\" target=\"_blank\">passed the Senate Foreign Relations panel<\/a> and the then- <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/06\/17\/house-2002-war-authorization-repeal-with-senate-action-next\/\" target=\"_blank\">Democratic-led House<\/a> in 2021. But it never came up for a vote in the full Senate, despite significant bipartisan support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iraq war authorizations \u201care no longer necessary, serve no operational purpose, and run the risk of potential misuse,\u201d Kaine said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House is now led by Republicans, and it\u2019s unclear if leaders would bring the bill up for a vote. Forty-nine House Republicans supported the legislation two years ago, but current House Speaker Kevin McCarthy opposed it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration has supported the move, arguing that ending the war authorization against Iraq of the Saddam Hussein era would make clear that the Iraq government of today is a partner of the United States. It would also remove a grievance for rival Iran to exploit, State Department officials have said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republican opponents have argued that revoking the two authorizations for military force would signal U.S. weakness to Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe ayatollah is listening to this debate,\u201d Republican Sen. Ted Cruz of Texas said, referring to Iranian Supreme Leader Ayatollah Ali Khamenei, when the panel debated the legislation two years ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans also pointed out that President Donald Trump\u2019s administration had cited the 2002 Iraq war resolution as part of its legal justification for a 2020 U.S. drone strike that killed Iranian Gen. Qassim Soleimani.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters of the repeal said presidents should instead come to Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe framers gave Congress the grave duty to deliberate the questions of war and peace, but for far too long this body has abdicated this duty,\u201d said Texas Rep. Chip Roy, a Republican sponsor of the bill in the House. \u201cWe must do our job.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Associated Press writer Ellen Knickmeyer contributed to this
