Nope."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Military service officials say they\u2019ll use a mix of bonuses and other financial incentives, instead of <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2023\/01\/30\/better-pay-for-junior-troops-will-be-top-focus-of-new-house-panel\/\" target=\"_blank\">raising enlisted pay<\/a>, to meet this year\u2019s recruiting goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House has proposed a <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2023\/03\/09\/troops-would-see-biggest-pay-raise-since-2002-under-biden-budget-plan\/\" target=\"_blank\">5.2% pay raise<\/a> for all service members in 2024, following a 4.6% boost in salaries that went into effect in January. But House and Senate lawmakers have discussed the idea of boosting that even further \u2014 particularly for younger enlisted troops \u2014 as a way to make up for <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/02\/22\/inflation-woes-caused-major-financial-issues-for-wounded-vets-in-2022\/\" target=\"_blank\">soaring inflation costs<\/a> in recent years, and encourage more Americans to sign up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, during a hearing on recruiting challenges before the Senate Armed Services Committee, senators broached the topic again as a way for military leaders to meet their personnel goals for the year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2023\/03\/09\/troops-would-see-biggest-pay-raise-since-2002-under-biden-budget-plan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3554533.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Troops would see biggest pay raise since 2002 under Biden budget plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The big pay boost is part of a $842 billion Defense Department spending plan unveiled by the White House on Thursday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But defense officials said they want to study the idea as part of future military compensation reform, instead of implementing it as a quick fix this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have done reviews of this and found that if you do a job in the Navy or Marine Corps and do the same job in the private sector, on average the people doing the job in the military earn more,\u201d said Erik Raven, Under Secretary of the Navy. \u201cBut there remains this perception that [service members] earn much less than their private sector counterparts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He expressed concerns that targeted pay raises for smaller groups within the total force could cause complications in salaries across the ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army and Air Force officials said they are looking at improving some targeted military enlistment and reenlistment bonuses as a better way to help with recruiting, and at making sure the 5.2% pay raise proposal is adopted by Congress as soon as possible. In recent years, the defense budget hasn\u2019t been approved until months after the new fiscal year starts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But lawmakers questioned whether that will be enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe promise of competitive pay is the foundation for the all-volunteer force,\u201d said Sen. Joni Ernst, R-Iowa, noting that an internal survey by the Defense Department found compensation issues to be the top concern for troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She bristled at equating civilian and military pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s an apples-to-oranges comparison when you\u2019re asking young men and women to travel around the world and be separated from their family,\u201d adding that she will continue to press for improvements in the months to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Armed Services Committee members have planned a similar push, establishing a new quality-of-life panel to investigate pay issues. Committee Chairman Rep. The next military-wide pay raise is not scheduled to go into effect until January 2024. The services\u2019 recruiting goals run through September of this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of the armed services except for the Space Force have said publicly that they expect to miss their recruiting goals for fiscal 2023. Officials at the hearing blamed a mix of obstacles for the shortfall, including low unemployment in the private sector and rising concerns among the public that military service is often detrimental to individuals\u2019 health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican lawmakers said they believe that recruiting efforts have been hurt by too much focus by defense leaders on controversial social topics such as abortion access and diversity training.
