Related legislation has advanced in the House in<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/12\/28\/can-medical-marijuana-for-veterans-move-forward-in-2019\/\" target=\"_blank\"> recent years<\/a>, but Thursday marked the first significant movement for the proposal in the upper chamber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement accompanying the bill introduction last week, committee <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/02\/12\/sen-jon-tester-takes-defense-appropriations-gavel\/\" target=\"_blank\">chairman Jon Tester<\/a>, D-Mont., called the proposal an important step in giving veterans more options in how to deal with lingering health issues.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/03\/19\/fda-regulated-study-shows-promise-for-using-marijuana-to-treat-veterans-with-ptsd\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-weed.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">FDA-regulated study shows promise for using marijuana to treat veterans with PTSD<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The first-of-its-kind study took years to get approval.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cOur nation\u2019s veterans deserve options when it comes to treating the wounds of war, which is why VA needs to have a better understanding of how medicinal cannabis plays a role in their healing,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur bipartisan bill ensures VA is listening to the growing number of veterans who find critical relief from alternative treatments like medicinal cannabis, while working to empower veterans in making safe and informed decisions about their health.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure was co-sponsored by Alaska Republican Sen. Dan Sullivan and could be considered by the full Senate in coming weeks. Companion legislation has been introduced in the House by Reps. Lou Correa, D-Calif., and Jack Bergman, R-Mich.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would authorize VA to implement a comprehensive research plan into medicinal cannabis, to include how its use can impact veterans overall quality of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The clinical trials would look at not only the direct impact on specific ailments but also the effects of different forms, potencies and methods of cannabis delivery. The legislation does not specify how many veterans would be involved in the research, but calls for a \u201clarge scale\u201d study into the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, the National Academy of Sciences found \u201cconclusive or substantial\u201d evidence that cannabis is helpful in treating chronic pain problems, depression, anxiety and post-traumatic stress disorders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But federal research into marijuana-based products has been stalled by the Food and Drug Administration\u2019s classification of the drug as a Schedule I controlled substance, reserved for chemicals with the potential for high abuse risk and considered having no clinically accepted medical use.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/02\/15\/fentanyl-deaths-among-troops-more-than-doubled-from-2017-to-2021\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Fentanyl-Pills1-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fentanyl deaths among troops more than doubled from 2017 to 2021<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Overall overdose deaths also doubled in the Navy and Marine Corps.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Veterans groups and cannabis activists have pushed for changes to that status for years, saying that anecdotal evidence shows significant health benefits for individuals who use medical cannabis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMedicinal cannabis is already in use by thousands of veterans across the country, but we don\u2019t yet have the data we need to understand the potential benefits and side effects associated with this alternative therapy,\u201d Sullivan said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA doctors cannot prescribe marijuana, even in the 37 states where it is legal to use. Department officials have said that participation in \u201cstate marijuana programs\u201d will not affect veteran eligibility for department care or services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thursday\u2019s move drew praise from Iraq and Afghanistan Veterans of America, one of 20 veterans groups to sign a letter of support for the legislation late last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince 2017, IAVA has made it one of our top priorities to empower veterans who are calling for the medicinal use of cannabis,\u201d said Jeremy Butler, CEO of IAVA, in a statement. \u201cEighty-eight percent of IAVA members support the research of cannabis for medicinal purposes and veterans consistently and passionately have communicated
