{"id":30688,"date":"2023-09-06T14:00:00","date_gmt":"2023-09-06T14:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/09\/06\/more-technical-problems-found-with-vas-disability-claims-system\/"},"modified":"2026-08-08T15:37:17","modified_gmt":"2026-08-08T15:37:17","slug":"more-technical-problems-found-with-vas-disability-claims-system","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/pay-benefits\/2023\/09\/06\/more-technical-problems-found-with-vas-disability-claims-system\/","title":{"rendered":"More technical problems found with VA\u2019s disability claims system"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/08\/15\/surge-in-covid-cases-sparks-worries-among-va-leaders\/\" target=\"_blank\">Veterans Affairs officials<\/a> on Wednesday acknowledged additional technical problems with the department\u2019s online <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/02\/17\/va-benefits-nominee-promises-more-free-help-for-veterans-filing-claims\/\" target=\"_blank\">disability claims<\/a> filing process that affected tens of thousands more veterans than previously reported, raising new concerns about the reliability of the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The news comes less than two weeks after VA leaders announced that <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/08\/24\/thousands-of-vets-disability-claims-delayed-years-because-of-glitch\/\" target=\"_blank\">about 32,000 disability claims had been lost in the computer systems<\/a> for several months or years because of similar technical glitches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are taking immediate action to resolve these issues, prevent them from happening again in the future, and contact all those impacted by them,\u201d VA press secretary Terrence Hayes said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile these issues were limited to a small percentage of veterans, it\u2019s unacceptable for even one veteran to be delayed due to technological issues. We will make sure that no veteran\u2019s benefits or appeals are negatively impacted by our errors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wednesday\u2019s announcement includes nearly 57,000 additional cases. Most involve veterans who tried to add or remove dependents to their existing disability claims, moves that could have <a href=\"https:\/\/www.va.gov\/disability\/compensation-rates\/veteran-rates\/\" target=\"_blank\">changed their monthly payouts by several thousand dollars a year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the cases have been left unaddressed since the <a href=\"http:\/\/va.gov\/\" target=\"_blank\">VA.gov<\/a> filing system went online in 2011, although department officials could not say how many were more than a decade old.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/08\/24\/thousands-of-vets-disability-claims-delayed-years-because-of-glitch\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/VAHQ.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Thousands of vets\u2019 disability claims delayed years because of glitch<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Officials said about 32,000 veterans were affected by the mistake.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In addition, about 900 individuals who filed disability case appeals since late July were unable to access proper paperwork because of a software mistake introduced during a website update. VA officials said the dependent changes and appeals cases are being addressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department leaders said both newly discovered glitches are being addressed and promised \u201ca full review of all <a href=\"http:\/\/va.gov\/\" target=\"_blank\">VA.gov<\/a> processing systems\u201d in light of the recent issues. That will include \u201ccreating new technological measures to immediately flag any claims that are not processed correctly, so they can be addressed immediately.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials also said that individuals whose cases were delayed by the mistakes <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/01\/23\/supreme-court-rejects-bid-to-ease-retroactive-benefits-rules-for-vets\/\" target=\"_blank\">will have their cases backdated<\/a> to the days when processing should have begun so that \u201cno veterans are negatively impacted by our error.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 56,000-dependency-claims mistakes represent about 7% of all such cases filed in the last 12 years. The 900 appeals cases caught in the other glitch represent almost 75% of the appeals filed through the online portal in the last six weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 32,000 delayed disability compensation claims announced last month are an even smaller fraction of the department\u2019s caseload, with more than 7 million claims filed since the start of 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the discovery of year-old technical issues in recent months compounds existing concerns among advocates and lawmakers about their long-term software management plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent months, Congress has leveled harsh criticism at VA leadership for delays with its <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/04\/21\/va-halts-all-new-work-on-health-records-overhaul\/\" target=\"_blank\">new electronic health records system<\/a>, a 10-year, $16-billion project that has been repeatedly stalled because of similar glitches and shutdowns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in the days before an Aug. 10 deadline for veterans to apply for retroactive disability benefits related to the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/08\/14\/just-hours-left-for-vets-to-apply-for-retroactive-pact-act-benefits\/\" target=\"_blank\">Promise to Address Comprehensive Toxics Act <\/a>(better known as the PACT Act), <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/08\/09\/officials-urge-vets-to-apply-for-pact-act-benefits-despite-tech-issues\/\" target=\"_blank\">technical problems with the online case filing system <\/a>caused numerous veterans to be booted from the system. Officials had to extend the deadline by four days to ensure all veterans were able to access the needed forms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, House Veterans\u2019 Affairs Committee Chairman Mike Bost, R-Ill., called the latest technical problems concering and frustrating. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is especially disturbing given the fact that the American taxpayers have invested billions of dollars in VA\u2019s IT systems to ensure mistakes like this never happen, and to make sure we are providing veterans and their families with the level of service they have earned,\u201d he said. \u201cBut it\u2019s clear to me that VA hasn\u2019t been doing that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Veterans with questions about
