{"id":30827,"date":"2023-07-19T15:40:00","date_gmt":"2023-07-19T15:40:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/07\/19\/pentagon-abortion-policy-talks-fail-to-yield-compromise-on-nominees\/"},"modified":"2026-08-08T15:15:07","modified_gmt":"2026-08-08T15:15:07","slug":"pentagon-abortion-policy-talks-fail-to-yield-compromise-on-nominees","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2023\/07\/19\/pentagon-abortion-policy-talks-fail-to-yield-compromise-on-nominees\/","title":{"rendered":"Pentagon abortion policy talks fail to yield compromise on nominees"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Defense Department leaders fielded questions and concerns from key senators over the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/02\/17\/gop-lawmakers-attack-new-defense-department-abortion-policies\/\" target=\"_blank\">military\u2019s abortion access policy<\/a> in a closed-door briefing Wednesday, but failed to produce any breakthrough in the stalemate over the rules, which has <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/03\/24\/abortion-fight-in-senate-snarls-hundreds-of-military-promotions\/\" target=\"_blank\">stalled hundreds of military promotions.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/09\/07\/advocates-draw-battle-lines-ahead-of-looming-va-abortion-fight\/\" target=\"_blank\">Democratic lawmakers <\/a>left the event proclaiming confidence in the legality and need for the policy, which gives travel stipend and leave time for service members to travel across state lines for abortion services if they are stationed in a state where the procedure is limited or outlawed. Republican senators said they heard no relevant justifications, and vowed <a href=\"https:\/\/www.militarytimes.com\/management\/budget\/2023\/06\/14\/budget-bill-bans-military-abortions-transgender-care-diversity-work\/\" target=\"_blank\">to continue their fight to overturn the rules.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey didn\u2019t prove that this was needed to help with recruiting or retention, and there\u2019s zero evidence to support it,\u201d said Sen. Tommy Tuberville, R-Ala. \u201cI\u2019m willing to listen, but we\u2019re not going to support this direction of allowing abortion anytime for anyone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since March, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/05\/04\/former-secdefs-blast-senator-over-irresponsible-nomination-holds\/\" target=\"_blank\">Tuberville has blocked more than 250 military nominations and promotions<\/a> over his concerns with the abortion policy. He\u2019s publicly defended the move, despite a growing clamor from <a href=\"https:\/\/www.militarytimes.com\/opinion\/2023\/07\/19\/playing-politics-with-military-promotions-harms-our-service-members\/\" target=\"_blank\">Defense Department and military community leaders, who\u2019ve called his tactics as damaging to military readiness and morale.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wednesday\u2019s briefing with the <a href=\"https:\/\/www.armed-services.senate.gov\/\" target=\"_blank\">Senate Armed Services Committee<\/a> was designed to calm some of the political tensions surrounding that fight, but initial responses from both Republicans and Democrats leaving the meeting showed little change in the stalemate.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/03\/24\/abortion-fight-in-senate-snarls-hundreds-of-military-promotions\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1472319293.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Abortion fight in Senate snarls hundreds of military promotions<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">GOP Sen. Tommy Tuberville has vowed to hold up all military nominations over his objections to the military&#039;s abortion policies.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Pentagon personnel, health affairs, and legal officials answered senators\u2019 questions for about an hour, comparing the military policy to similar rules governing abortion access for Peace Corps members and federal prisoners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement after the meeting, Senate Armed Services Committee Chairman Jack Reed, D-R.I., said the information left him \u201ceven more convinced of the necessity and appropriateness of this policy, which is critical for the health of our military women, men, and their families.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when reporters asked him whether the arguments presented could change any Republican minds, Reed shrugged and walked away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville said he has no immediate plans to drop his hold. Several GOP lawmakers are planning to attempt to address the issue in the annual defense authorization bill debate over the next few days, but it is unclear what legislative hurdles Democratic leaders could use to derail their plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services ranking member Roger Wicker, R-Miss., said he thought the briefing proved \u201cthat this abortion policy was entered into for political reasons.\u201d Sen. Joni Ernst, R-Iowa, called the use of taxpayer funds to cover abortion costs \u201cappalling.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of the Republicans leaving the briefing offered any potential path ahead for the stalled nominations, which Defense Department leaders have said are creating significant problems for the military planning and operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a readiness issue,\u201d Defense Secretary Lloyd Austin told reporters on Tuesday. \u201cThe hold on promotions \u2026 creates friction throughout the entire chain. It disadvantages families. I would imagine our adversaries would look at something like this and be pretty happy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, House Republicans inserted a full repeal of the military abortion policy in their draft of the defense authorization bill. Tuberville said he would like to see a similar vote in the Senate, although he did not commit to dropping his holds in exchange for a vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate leaders can maneuver around the holds to approve the military nominations individually, but doing so would take months of non-stop work. In the past, many senior military nominations have been advanced by unanimous consent of all senators, while only a small fraction have required in-depth floor
