Tommy Tuberville\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/04\/25\/no-end-in-sight-to-senate-fight-over-military-nominations\/\" target=\"_blank\">ongoing nominations fight <\/a>by the end of the year, a situation a top Democratic lawmaker blasted as a \u201cshameful charade\u201d during a Senate floor speech on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSen. Tuberville has targeted the men and women of the military itself, and their families,\u201d <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/06\/01\/senators-seek-to-bypass-defense-caps-in-debt-ceiling-bill\/\" target=\"_blank\">Senate Armed Services Chairman Jack Reed<\/a>, D-R.I., said in his remarks. \u201cHe knows the damage he is causing to our military families and our national security. It appears he simply does not care.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed\u2019s comments came one day after senators returned from their late-summer recess and just about three weeks before the scheduled retirement of <a href=\"https:\/\/www.militarytimes.com\/news\/2022\/08\/08\/milley-almost-quit-over-trump-wrote-biting-resignation-letter-new-book-reveals\/\" target=\"_blank\">Joint Chiefs Chairman Gen. Mark Milley.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a resolution on the nominations hold can\u2019t be reached before the end of the month, that will leave the military\u2019s top uniformed job vacant. <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/08\/14\/army-navy-and-marines-all-without-top-leaders-due-to-tuberville-holds\/\" target=\"_blank\">Three other Joint Chiefs posts are already empty<\/a>: the Army chief of staff, the chief of naval operations, and the commandant of the Marine Corps.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/08\/14\/army-navy-and-marines-all-without-top-leaders-due-to-tuberville-holds\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_8805.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army, Navy and Marines all without top leaders due to Tuberville holds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Chief of Naval Operations Adm. Mike Gilday retired on Monday with his replacement&#039;s confirmation stalled in an ongoing political fight.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Tuberville\u2019s hold currently covers <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/08\/25\/senators-could-be-forced-to-ram-through-some-military-nominations-soon\/\" target=\"_blank\">about 300 senior military assignments awaiting approval <\/a>in the Senate since Feb. 17. Reed said that number is expected to swell to around 650 by the end of the year, with another 110 officers forced to stay in their current posts and perform two jobs simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The five armed services currently have 852 general and flag officers in total, according to Defense Department records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Sen. Tuberville] has achieved what America\u2019s enemies could only dream of: instability in the ranks of our military leadership,\u201d Reed said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the senator from Alabama to deny these officers their hard-won, merit-based promotions for his own political gain is simply disgraceful. After six months, it seems that neither reason nor shame will sway him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville has held up expedited approval of the military commanders (typically a non-controversial procedural move for the Senate) for six months over his objections to the Defense Department\u2019s abortion access policies, put in place in fall 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under those rules, troops stationed in states where abortion services are limited or outlawed can receive unpaid leave and travel stipends to move across state lines for abortion counseling or procedures. Defense officials have called it a readiness and fairness issue. Tuberville has labeled it an illegal circumvention of state and federal laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, Tuberville has publicly attacked the White House for \u201cwoke\u201d military policies he says distract from national security concerns and rebuffed Democratic requests for a reprieve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI didn\u2019t start this,\u201d Tuberville wrote on social media over the weekend. \u201cThe Biden Admin injected politics into the military and imposed an unlawful abortion policy on the American taxpayers. I am trying to get politics out of the military.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/08\/25\/senators-could-be-forced-to-ram-through-some-military-nominations-soon\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23192563948838.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senators could be forced to ram through some military nominations soon<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Despite one senator&#039;s hold on 300-plus confirmations, Democratic leaders could advance some nominees individually.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Senate Democratic leaders could approve the nominations individually through normal chamber parliamentary procedures, but lawmakers have said doing so would take months of floor work, making it impractical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Air Force Secretary Frank Kendall, Army Secretary Christine Wormuth and Navy Secretary Carlos Del Toro <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2023\/09\/04\/army-navy-air-force-secretaries-tuberville-military-hold\/\" target=\"_blank\">wrote an op-ed in the Washington Post<\/a> attacking Tuberville for the political moves and <a href=\"https:\/\/www.cnn.com\/videos\/politics\/2023\/09\/05\/military-leaders-holds-tuberville-contd-lead-vpx.cnn\" target=\"_blank\">appeared on CNN together<\/a> to petition for a solution to the blockade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTommy Tuberville, what he\u2019s actually doing, he\u2019s playing Russian roulette with the very lives of our service members by denying them the opportunity to actually have the most experienced combat leaders in those positions to lead them,\u201d Del Toro said on CNN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some Senate Republican leaders have privately voiced concerns about the ongoing blockade, but Tuberville\u2019s move has received largely public support from his colleagues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville has said he will withdraw the holds if Defense Department leaders rescind the abortion policies, or if Congress votes to formally approve them. Reed said that Tuberville has been offered other votes in the chamber in response to his concerns but has declined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt this point, one has to wonder if the senator actually wants to achieve his demands, or if he just wants to stay in the spotlight,\u201d Reed said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to Reed\u2019s floor remarks, Tuberville\u2019s office released a statement that said \u201cthe more Democrats attack [the senator], the more he digs in.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.armed-services.senate.gov\/\" target=\"_blank\">Senate Armed Services Committee<\/a> \u2014 of which both Reed and Tuberville are members \u2014 is scheduled to hold two more
