That deal expires on Nov. 17, putting lawmakers back in the same legislative predicaments they faced in mid-September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With less than two weeks before the funding deadline, House and Senate leaders have not made meaningful progress on a full-year budget deal or short-term compromise plan. <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/25\/gop-hawks-praise-new-house-speaker-amid-ukraine-budget-uncertainty\/\" target=\"_blank\">New House Speaker Mike Johnson<\/a>, R-La., has said that budget cuts or other policy riders will be included in upcoming proposals from his chamber. <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/11\/01\/senate-to-vote-on-top-air-force-navy-usmc-leaders-in-coming-days\/\" target=\"_blank\">Senate Majority Leader Chuck Schumer<\/a>, D-N.Y., has called those ideas a dead end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public and private negotiations this week could prove critical to avoiding a shutdown, which would <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/09\/26\/white-house-shutdown-would-harm-military-pay-and-national-security\/\" target=\"_blank\">halt paychecks for
