{"id":31411,"date":"2023-11-15T00:58:23","date_gmt":"2023-11-15T00:58:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/11\/15\/house-votes-to-prevent-a-government-shutdown\/"},"modified":"2026-08-08T15:58:45","modified_gmt":"2026-08-08T15:58:45","slug":"house-votes-to-prevent-a-government-shutdown","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/11\/15\/house-votes-to-prevent-a-government-shutdown\/","title":{"rendered":"House votes to prevent a government shutdown"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The House voted overwhelmingly Tuesday to prevent a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/11\/06\/less-than-two-weeks-to-go-before-the-next-government-shutdown-deadline\/\" target=\"_blank\">government shutdown<\/a> after new Republican Speaker Mike Johnson was forced to reach across the aisle to Democrats when hard-right conservatives revolted against his plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson\u2019s proposal to temporarily fund the government into the new year passed on a bipartisan 336-95 tally, but 93 Republicans voted against it. It was the first time the new speaker had to force vital legislation through the House, and he showed a willingness to leave his right-flank Republicans behind and work with Democrats \u2014 the same political move that cost the last House speaker, <a href=\"https:\/\/apnews.com\/article\/mccarthy-gaetz-speaker-motion-to-vacate-congress-327e294a39f8de079ef5e4abfb1fa555\" target=\"_blank\">Kevin McCarthy,<\/a> his job just weeks ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This time, <a href=\"https:\/\/apnews.com\/hub\/mike-johnson\/\" target=\"_blank\">Johnson<\/a> of Louisiana appeared on track for a temporarily better outcome. His approach, which the Senate is expected to approve by week\u2019s end, effectively pushes a final showdown over government funding to the new year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaking sure that government stays in operation is a matter of conscience for all of us. We owe that to the American people,\u201d Johnson said earlier Tuesday at a news conference at the Capitol.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new Republican leader faced the same political problem that led to McCarthy\u2019s ouster \u2014 angry, frustrated, hard-right GOP lawmakers rejected his approach, demanded budget cuts and voted against the plan. Rather than the applause and handshakes that usually follow passage of a bill, several hardline conservatives animatedly confronted the speaker as they exited the chamber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without enough support from his <a href=\"https:\/\/apnews.com\/article\/house-speaker-mike-johnson-conservatives-republicans-92b118abced14e4b221f3ab0daf4e757#:~:text=WASHINGTON%20(AP)%20%E2%80%94%20New%20House,that%20toppled%20previous%20House%20speakers.\" target=\"_blank\">Republican majority<\/a>, Johnson had little choice but to rely on Democrats to ensure passage to keep the federal government running.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson\u2019s proposal puts forward a unique \u2014 critics say bizarre \u2014 <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2023\/11\/14\/house-speaker-touts-two-part-funding-bill-to-avoid-government-shutdown\/\" target=\"_blank\">two-part process<\/a> that temporarily funds some federal agencies to Jan. 19 and others to Feb. 2. It\u2019s a continuing resolution, or CR, that comes without any of the <a href=\"https:\/\/apnews.com\/article\/government-shutdown-mccarthy-house-republicans-spending-cuts-deff84c0e2ff7d3bd076b8c38e14cca4\" target=\"_blank\">deep cuts<\/a> conservatives have demanded all year. It also fails to include President Joe Biden\u2019s request for <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/20\/biden-asks-congress-for-israel-ukraine-aid-in-giant-defense-package\/\" target=\"_blank\">nearly $106 billion<\/a> for Ukraine, Israel, border security and other supplemental funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not surrendering,\u201d Johnson assured after a closed-door meeting of House Republicans Tuesday morning, vowing he would not support another stopgap. \u201cBut you have to choose fights you can win.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson, who announced his endorsement Tuesday of Donald Trump as the Republican nominee for president, hit the airwaves to sell his approach and met privately Monday night with the conservative Freedom Caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson says the innovative approach would position House Republicans to \u201cgo into the fight\u201d for deeper spending cuts in the new year, but many Republicans are skeptical there will be any better outcome in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Chip Roy, a Texas Republican who is part of the House Freedom Caucus, threatened to take the House floor hostage if the chamber doesn\u2019t pass all of the appropriations bills by the deadlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he would give \u201ca little bit of room\u201d to Johnson, who is three weeks into the job of speaker. But Roy did not hold back on his opinion of the funding bill: \u201cIt\u2019s crap.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opposition from hardline conservatives left Johnson with few other options than to skip what\u2019s typically a party-only procedural vote, and rely on another process that requires a two-thirds tally with Democrats for passage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic leader Hakeem Jeffries noted in a letter to colleagues that the GOP package met Democratic demands to keep funding at current levels without steep reductions or divisive Republican policy priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement alongside other Democratic leaders, Jeffries said they would try to find common ground with Republicans whenever possible and pointed out that a federal shutdown \u201cwould hurt the economy, our national security and everyday Americans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Winning bipartisan approval of a continuing resolution is the same move that led McCarthy\u2019s <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2023\/10\/03\/mccarthy-becomes-first-speaker-ever-to-be-ousted-from-job\/\" target=\"_blank\">hard-right flank<\/a> to oust him in October, days after the Sept. 30 vote to avert a federal shutdown. For now, Johnson appears to be benefiting from a <a href=\"https:\/\/apnews.com\/article\/house-speaker-johnson-israel-ukraine-9148bd12c1bfda97c3eff03cb1c6a4be\" target=\"_blank\">political honeymoon<\/a> in one of his first big tests on the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLook, we\u2019re going to trust the speaker\u2019s move here,\u201d said Rep. Drew Ferguson, R-Ga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Rep. Marjorie Taylor Greene, R-Ga., a McCarthy ally who opposed his ouster, said Johnson should be held to the same standard. \u201cWhat\u2019s the point in throwing out one speaker if nothing changes? The only way to make sure that real changes happen is make the red line stay the same for every speaker.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate, where Democrats have a slim majority, has signaled its willingness to accept Johnson\u2019s package ahead of Friday\u2019s deadline to fund the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Republican leader <a href=\"https:\/\/apnews.com\/hub\/mitch-mcconnell\" target=\"_blank\">Mitch McConnell<\/a> called the House package \u201ca solution\u201d and said he expected it to pass Congress with bipartisan support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s nice to see us working together to avoid a government shutdown,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But McConnell, R-Ky., has noted that Congress <a href=\"https:\/\/apnews.com\/article\/mcconnell-ukraine-russia-senate-israel-bf8dc4899d1e99fd186028a387023b57\">still has work to do<\/a> toward Biden\u2019s request to provide U.S. military aid for <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/20\/biden-asks-congress-for-israel-ukraine-aid-in-giant-defense-package\/\" target=\"_blank\">Ukraine<\/a> and <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/11\/02\/house-passes-israel-military-aid-bill\/\" target=\"_blank\">Israel<\/a> and for other needs. Senators are trying to devise a separate package to fund U.S. supplies for the overseas wars and to bolster border security, but it remains a work in progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If approved, passage of the continuing resolution would be a less-than-triumphant capstone to the House GOP\u2019s first year in the majority. The Republicans have worked tirelessly to cut federal government spending only to find their own GOP colleagues unwilling to go along with the most conservative priorities. Two of the Republican bills collapsed last week as moderates revolted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the Republicans are left funding the government essentially on autopilot at the levels that were set in bipartisan fashion at the end of 2022, when Democrats had control of Congress but the two parties came together to agree on budget terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All that could change in the new year when 1% cuts across the board to all departments would be triggered if Congress failed to agree to new budget terms and pass the traditional appropriation bills to fund the government by springtime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1% automatic cuts, which would take hold in April, are despised by all sides \u2014 Republicans say they are not enough, Democrats say they are too steep and many lawmakers prefer to boost defense funds. But they are part of the debt deal <a href=\"https:\/\/www.militarytimes.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/\" target=\"_blank\">McCarthy and Biden struck<\/a> earlier this year. The idea was to push Congress to do better.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation also extends farm bill programs through September, the end of the current fiscal year. That addition was an important win for some farm-state lawmakers. Rep. Mark Pocan, D-Wis., for example, warned that without the extension, milk prices would have soared and hurt producers back in his home state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe farm
