{"id":31579,"date":"2025-03-10T18:57:05","date_gmt":"2025-03-10T18:57:05","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2025\/03\/10\/dod-civilian-employees-given-1-spending-limit-for-travel-cards\/"},"modified":"2026-08-08T16:47:03","modified_gmt":"2026-08-08T16:47:03","slug":"dod-civilian-employees-given-1-spending-limit-for-travel-cards","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2025\/03\/10\/dod-civilian-employees-given-1-spending-limit-for-travel-cards\/","title":{"rendered":"DOD civilian employees given $1 spending limit for travel cards"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Defense Department effectively barred its civilian employees from using their government-issued travel charge cards, <a href=\"https:\/\/media.defense.gov\/2025\/Mar\/06\/2003659780\/-1\/-1\/0\/MEMO-GUIDANCE-ON-GTCC-USE-FOR-DOD-CIVS.PDF\">according<\/a> to a DOD memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new spending rules, spelled out in a March 5 memorandum signed by Under Secretary of Defense for Personnel and Readiness Darin Selnick, came a week after President Donald Trump <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/implementing-the-presidents-department-of-government-efficiency-cost-efficiency-initiative\/\" target=\"_blank\">issued<\/a> a Feb. 26 executive order outlining government cost-saving initiatives, including some that targeted federal workers\u2019 spending habits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDOD civilian employees must cancel all future non-exempted official travel reservations, and those currently on non-exempted travel must return to their respective permanent duty stations as soon as feasible,\u201d the DOD memo read.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The spending limit for the government-issued travel cards of federal civilian employees was officially reduced to $1.00, per the instructions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo exempts DOD civilian employee travel that directly supports military operations or a permanent change in station.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s executive order \u2014 entitled \u201cImplementing the President\u2019s \u2018Department of Government Efficiency\u2019 Cost Efficiency Initiative\u201d \u2014 called for a \u201ctransformation in federal spending\u201d by cutting costs and harnessing the power of the increasingly controversial DOGE agency to do the heavy lifting.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2025\/03\/05\/pentagon-touts-80m-in-doge-cuts-but-public-receipts-dont-add-up\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2198970101.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon touts $80M in DOGE cuts, but public receipts don\u2019t add up<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon refused to provide a full list of cuts, and publicly available data \u2014 including &quot;receipts&quot; listed on DOGE&#039;s site \u2014 total around $25 million.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Two tenets of the executive order, \u201cnon-essential travel justification\u201d and \u201ccredit card freeze,\u201d provided more detailed instructions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies will be tasked with installing a technological system in which approvals for federally funded travel for \u201cconferences and other non-essential purposes\u201d are logged. Employees will not be allowed to travel unless the head of that agency submits a written justification through the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal employees\u2019 credit cards will also be frozen for 30 days, save for credit cards tied to disaster relief or natural disaster response benefit assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elon Musk, the Trump-appointed special government employee who leads DOGE and is the CEO of automotive company Tesla, has faced criticism for the substantial firings his agency has made in the name of cost savings. Cuts have impacted a long list of federal agencies, including the U.S. Agency for International Development, the Department of Energy, the National Parks Service and the Department of Veterans Affairs, which is <a href=\"https:\/\/www.militarytimes.com\/veterans\/2025\/03\/05\/trump-administration-plans-to-cut-80000-va-employees-memo-says\/\" target=\"_blank\">planning to cut 80,000 employees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOGE has also received backlash for emails it sent out requiring federal employees, including DOD civilians, to <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/02\/28\/dod-civilians-ordered-to-respond-to-what-did-you-do-last-week-email\/\" target=\"_blank\">reply with a detailed list of
