That\u2019s a traditional DoD mission, but what does that mean in cyberspace? What do we, as the Department of Defense, bring as a comparative advantage that helps us better defend the nation?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent changes in policy and authority have largely remedied this concern. Empowered by <a href=\"https:\/\/www.fifthdomain.com\/dod\/2018\/09\/28\/its-a-new-era-for-cyber-operations-but-questions-remain\/\" target=\"_blank\">new authorities<\/a> provided by the <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/11\/27\/defense-officials-taking-advantage-of-new-cyber-authorities\/\" target=\"_blank\">White House and Congress for DoD to operate in this space<\/a>, Cyber Command has followed a new approach of \u201cdefending forward,\u201d essentially fighting adversaries in networks before they manifest themselves in U.S. networks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2018\/11\/19\/heres-how-cyber-commands-defend-forward-strategy-protects-the-nation-in-cyberspace\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s how Cyber Command\u2019s \u2018defend forward\u2019 strategy protects the nation in cyberspace<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cyber Command is using its unique capabilities to provide important insights to civilian agencies and the private sector.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The debate over DoD\u2019s role in homeland defense from a cyber perspective came to a head in 2017 when Sen. John McCain,R-Ariz., clashed with a top defense official, who argued that the department should not take a leading role when it comes to election security because it does not fall under the banner of defending the homeland.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2017\/10\/19\/dod-says-it-shouldnt-protect-homeland-from-cyberthreats-mccain-disagrees\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/636017101979378178-ap16168677159305jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD says it shouldn\u2019t protect homeland from cyberthreats; McCain disagrees<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The chairman of the Senate Armed Services Committee sparred with DoD representatives regarding the Pentagon&#039;s role in cyberspace in protecting the nation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201c[T]he United States has a long normative and legal tradition limiting the role of the military in domestic affairs. This strict separation of the civilian and the military is one of the hallmarks of our democracy and was established to protect its institutions. Designating DoD as the lead for the domestic cyber mission risks upsetting this traditional civil-military balance,\u201d Kenneth Rapuano, assistant secretary of defense for homeland defense and global security and a principle cyber adviser, wrote in prepared testimony to the Senate Armed Services Committee at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCain was not satisfied: \u201cI am in fundamental disagreement with you about requirements of the Department of Defense to defend the fundamental of this nation, which is a free and fair election, which we all know the Russians tried to affect \u2026 It\u2019s the Department of Defense\u2019s job to defend this nation; that\u2019s why it\u2019s called the Department of Defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, the question has simmered in national security communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/nationalsecurity.gmu.edu\/wp-content\/uploads\/2018\/10\/GJIA-19-1-FINAL-rev-57-72.pdf\" target=_blank>paper released in fall 2018<\/a>, the first commander of U.S. Cyber Command, Keith Alexander, and the founder of the National Security Institute at George Mason University, Jamil Jaffer, wrote that one of the challenges for Cyber Command was that it lacked clear authorities to the defend the nation. This has been remedied by the recent changes in authorities and paradigm shift of defending forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alexander and Jaffer wrote that the goal should not be to respond to attacks, but rather protect against them before infrastructure is damaged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis requires advance authority for USCYBERCOM to take action and clear [rules of engagement] that provide a broad range of options to use in appropriate circumstances while also limiting action to appropriate bounds outside the United States,\u201d they wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough the idea of providing advance authority to take action that admittedly might spark a larger conflict is almost certainly controversial, if structured properly with appropriate limitations, effective civilian oversight, and significant, timely reporting to the legislative branch, many of the key concerns can be effectively
