The contract is meant to make it easier and cheaper to advance the Army\u2019s comprehensive cloud goals, including rapid software development, data-driven decision making and zero-trust cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is going to become the easy button for the Army to actually move to the cloud,\u201d Iyer told reporters Oct. 11 at the Association of the U.S. Army annual conference.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2022\/08\/24\/army-it-leader-pledges-quicker-cloud-uptake-in-year-of-action\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cloud.jpg_2e8f46.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army IT leader pledges quicker cloud uptake in \u2018year of action\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">When it comes to cloud, the coming year will be one of &quot;action and acceleration,&quot; according to U.S. Army Lt. Gen. John Morrison.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now, what\u2019s happening is even when we have commands that <a href=\"https:\/\/www.c4isrnet.com\/smr\/cloud\/2021\/04\/29\/cloud-computing-speeds-up-new-military-software\/\" target=\"_blank\">want to move to the cloud<\/a>, today there is not one contract that they can go to,\u201d he said. \u201cSo they are doing a lot of shopping. They\u2019ve got to go to multiple contracting centers to go find the right vehicle, and then when they go there, it takes them nine months before they actually get on contract.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That timeline is too long and that process too clunky, Iyer said. Under EAMM, the intent is to slash the time it takes to award task orders to four weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer\u2019s office will spearhead the effort alongside the <a href=\"https:\/\/www.army.mil\/ecma\" target=\"_blank\">Army\u2019s Enterprise Cloud Management Agency<\/a>, which provides oversight for all of the service\u2019s cloud processes and activities. The agency is led by Paul Puckett.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s no longer just telling the commands, \u2018Hey, you got to go figure it out,\u2019\u201d Iyer said. \u201cWe\u2019re really kind of holding their hand to help them migrate their applications in the cloud, all the way from architecting it, working through migrating the data, the contract vehicle, and so on.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army considers cloud migration and widespread, secure use foundational to the grander modernization of its networks, computers and collaboration. The Army\u2019s updated cloud plan was unveiled this month, weeks after the service\u2019s top uniformed information technology official, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/08\/18\/pentagons-command-and-control-concept-needs-work-army-official-says\/\" target=\"_blank\">Lt. Gen. John Morrison<\/a>, described the coming year as one of \u201caction and acceleration\u201d and \u201cmuch more rapid movement to the cloud.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army requested $16.6 billion in cyber and IT funding for fiscal 2023, which started Oct. 1, or more than 9% of the service\u2019s $178 billion budget blueprint. (Michele Wiencek\/U.S. Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c2023 is the big year for us,\u201d <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/10\/10\/army-cio-on-email-tech-modernization-and-more\/\" target=\"_blank\">Iyer said<\/a>. \u201cWe\u2019re going to be scaling a lot of the efforts we initiated in \u201822.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EAMM contract will coexist with the prospective Joint Warfighting Cloud Capability, or JWCC, the Department of Defense\u2019s $9 billion follow-up to the failed Joint Enterprise Defense Infrastructure arrangement, or JEDI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense officials anticipate <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/10\/06\/pentagon-on-track-for-9-billion-contract-award-after-abandoning-jedi\/\" target=\"_blank\">awarding JWCC by the end of the year<\/a>. Selections were previously expected in April, but an unexpectedly hefty workload slowed the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJWCC will be an avenue for the DoD to actually procure, compute and store directly from the cloud service providers, like the Amazons and the Googles of the world,\u201d Iyer said. \u201cWhat EAMM does is it\u2019s the vehicle to actually modernize your application, get it to be cloud native, and then migrate to the cloud, right?
