{"id":32088,"date":"2019-01-23T22:25:37","date_gmt":"2019-01-23T22:25:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/01\/23\/dhs-orders-emergency-directive-to-guard-against-hacks\/"},"modified":"2026-08-08T18:31:20","modified_gmt":"2026-08-08T18:31:20","slug":"dhs-orders-emergency-directive-to-guard-against-hacks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/cyber\/2019\/01\/23\/dhs-orders-emergency-directive-to-guard-against-hacks\/","title":{"rendered":"DHS orders \u2018emergency directive\u2019 to guard against hacks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Homeland Security <a href=\"https:\/\/cyber.dhs.gov\/ed\/19-01\/#fn:1\" target=_blank>said<\/a> in Jan. 22 emergency directive that multiple executive agency websites have been harmed by a hacking campaign, although it is not clear what exactly has been affected or which agencies are involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The attack involves targeting the Domain Name System, the department said, which is the backbone of the internet\u2019s address system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUsing compromised credentials, an attacker can modify the location to which an organization\u2019s domain name resources resolve,\u201d the department\u2019s Computer Emergency Readiness Team <a href=\"https:\/\/www.us-cert.gov\/ncas\/current-activity\/2019\/01\/10\/DNS-Infrastructure-Hijacking-Campaign\" target=\"_blank\">said<\/a> Jan. 10 in a post on DNS hijacking. \u201cThis enables the attacker to redirect user traffic to attacker-controlled infrastructure and obtain valid encryption certificates for an organization\u2019s domain names, enabling man-in-the-middle attacks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homeland Security ordered federal agencies to take four steps within 10 business days. That process included auditing DNS records, changing DNS account passwords, adding multi-factor authentication and monitoring certificate logs. It\u2019s not clear how many employees will be effected by the change or if the changes can take place during a partial government shutdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/dhs-issues-emergency-order-to-civilian-agencies-to-squelch-cyber-hijacking-campaign-that-private-analysts-say-could-be-linked-to-iran\/2019\/01\/22\/40a3fce2-1eab-11e9-8e21-59a09ff1e2a1_story.html?utm_campaign=EBB%201.23.19&amp;utm_medium=email&amp;utm_source=Sailthru&amp;utm_term=.89d54b9cfdcd\" target=\"_blank\">The Washington Post reported <\/a>that no intelligence or Defense Department networks have been affected, citing U.S. officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The emergency directive is one of the most significant public operations undertaken by the Cybersecurity and Infrastructure Security Agency since it was created in November, 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a previous update that detailed the DNS attack, Homeland Security referred to an <a href=\"https:\/\/www.fireeye.com\/blog\/threat-research\/2019\/01\/global-dns-hijacking-campaign-dns-record-manipulation-at-scale.html\" target=\"_blank\">analysis<\/a> from the threat intelligence firm FireEye.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, FireEye said the DNS hacking campaign has \u201caffected dozens of domains belonging to government, telecommunications and internet infrastructure entities across the Middle East and North Africa, Europe and North America.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FireEye said there was evidence Iran was behind the campaign, citing IP addresses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The threat intelligence firm said it found no clear pattern in how the attackers gained access to the DNS files, but added that in some instances used \u201csophisticated phishing attacks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis type of attack is difficult to defend against, because valuable information can be stolen, even if an attacker is never able to get direct access to your organization\u2019s network,\u201d FireEye said. \u201cThis DNS hijacking, and the scale at which it has been
