{"id":32332,"date":"2023-11-01T17:24:40","date_gmt":"2023-11-01T17:24:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/11\/01\/countries-at-uk-summit-vow-to-tackle-ais-catastrophic-risks\/"},"modified":"2026-08-18T20:57:16","modified_gmt":"2026-08-18T20:57:16","slug":"countries-at-uk-summit-vow-to-tackle-ais-catastrophic-risks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2023\/11\/01\/countries-at-uk-summit-vow-to-tackle-ais-catastrophic-risks\/","title":{"rendered":"Countries at UK summit vow to tackle AI\u2019s \u2018catastrophic\u2019 risks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Delegates from 28 nations, including the U.S. and China, agreed Wednesday to work together to contain the potentially \u201ccatastrophic\u201d risks posed by galloping advances in artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first international AI Safety Summit, held at a <a href=\"https:\/\/apnews.com\/db8bbdc0e726f1993cced4b298eb8aa9\">former codebreaking spy base near London<\/a>, focused on cutting-edge \u201cfrontier\u201d AI that some scientists warn could pose a risk to humanity\u2019s very existence.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/opinion\/2023\/10\/26\/guarding-the-ai-frontier-a-proposal-for-federal-regulation\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-932559358.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Guarding the AI frontier: A proposal for federal regulation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The technology may soon allow malevolent actors to unleash pandemics, supercharge massive cyberattacks and accelerate the spread of disinformation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">British Prime Minister Rishi Sunak said the declaration was \u201ca landmark achievement that sees the world\u2019s greatest AI powers agree on the urgency behind understanding the risks of AI \u2013 helping ensure the long-term future of our children and grandchildren.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Vice President Kamala Harris urged Britain and other countries to go further and faster, stressing the transformations AI is already bringing and the need to hold tech companies accountable \u2014 including through legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a speech at the U.S. Embassy, Harris said the world needs to start acting now to address \u201cthe full spectrum\u201d of AI risks, not just existential threats such as massive cyberattacks or AI-formulated bioweapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are additional threats that also demand our action, threats that are currently causing harm and to many people also feel existential,\u201d she said, citing a senior citizen kicked off his health care plan because of a faulty AI algorithm or a woman threatened by an abusive partner with deep fake photos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AI Safety Summit is a labor of love for Sunak, a tech-loving former banker who wants the U.K. to be a hub for computing innovation and has framed the summit as the start of a global conversation about the safe development of AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harris is due to attend the summit on Thursday, joining government officials from more than two dozen countries including Canada, France, Germany, India, Japan, Saudi Arabia \u2014 and China, invited over the protests of some members of Sunak\u2019s governing Conservative Party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Getting the nations to sign the agreement, dubbed the Bletchley Declaration, was an achievement, even if it is light on details and does not propose a way to regulate the development of AI. The countries pledged to work towards \u201cshared agreement and responsibility\u201d about AI risks, and hold a series of further meetings. South Korea will hold a mini virtual AI summit in six months, followed by an in-person one in France a year from now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s Vice Minister of Science and Technology Wu Zhaohui said AI technology is \u201cuncertain, unexplainable and lacks transparency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt brings risks and challenges in ethics, safety, privacy and fairness. Its complexity is emerging.,\u201d he said, noting that Chinese President Xi Jinping last month launched the country\u2019s Global Initiative for AI Governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe call for global collaboration to share knowledge and make AI technologies available to the public under open source terms,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tesla CEO Elon Musk is also scheduled to discuss AI with Sunak in a livestreamed conversation on Thursday night. (Toby Melville\/Pool Photo via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">European Commission President Ursula von der Leyen, United Nations Secretary-General Antonio Guterres and executives from U.S. artificial intelligence companies such as Anthropic, Google\u2019s DeepMind and OpenAI and influential computer scientists like Yoshua Bengio, one of the \u201cgodfathers\u201d of AI, are also attending the meeting at <a href=\"https:\/\/apnews.com\/article\/bletchley-park-wwii-codebreaking-alan-turing-d25b9e161aaa8356ef0977d3cf736b8f\">Bletchley Park<\/a>, a former top secret base for World War II codebreakers that\u2019s seen as a birthplace of modern computing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attendees said the closed-door meeting\u2019s format has been fostering healthy debate. Informal networking sessions are helping to build trust, said Mustafa Suleyman, CEO of Inflection AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, at formal discussions \u201cpeople have been able to make very clear statements, and that\u2019s where you see significant disagreements, both between countries of the north and south (and) countries that are more in favor of open source and less in favor of open source,\u201d Suleyman told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Open source AI systems allow researchers and experts to quickly discover problems and address them. But the downside is that once an an open source system has been released, \u201canybody can use it and tune it for malicious purposes,\u201d Bengio said on the sidelines of the meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s this incompatibility between open source and security. So how do we deal with that?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only governments, not companies, can keep people safe from AI\u2019s dangers, Sunak said last week. However, he also urged against rushing to regulate AI technology, saying it needs to be fully understood first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast, Harris stressed the need to address the here and now, including \u201csocietal harms that are already happening such as bias, discrimination and the proliferation of misinformation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She pointed to President Biden\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2023\/10\/30\/executive-order-on-the-safe-secure-and-trustworthy-development-and-use-of-artificial-intelligence\/\">executive order<\/a> this week, setting out AI safeguards, as evidence the U.S. is leading by example in developing rules for artificial intelligence that work in the public interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harris also encouraged other countries to sign up to a U.S.-backed pledge to stick to \u201cresponsible and ethical\u201d use of AI for military aims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPresident Biden and I believe that all leaders \u2026 have a moral, ethical and social duty to make sure that AI is adopted and advanced in a way that protects the
