{"id":32562,"date":"2022-12-08T11:40:00","date_gmt":"2022-12-08T11:40:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2022\/12\/08\/how-the-space-development-agency-could-have-died-any-number-of-ways\/"},"modified":"2026-08-08T18:28:38","modified_gmt":"2026-08-08T18:28:38","slug":"how-the-space-development-agency-could-have-died-any-number-of-ways","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2022\/12\/08\/how-the-space-development-agency-could-have-died-any-number-of-ways\/","title":{"rendered":"How the Space Development Agency \u2018could have died any number of ways\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Just three years ago, the future of the U.S. Space Development Agency was uncertain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two of its strongest advocates in the Pentagon had resigned, many viewed its mission as duplicative and confusing, and some speculated the organization, created to change the way the military buys and fields satellites, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/08\/01\/is-the-space-development-agency-here-to-stay\/\" target=\"_blank\">would not survive past its first year<\/a>. Founded as part of a series of space acquisition and management reforms that included the creation of the Space Force, SDA struggled to make a case for its existence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking in April 2019 at the annual Space Symposium in Colorado, less than a month after <a href=\"https:\/\/www.defensenews.com\/space\/2019\/03\/13\/pentagon-officially-stands-up-space-development-agency-names-first-director\/\" target=\"_blank\">SDA was established<\/a>, then-Air Force Secretary Heather Wilson<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2019\/04\/09\/top-air-force-official-takes-shots-at-space-development-agencys-first-project\/\" target=\"_blank\"> offered a scathing take on the agency\u2019s plan<\/a> to develop a large constellation of small satellites to perform missions like missile tracking and communications, which were traditionally conducted by smaller fleets of large, exquisite and more expensive satellites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLaunching hundreds of cheap satellites into theater as a substitute for the complex architectures where we provide key capabilities to the warfighter will result in failure on America\u2019s worst day if relied upon alone,\u201d Wilson told the audience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson, who retired from her post in May 2019 after <a href=\"https:\/\/www.defensenews.com\/space\/2019\/03\/13\/in-memo-air-force-head-hits-space-development-agency-as-not-ready-for-prime-time\/\" target=\"_blank\">fighting the creation of SDA<\/a> and the establishment of the Space Force, wasn\u2019t the organization\u2019s only critic; the House Armed Services Committee said the agency lacked a clearly defined role to distinguish it from other space acquisition offices. James Hodgman\/U.S. Space Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt could have died any number of ways,\u201d Kennedy said in an interview. \u201cIt\u2019s very easy for the dominant culture to walk in and squash those things.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But SDA not only survived despite criticism from naysayers; now its model for military space acquisition is catching on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Space Force looks to <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/02\/17\/us-space-force-aims-for-more-resilient-architecture-by-2026\/\" target=\"_blank\">make its satellites more resilient against threats<\/a>, it is considering how to integrate smaller spacecraft that can operate in different orbits, leverage commercial capabilities and augment existing systems. Officials, including Vice Chief of Space Operations Gen. David Thompson, have said the need for more resiliency will likely drive near-term budget increases for the service, whose request grew from $17.4 billion in fiscal 2022 to $24.5 billion in fiscal 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service leaders have praised SDA\u2019s approach, particularly its spiral development process, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/11\/09\/gotta-go-fast-how-americas-space-development-agency-is-shaking-up-acquisitions\/\" target=\"_blank\">which emphasizes rapid delivery<\/a>, regular technology upgrades and fresh competition on a two-year cycle. Speaking in September at the Air, Space and Cyber Conference in Maryland, the Air Force\u2019s top space acquisition official said he wants the Space Force to adopt SDA\u2019s go-fast approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are building small, they are doing this on two-year centers and they are delivering capabilities faster,\u201d Frank Calvelli said. \u201cI actually think that\u2019s a model that we can take advantage of and actually push across the organization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is also onboard, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/03\/09\/proposed-space-development-agency-funding-boost-falls-short-of-earlier-request\/\" target=\"_blank\">adding $550 million<\/a> to SDA\u2019s FY22 appropriations to allow the agency to begin launching its second batch of missile-tracking satellites a year early, in 2025. Lawmakers have broadly supported the agency\u2019s $2.6 billion development and procurement request for FY23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even with that turnaround in stakeholder support, SDA still has much to prove. While it\u2019s flown a handful of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2021\/07\/01\/the-space-development-agency-now-has-demo-satellites-on-orbit-heres-what-theyll-do\/\" target=\"_blank\">experimental satellites<\/a>, it has yet to launch its first batch, or tranche, of missile-tracking and data-relay satellites. That milestone is<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/09\/14\/space-development-agency-launch-delayed-by-supply-chain-bid-protests\/\" target=\"_blank\"> slated for later this month <\/a>and will be followed by a second launch in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intent is to showcase those spacecraft in various military exercises in 2023 and to use them to support hypersonic testing in early 2024. SDA will launch its next tranche of more capable satellites in 2024, and it expects its satellites, dubbed the National Defense Space Architecture, will be operational and able to provide global coverage by 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Jim Cooper, D-Tenn., a<b> <\/b>leading advocate for space acquisition reform and one of the main proponents for creating the Space Force, told C4ISRNET he\u2019s encouraged by SDA\u2019s plan to disrupt the Pentagon\u2019s status quo. While he\u2019s hoping SDA is successful, he\u2019s also withholding judgment on progress until the agency produces results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was and am optimistic,\u201d Cooper said. \u201cI want to see proof, though.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">\u2018Always faster\u2019<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The creation of SDA in March 2019 was the first of several major milestones for the military space community that year. In August, the government <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/11\/19\/us-space-command-is-here-now-where-does-it-need-to-go\/\" target=\"_blank\">reestablished U.S. Space Command<\/a>; it was previously disbanded in 2002. Then in December, Congress authorized the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2019\/12\/21\/may-the-space-force-be-with-you-heres-what-we-know-about-the-us-militarys-newest-service\/\" target=\"_blank\">creation of the Space Force<\/a>, which would operate as a separate service but remain inside the Department of the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These moves were aimed at integrating space under one chain of command, but they also were meant to drive improvements to the Defense Department\u2019s space acquisition system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commercial space industry was growing, and the military\u2019s process for developing and buying satellites wasn\u2019t taking advantage of that. Plus, lawmakers wanted to ensure these new organizations were designed to go fast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of the core concerns that Congress was expressing were about speed of capability development \u2014 looking at the commercial space, new space ecosystem, and looking at DoD national security space and seeing things not changing,\u201d Justin Johnson, a special assistant to the deputy secretary of defense from 2017 to 2019, told C4ISRNET.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"957\" height=\"617\" src=\"\/wp-content\/uploads\/2026\/08\/Screenshot-2020-05-05-at-1.02.51-PM.png.png\" alt=\"\" class=\"wp-image-54790\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2020-05-05-at-1.02.51-PM.png.png 957w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2020-05-05-at-1.02.51-PM.png.png?resize=300,193 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2020-05-05-at-1.02.51-PM.png.png?resize=768,495 768w\" sizes=\"auto, (max-width: 957px) 100vw, 957px\" \/><figcaption class=\"wp-element-caption\">The SDA&#8217;s understanding of how the Transport Layer will operate in Tranche 0. (Space Development Agency)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">SDA was created to help the department both emulate the commercial approach and leverage the large constellations companies planned to launch. Modeled after the Missile Defense Agency, which was established in 2002 to test and field ballistic missile capabilities, SDA\u2019s acquisition strategy is defined by two key concepts: spiral development and proliferation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means while it traditionally took five to 10 years to conceive and then launch a satellite, SDA wants to shrink that timeline to two years, fielding new technology at a regular pace, or spiral.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while military constellations are typically populated with a handful of satellites, SDA\u2019s plan is to have a proliferated fleet of about 1,000 spacecraft on orbit by 2026. Those satellites will reside in low Earth orbit, less than 2,000 kilometers (1,200 miles) above the planet\u2019s surface, and include two capability layers: a transport layer to provide data relay and targeting, and a tracking layer focused on missile warning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kennedy, <a href=\"https:\/\/www.defensenews.com\/space\/2019\/04\/10\/sda-has-an-ambitious-plan-to-launch-hundreds-of-small-satellites-can-it-get-off-the-ground\/\" target=\"_blank\">SDA\u2019s first director<\/a>, adopted the motto \u201cSemper citius,\u201d a Latin phrase that means \u201cAlways faster\u201d \u2014 a mantra the agency maintains today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe thought process behind selecting that motto was the idea that we would do agile development of hardware and software combined, and every time we did it, we would get better and better at it,\u201d Kennedy told C4ISRNET. \u201cIt would go faster and [be] less expensive each time we tried.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the Air Force at the time had its own acquisition hub, called the Space and Missile Systems Center, SDA was designed to be separate from that organization, reporting directly to the undersecretary of defense for research and engineering. The agency <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/10\/03\/meet-the-new-boss-pentagon-satellite-agency-joins-space-force\/\" target=\"_blank\">transitioned into the Space Force this fall<\/a>, but the idea early on was that it should have authority over its acquisition processes and have the time to establish itself before becoming part of the new service.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Waning resistance<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">From the beginning, SDA was backed by then-Deputy Defense Secretary Pat Shanahan, who shepherded the concept in its early days and became the acting defense secretary a few months before the U.S. established the agency. Even with that top-level support, the prospect of creating a new acquisition organization that could duplicate existing work \u2014 as well as reside outside of the Air Force and the Space Force \u2014 was controversial among some.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson and others in the Air Force argued SDA would add bureaucracy to an already beleaguered acquisition system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was no good reason to establish another departmental-level entity to do procurement of particular space systems,\u201d Wilson, now the president of the University of Texas at El Paso, told C4ISRNET. \u201cThis was squarely in the responsibility of the Air Force to equip the force and needed to be directly connected to the rest of the overhead architecture and ground-based control systems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shanahan understood the pushback from the Air Force, he told C4ISRNET, given new organizations can disrupt the old order and create competition for resources. But he saw a need for an agency like SDA, and there was a growing sense of urgency within the Pentagon and Congress to field more resilient systems capable of withstanding and detecting <a href=\"https:\/\/www.defensenews.com\/space\/2019\/04\/09\/chinese-threats-necessitate-new-space-structures-shanahan-warns\/\" target=\"_blank\">threats posed by China and Russia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was a lot of friction, and rightly so,\u201d he said. \u201cAt the end of the day, it was a leadership decision. &#8230; And I knew once the decision was made, people would support it. (Jacquelyn Martin\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Concerns about SDA continued after Shanahan formally established it as an independent agency. But, Shanahan said, he was confident that once the organization had some momentum, its status would be hard to undo. So far, he\u2019s been right.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During SDA\u2019s first two years, it <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/06\/21\/the-space-development-agencys-first-director-is-already-out\/\" target=\"_blank\">withstood the resignations of Kennedy<\/a>, Shanahan and then-Under Secretary of Defense for Research and Engineering Mike Griffin \u2014 three of its staunchest advocates in the Pentagon. It transitioned to <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/10\/28\/space-development-agencys-new-director-is-a-familiar-face\/\" target=\"_blank\">new leadership under Derek Tournear<\/a>, a former program manager in the Office of the Director of National Intelligence who spent much of his early tenure at SDA explaining the agency\u2019s mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SDA awarded its <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/08\/31\/space-development-agency-orders-its-first-satellites\/\" target=\"_blank\">first contracts in August 2020<\/a>, less than 18 months after its establishment. Lockheed Martin received $188 million and York Space Systems $94 million to each build 10 data relay satellites for its transport layer. Its industry partners now include SpaceX, L3Harris Technologies, Northrop Grumman, Ball Aerospace and General Dynamics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency\u2019s funding has also grown. In FY20, Congress appropriated $125 million for SDA\u2019s initial work; that increased in FY22 to about $1.4 billion. Its FY23 request calls for $2.6 billion, and its five-year forecast projects a need for more than $15 billion through FY27.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some experts and former DoD officials explain the shift toward acceptance of the agency in different ways, pointing to lawmakers who, while skeptical of the initial articulation of SDA\u2019s mission, gave it room to sharpen its vision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kennedy said congressional staffers and lawmakers \u2014 including Cooper and Rep. Mike Rogers, R-Ala., two key space acquisition hawks on the House Armed Services Committee \u2014 grasped SDA\u2019s mission early on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHaving that support, having that trust placed in the organization early on by folks over on the Hill, that was extremely important,\u201d Kennedy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson, the former special assistant to the deputy secretary of defense, said lawmakers\u2019 early decision to require SDA to transition into the Space Force was helpful because it forced the two organizations to work together in anticipation of that future alignment.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"3422\" height=\"2277\" src=\"\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg\" alt=\"\" class=\"wp-image-59712\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg 3422w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg?resize=768,511 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg?resize=1024,681 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg?resize=1536,1022 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21272564362563.jpg.jpg?resize=2048,1363 2048w\" sizes=\"auto, (max-width: 3422px) 100vw, 3422px\" \/><figcaption class=\"wp-element-caption\">Rep. (Rod Lamkey\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re a Space Force leader, you knew that at some point &#8230; SDA would be coming back in. So it lessened the incentive to either try to fight or criticize or worry about resources or things like that,\u201d said Johnson, who is now a senior vice president and deputy head of strategy for defense aerospace company Metrea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd the same for SDA: Yes, you\u2019re introduced into this ecosystem to create competition, but make sure that you\u2019re staying aligned with the Space Force leadership,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reality of threats in space from adversaries such as China and Russia as well as the continued growth of the commercial space industry also helped rally support behind SDA\u2019s mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kennedy, who is now CEO of startup company Dark Fission Space Systems, pointed to the launch of SpaceX\u2019s Starlink communication satellites \u2014 which have provided significant support to Ukraine in its fight against Russia \u2014 as well as Amazon\u2019s plan to launch its own satellite communications network, called Project Kuiper. Those commercial projects bolster SDA\u2019s premise that such a development model can be successful and offer opportunities for the government to leverage industry growth, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cReality gets to intrude from time to time. And in this case, you\u2019ve got Starlink, you\u2019ve got Kuiper, you\u2019ve got all sorts of folks who are driving down a very similar path. And it should come as a shock to nobody,\u201d Kennedy said. \u201cSDA was stood up to essentially pattern itself after commoditized, productized, proliferated systems. It\u2019s happening in the commercial sector. Why can\u2019t we do it, too?\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Will SDA prove itself?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the early pushback against SDA is \u201cwater under the bridge,\u201d according to Doug Loverro, former deputy assistant secretary of defense for space policy. Now, the agency must maintain that support by proving it can field its proliferated architecture on schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSuccess breeds support,\u201d Loverro told C4ISRNET in an interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting this month and over the next year, SDA will have several opportunities to build confidence in its performance. The first launch in support of its National Defense Space Architecture \u2014 which will include demonstration satellites for what it calls the Tranche 0 transport and tracking layers \u2014 is scheduled for sometime in December, followed by a second Tranche 0 launch in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those first 28 spacecraft are meant to support several military exercises in 2023 and 2024, including U.S. Indo-Pacific Command\u2019s Northern Edge, a joint readiness event that takes place every other year and is planned for next summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking during a National Security Space Association event in November, Tournear said he\u2019s confident in SDA\u2019s near-term plans, though he acknowledged it\u2019s not a \u201czero risk\u201d approach. In fact, the December launch, which was already delayed from September due to early contractor protests and pandemic-related supply chain slowdowns, could slip again, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s obviously risk there because we are pushing industry to go as quickly as possible,\u201d Tournear said. \u201cThere\u2019s not a lot of margin. But Lord willing and the creek don\u2019t rise, we won\u2019t have any issues with the integration, and we\u2019ll hit that launch.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/05\/05\/heres-what-the-space-development-agency-wants-from-its-first-10-satellites\/\" target=\"_blank\">Tranche 0<\/a> is what SDA calls its \u201cwarfighter immersion\u201d capability and will demonstrate the viability of its proliferated architecture \u2014 from cost to schedule to scalability. Tranche 1, which is <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/03\/15\/space-development-agency-to-launch-next-missile-warning-satellites-earlier-than-expected\/\" target=\"_blank\">targeted for launch in FY24<\/a>, brings an initial warfighting capability, will showcase tactical data links and beyond-line-of-sight targeting for the transport layer, and will provide advanced missile detection for the tracking layer. The next group of satellites, Tranche 2, will bring global persistence for both layers and is slated for launch in FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Loverro said the technical challenges associated with SDA\u2019s mission will get harder as it moves toward Tranche 2 and its architecture becomes more fully integrated with the joint force. Earlier capability releases will be more like demonstrations or prototypes, but Tranche 2 will need to operate in a warfighting environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the agency has garnered praise from Space Force and Air Force leadership, its work over the next year could also have implications for its longevity as an independent acquisition organization. Johnson said he\u2019ll be watching the FY24 budget as an indicator for how the Department of the Air Force prioritizes the agency\u2019s efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDo they get squeezed by other priorities, or does the fact that they\u2019ve had time to establish themselves independently inside [the Office of the Secretary of Defense] give them enough stability inside of what\u2019s now the Department of the Air Force ecosystem?\u201d he said. \u201cI think the next budget request will be an interesting indicator of how SDA is doing in maintaining its vision
