Trump\u2019s plans are expected to exceed caps by $295 billion through 2021, when the caps established under the 2011 Budget Control Act expire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those plans would compete with the rising costs of major health care programs, Social Security and interest costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, U.S. debt will steadily rise to nearly 150 percent of gross domestic product by 2047, as growth in total spending will outpace total revenues. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration\u2019s current plans are \u201cunclear,\u201d CBO acknowledges, but it appears to base the projections on Trump\u2019s previous calls for more ships, more fighter jets and more manpower.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2017\/12\/04\/cbo-trump-military-buildup-will-cost-taxpayers-an-extra-683-billion\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-885286050.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">CBO: Trump military buildup would cost taxpayers an extra $683 billion<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The military buildup President Donald Trump has called for would cost $683 billion more than current spending plans over the next decade, according to a new analysis by the Congressional Budget Office.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the government office projects rising operations and maintenance. It also predicts military personnel costs will exert internal pressure, cutting the amount of procurement and research and development that can be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three major categories of the defense budget \u201chave their own momentum,\u201d which will \u201ccreate mismatches\u201d between the Pentagon\u2019s five-year budget projections and the actual cost of its plans:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Costs of developing and buying weapons have been, on average, 20 to 30 percent higher than the Defense Department\u2019s initial estimates.<\/li><li>Costs for compensation of military personnel \u2014 including their active and retired health care benefits \u2014 have been rapidly increasing since 2000.<br><\/li><li>Costs of operation and maintenance per active-duty service member have been steadily increasing since at least 1980.<span class=\"js-paste-end-O5EI6DQB3ZE6BOEMYXTMZVROPE\"><br><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The assessment was part of a presentation given by David Mosher, assistant director for CBO\u2019s national security division, to a recent Professional Services Council forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The assessment comes a week after Trump, <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/31\/trump-in-state-of-the-union-seeks-full-military-funding-but-how\/\" title=\"\" class=\"\" target=\"_blank\">in his first State of the Union<\/a> address, asked Congress to \u201cfully fund\u201d the U.S. military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump closed out his first year in office without substantially advancing his promise to \u201crebuild the military\u201d and \u2014 with statutory budget caps in place \u2014 no clear political path to the massive defense increase required to achieve it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of Monday, Trump and congressional leaders were at an impasse on the 2018 federal budget.
