{"id":32664,"date":"2018-11-08T17:22:55","date_gmt":"2018-11-08T17:22:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/11\/08\/us-defense-industry-pushes-back-on-white-houses-proposed-33b-budget-cut\/"},"modified":"2026-08-07T23:51:20","modified_gmt":"2026-08-07T23:51:20","slug":"us-defense-industry-pushes-back-on-white-houses-proposed-33b-budget-cut","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/11\/08\/us-defense-industry-pushes-back-on-white-houses-proposed-33b-budget-cut\/","title":{"rendered":"US defense industry pushes back on White House\u2019s proposed $33B budget cut"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The American defense industry is <a href=\"https:\/\/www.aia-aerospace.org\/news\/aia-now-not-time-backtrack-military-investment\/\" target=_blank>warning<\/a> that defense cuts proposed by the Trump administration could undermine the Pentagon\u2019s efforts to modernize the military and address threats from Russia, China, Iran, North Korea and transnational terrorism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Aerospace Industries Association, with the weight of the country\u2019s large and small defense firms behind it, issued a statement Thursday warning President Donald Trump and Congress \u201cto provide steady and stable growth in defense spending in the fiscal year 2020 budget request and beyond\u201d if they want to be able to meet those threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The message comes as <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/07\/democrats-big-night-brings-big-questions-for-defense-policy\/\" target=_blank>Democrats<\/a> \u2014 expected to prioritize domestic spending and <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/12\/smith-to-mattis-prepare-for-lean-years\/\" target=_blank>question<\/a> record defense increases \u2014 won the House <a href=\"https:\/\/www.militarytimes.com\/news\/election-2018\/\" target=_blank>this week<\/a>, and after White House budget director Mick Mulvaney <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/26\/its-official-dod-told-to-take-cut-with-fy20-budget\/\" target=_blank>ordered<\/a> the Pentagon to prepare for a $700 billion national defense budget proposal for fiscal 2020. (For comparison\u2019s sake, the Pentagon is also continuing to prep the $733 billion budget it was expecting.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIA argued in its statement that the last two years of budget growth have helped the Department of Defense and industry turn things around after years of war and budget instability, but not entirely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a result, military readiness is improving, and our industry is responding with more innovation and advanced capabilities,\u201d the statement reads. \u201cBut the shortfalls of the last decade cannot be erased in the space of two years, and now the Administration has announced potential reductions in defense investment that could undermine the improvements that are just now materializing.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Year_Photos1_Trump_Mattis.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">National Defense Strategy released with clear priority: Stay ahead of Russia and China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The National Defense Strategy outlines a world where great power competition, not terrorism, is the driving factor for the Pentagon.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Last year, Defense Secretary Jim Mattis <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/06\/13\/dod-needs-3-5-percent-annual-growth-through-2023-top-officials-say\/\" target=_blank>testified<\/a> that the Pentagon needed 3 to 5 percent annual growth above inflation through 2023 to stay ahead of near-peer adversaries Russia and China. Congress responded with a $700 billion national defense budget for 2018 and $716 billion for 2019 \u2014 but also a $1 trillion tax cut that\u2019s grown the national deficit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National security adviser John Bolton <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2018\/11\/01\/bolton-national-debt-threat-to-society-forcing-dod-spending-to-flatten-out\/\" target=\"_blank\">said publicly<\/a>, days before Tuesday\u2019s election, that the national debt is \u201can existential threat to society\u201d and that Pentagon spending will have to \u201cflatten out\u201d in the near term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputy Secretary of Defense Patrick Shanahan had signaled in recent weeks that modernization programs like hypersonic weapons systems would take a hit if the budget falls. \u201cIt comes down to a judgment call, how fast do we modernize? And that\u2019s probably the biggest knob that we have to turn,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along similar lines, AIA argued that to achieve the Pentagon\u2019s National Defense Strategy \u2014 which &#8220;requires armed forces that are large and capable enough to meet multiple threats in multiple environments\u201d \u2014 \u201cwe must continue to invest in the most effective technology and weapons we can provide.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAmerica\u2019s competitors and adversaries have made huge strides in their offensive and defensive capabilities, from submarines to cyberspace, and continue to develop advanced technology and sophisticated operational concepts,\u201d the statement warns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though it\u2019s unclear how sensitive the administration will be to this call, it has been vocal about its focus on the defense-industrial base in concert with Trump\u2019s emphasis on the American economy. A Trump-ordered study <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/02\/pentagon-predicts-a-third-of-industrial-base-gaps-could-be-addressed-in-one-year\/\" target=_blank>found <\/a>roughly 300 gaps and vulnerabilities across America\u2019s network of defense suppliers; Pentagon officials are hopeful a third of those issues will be addressed in the next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whatever the administration does with its budget submission, it will be up to the new Congress to tweak it. Following the midterm elections, analysts have <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/07\/post-election-analysts-still-predict-a-budget-deal\/\" target=_blank>predicted<\/a> lawmakers in next year\u2019s divided government will overcome gridlock to reach a budget deal that maintains flat defense spending.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;The
