{"id":32797,"date":"2018-04-17T16:19:20","date_gmt":"2018-04-17T16:19:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\/"},"modified":"2026-08-08T00:04:51","modified_gmt":"2026-08-08T00:04:51","slug":"major-bill-aims-to-slash-pentagon-bureaucracy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\/","title":{"rendered":"Major bill aims to slash Pentagon bureaucracy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The chairman of the House Armed Services Committee has targeted most Pentagon support agencies for a 25 percent cut, proposing seven be shuttered entirely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If adopted, it could lead to thousands of defense civilian job cuts and massive changes for defense contractors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Texas Republican Rep. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/05\/18\/5-key-points-in-thornberry-s-next-wave-of-defense-acquisition-reforms\/\" title=\"\" class=\"\" target=\"_blank\">Mac Thornberry<\/a> announced the proposal Tuesday, aimed at eliminating bureaucratic waste to reap more than $25 billion to reinvest in war fighting. The moves come after he and other pro-defense lawmakers won a two-year <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/02\/05\/pentagon-confirms-future-year-numbers-in-pb19-budget-request\/\" title=\"\" class=\"\" target=\"_blank\">budget<\/a> deal that boosts defense to $700 billion in fiscal 2018 and $716 in fiscal 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal netted swift condemnation as \u201cfoolish and shortsighted\u201d from the American Federation of Government Employees, which represents 700,000 workers in the federal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProposing across-the-board budget cuts and eliminating agencies that support the war fighter is counterproductive to our national security mission and disruptive to the lives of civilian employees, many of whom are veterans, whose jobs could be eliminated if Congress approves these cuts,\u201d said AFGE National President David Cox. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Thornberry unveiled at a news conference legislative language aimed at taming what he sees as uncontrolled growth within the Defense Department\u2019s \u201cfourth estate\u201d agencies, which are supported by 200,000 civilian personnel and 600,000 contractors, at a cost of more than $100 billion per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll of the savings and efficiency have to stay within DoD to get more capability into the war fighter faster,\u201d Thornberry said. \u201cTo summarize the whole thing from my perspective, it is reduce the overhead to put more resources at the tip of the spear.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry proposed eliminating these agencies, \u201cwhose functions are more efficiently replicated elsewhere\u201d in DoD:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Defense Information Systems Agency<\/b>, whose information technology support mission would be folded into U.S. Cyber Command.<\/li><li><b>Defense Technical Information Center<\/b>, which acquires, stores and disseminates scientific and technical information to aid in defense research and development.<br><\/li><li><b>Office of Economic Adjustment<\/b>, which aids communities hurt by defense program changes, including base closures.<br><\/li><li><b>Defense Technology Security Administration<\/b>, which guides policy on U.S. arms transfers overseas to safeguard America\u2019s military edge and prevent the diversion of defense-related goods to terrorists.<br><\/li><li> <b>Test Resource Management Center<\/b>, which coordinates among DoD test and evaluation facilities.<br><\/li><li><b>Defense Human Resources Activity<\/b>, which guides and implements human resource initiatives, budgets, policies and programs.<br><\/li><li><b>Washington Headquarters Services<\/b>, which provides operational and administrative services to the DoD. Hiring a senior executive service employee through the agency, Thornberry argued, \u201cis considered a success if it takes less than nine months.\u201d<span class=\"js-paste-end-JFS3WG5GUJE77DHITFGRSXMDY4\"> <br><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal is not law, but draft language intended for the 2019 National Defense Authorization Act, which is due to be marked up in full committee next month \u2014 and later reconciled with the Senate\u2019s expected version of the NDAA.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/reagan-defense-forum\/2017\/11\/27\/us-lawmakers-government-waste-report-rips-military-fumbles\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/lankford-fumbles-2015.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US lawmaker\u2019s government waste report rips military \u2018fumbles\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Defense Department made a handful of the wasteful government blunders targeted by Sen. Jim Lankford\u2019s latest \u201cFederal Fumbles\u201d report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The cuts, if adopted, would not take effect for two years. DoD\u2019s chief management officer would gain new service secretary-like authorities over the agencies and submit a plan by March 1, 2020, to execute the cuts by Jan. 1, 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoD combat-support and intelligence agencies would be exempt from the proposed cuts. That includes the Defense Intelligence Agency, the Defense Health Agency, the National Geospatial-Intelligence Agency and the National Security Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the news conference, Thornberry defended likely cuts to the civilian and contractor workforces as an attempt to streamline Pentagon decision-making. He cited more than 20 agencies that have input into the Committee on Foreign Investment in the United States as an example of DoD redundancy run amok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m going to try to get rid of one of them because I don\u2019t think we need 20,\u201d he said. \u201cIs it possible that the civilians who work for that agency feel like their job is threatened? Yes, I understand, but we have to speed up decision-making and have accountability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The moves, he said, are consistent with his and the new Defense Department leadership\u2019s commitment to getting better value for taxpayers and make DoD more agile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not saying they endorse all this stuff by any stretch, but I do think we are trying to swim in the same direction,\u201d he said, adding that he wanted to spark a discussion with the DoD\u2019s own <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/28\/unwinding-bureaucracy-start-of-2018-to-see-major-pentagon-reform\/\" title=\"\" class=\"\" target=\"_blank\">internal reform cell<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether he was concerned by the cultural change he was seeking by merging DISA and Cyber Command, Thornberry said: \u201cIf I\u2019m not making somebody nervous, I\u2019m not doing anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to have a culture that is willing to be disruptive if we\u2019re going to
