{"id":32835,"date":"2018-07-16T15:08:38","date_gmt":"2018-07-16T15:08:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/07\/16\/manufacturing-oversight-shifts-with-new-pentagon-reorg-plan\/"},"modified":"2026-08-08T00:12:36","modified_gmt":"2026-08-08T00:12:36","slug":"manufacturing-oversight-shifts-with-new-pentagon-reorg-plan","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2018\/07\/16\/manufacturing-oversight-shifts-with-new-pentagon-reorg-plan\/","title":{"rendered":"Manufacturing oversight shifts with new Pentagon reorg plan"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">FARNBOROUGH, England \u2014 U.S. Deputy Secretary of Defense Patrick Shanahan has signed off on <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/02\/01\/the-pentagons-acquisition-office-is-gone-heres-what-the-next-120-days-bring\/\" target=_blank>the reorganization plan<\/a> for the Pentagon\u2019s Acquisition and Sustainment Office, which will include notable changes to the industrial base office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the Farnborough Airshow on Monday, two top A&amp;S officials \u2014 Assistant Secretary of Defense for Acquisition Kevin Fahey and Deputy Assistant Secretary of Defense for Manufacturing and Industrial Base Policy Eric Chewning \u2014 previewed a few of the big changes to come out of the reorganization effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s legacy acquisition, technology and logistics office split into two new offices on Feb. 1 (the undersecretaries of Research and Engineering; and Acquisition and Sustainment, the latter a title held by former Textron executive Ellen Lord. However, both offices had to submit their plans for a redesign of the various assistants and deputies to Shanahan for approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/\" target=_blank><b>Click here for more from the Farnborough Airshow!<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Big changes are coming to the Manufacturing and Industrial Base Policy office headed by Chewning. The <a href=\"https:\/\/www.defensenews.com\/smr\/equipping-the-warfighter\/2017\/09\/11\/payback-emerges-on-pentagons-manufacturing-usa-initiative\/\" target=\"_blank\">manufacturing aspect<\/a>, including the <a href=\"https:\/\/www.defensenews.com\/smr\/equipping-the-warfighter\/2017\/09\/29\/qa-tracy-frost-director-of-dod-manufacturing-institutes\/\" target=\"_blank\">Department of Defense Manufacturing Technologies (ManTech)<\/a> program, is being split off and heading to the R&amp;E side, while the Office of Small Business Policy is being folded into the newly rechristened MIBP team.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven where we are right now in the world there\u2019s a real need to get back to what I\u2019ll call a real industrial policy capability within the Pentagon, to address the sorts of problems that we know we\u2019re going to face going forward,\u201d Chewning said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He called it a \u201cback to the future\u201d moment to focus on \u201ccore competencies\u201d at a time when the defense-industrial base is under constant attack from abroad, as well as the need to innovate at home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the past our industrial policy essentially was our acquisition policy. It was what we bought and how we bought it,\u201d Chewning said. \u201cWhat I\u2019d like to be able to do is get out in front of that and think about how do we help inform acquisition policy with an industrial policy in support of our modernization objectives.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chewning will also keep oversight on the CFIUS foreign investment rules and manage merger and acquisition attempts, among other existing authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the reorganization, Fahey\u2019s main focus will be on what he calls \u201cportfolio management\u201d of major weapon systems and ongoing programs. However, he will have far fewer systems to focus on than in previous years; as part of the split of AT&amp;L, oversight of all but 11 major defense programs have been delegated down to the armed services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He will also have a new deputy-assistant-secretary-of-defense-level office, focused on \u201cacquisition enablers.\u201d In essence, it will be focused on getting things done \u2014 defining commercial items to help companies come into the Pentagon, sort out intellectual property issues and keep track of what contracting methods, such as Other Transaction Authority, are successful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the <a href=\"https:\/\/www.defensenews.com\/training-sim\/2017\/11\/09\/lord-looks-to-foster-high-potential-talent-with-workforce-development-plan\/\" target=\"_blank\">Defense Acquisition University<\/a> will report up to Fahey, with a greater emphasis on real-world education and less on compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs you can imagine, reform is our focus is how do we
