{"id":32967,"date":"2018-06-05T19:45:38","date_gmt":"2018-06-05T19:45:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/06\/05\/corker-to-fight-trump-tariffs-with-new-bill\/"},"modified":"2026-08-08T00:23:06","modified_gmt":"2026-08-08T00:23:06","slug":"corker-to-fight-trump-tariffs-with-new-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/06\/05\/corker-to-fight-trump-tariffs-with-new-bill\/","title":{"rendered":"Corker to fight Trump tariffs with new bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A bipartisan group of lawmakers are expected to offer legislation soon that would force President Donald Trump to seek Congress\u2019 approval for his recent <a href=\"https:\/\/www.defensenews.com\/management\/leadership\/2018\/03\/08\/trump-announces-stiff-trade-tariffs-unswayed-by-warnings\/\" title=\"\" class=\"\" target=\"_blank\">steel and aluminum tariffs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican Sen. Bob Corker, who chairs the Senate Foreign Relations Committee, said he would offer a bill as soon as Tuesday that would roll back the president\u2019s authority under the 1962 Trade Expansion Act\u2019s national security provision, Section 232.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump announced last week that he will impose a 25 percent surcharge on imported steel and 10 percent on aluminum from Europe, Mexico and Canada, sparking blowback from <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/13\/in-germany-trumps-defense-spending-tied-to-tariffs-irks-officials\/\" title=\"\" class=\"selected-link\" target=\"_blank\">allies<\/a> and free-trade Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">America\u2019s defense industry, which relies on overseas business, is <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/05\/31\/us-defense-sector-braces-for-trump-tariff-fallout\/\">bracing<\/a> for a diminished appetite for its goods. Some lawmakers, including Senate Armed Services Committee Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/09\/mccain-joins-defense-voices-slamming-trump-tariffs\/\" title=\"\" class=\"\" target=\"_blank\">John McCain<\/a>, R-Ariz., <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/08\/tariffs-risk-national-security-gop-senators-warn-trump\/\" title=\"\" class=\"\" target=\"_blank\">argue<\/a> the tariffs risk national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president said the tariffs are needed to reinforce lagging American steel and aluminum industries and protect national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll of these things he\u2019s discussing, only under Section 232 \u2018national security\u2019 piece, he would have to bring to Congress to approve,\u201d Corker, of Tennessee, told reporters at the Capitol on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker said the legislation would be retroactive for two years and provide an expedited process or vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He and other supporters hope to attach the legislation to the Senate\u2019s version of the National Defense Authorization Act, a must-pass bill due for floor consideration in the coming days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker pitched the bill at the Senate Republicans\u2019 caucus lunch on Tuesday and said he has plans to meet with Senate Majority Leader Mitch McConnell, R-Ky., to discuss the matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McConnell, at his weekly news conference, said he would not bring the bill to the floor on its own but favored its inclusion in the NDAA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking with reporters, Corker railed against the administration\u2019s invocation of national security to justify the tariffs.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you start doing that, you negate realistic trade agreements,\u201d Corker said. \u201cWhen you can name anything as a national security issue, you undermine the whole trade agreement process. I think that has been greatly abused, and that is why I\u2019m offering this legislation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said afterward the bill will have Republican and Democratic support. Corker will need Democrats to offset the loss of Republicans like Sen. Chuck Grassley, senior member of the Senate Finance Committee, who is opposed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re going to do anything, you\u2019ve got to change the law and curb the president\u2019s power,\u201d said Grassley, of Iowa. \u201cI would be reluctant to change his power on national security because national security [is] the No. 1 responsibility of government, and the president is commander in chief.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Finance Committee Chairman Orrin Hatch, R-Utah, has called the tariffs a \u201ctax hike on Americans\u201d and said he would urge the administration to reverse course. On Tuesday, he said he was \u201ccertainly open\u201d to legislation to curb them, without specifically commenting on Corker\u2019s bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll have to see,\u201d Hatch told Defense News. \u201cGenerally I want to support the president. It\u2019s a tough job, but I\u2019m not excited about tariffs at this particular time. I think it\u2019s the wrong thing to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other Republican lawmakers may shun a bill Trump that might just veto, but Corker brushed those concerns aside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re a separate but equal branch. I hope that people who think this is good policy would support it. That\u2019s what we\u2019re hired to do,\u201d Corker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker said he expects White House opposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m sure we\u2019ll get pushback,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Should President Donald Trump have to get congressional approval for his recent steel and aluminum tariffs?
