American military equipment for Iraqis lost. Buy-American laws misinterpreted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are a handful of government blunders targeted by Sen. Jim Lankford\u2019s latest \u201c<a href=\"https:\/\/www.lankford.senate.gov\/fumbles\" title=\"\" class=\"\">Federal Fumbles\u201d report<\/a>, released Monday. Lankford, R-Olka., sits on the Homeland Security and Governmental Affairs Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have got to pay attention to debt and deficit,\u201d Lankford said at a news conference Monday. \u201cIf we are going to get control of our spending, if we\u2019re going to manage our economy and our spending better, there are specific ways to do it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report ridiculed dozens of examples of government waste, most outside the military, including $30,000 for a production of Doggie Hamlet and the IRS hiring back 824 people who were previously terminated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report dinged the Air Force for terminating the contract for its Air Operations Center network upgrade after spending $745 million \u2014 double the cost it projected in 2016. Lankford called for \u201cthose who failed to properly plan this project\u201d be \u201cdemoted or fired to prevent the same mistake again.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force, when it <a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/13\/air-force-cancels-air-operations-center-10-2-contract-starts-new-pathfinder-effort\/\" title=\"\" class=\"\">announced<\/a> it would cancel the contract with Northrop Grumman, said it would partner with the Department of Defense\u2019s innovation unit to find a quicker way to field the update.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DoD could not track more than $1 billion in equipment \u2014 including small arms, mortars and Humvees \u2014 the U.S. bought for Iraqi security forces, the agency\u2019s inspector general found earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBefore allocating funds in the future, Congress should work with the DOD to put in place a system to track equipment from purchase to transfer and every step in between,\u201d Lankford\u2019s report says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contracting personnel at the Defense Logistics Agency failed to comply with buy-American laws \u2014 the Berry Amendment \u2014 in 19 contracts, valued at $453.2 million, out of 32 contracts reviewed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lankford recommends agencies put processes in place to follow the rules, saying: \u201cThe fumble here is a lack of training at DOD acquisition and contracting offices on federal spending requirements. The entire federal government should purchase American-made goods with American tax dollars.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report spotlighted how the DoD\u2019s Law Enforcement Support Office gave access to sensitive equipment to a fake police agency during a Government Accountability Office sting. The GAO concluded the DoD has inadequate controls for sensitive gear, like night vision goggles, simulated rifles and simulated pipe bombs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The widely reported incident was <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/08\/29\/armed-services-dem-raps-trump-for-expanding-military-surplus-transfers-to-police\/\" title=\"\" class=\"selected-link\">ammunition for opponents<\/a> of the Trump administration\u2019s restart of surplus military equipment transfers to U.S. civilian law enforcement agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lankford, on the other hand, opined: \u201cThere is nothing wrong with the DOD disposing of unnecessary equipment and property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe DOD should put in place clear standards for the disposal of excess property and then ensure those policies are actually followed.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. Defense Department made a handful of the wasteful government blunders targeted by Sen.
