McMaster, the White House national security adviser, previews the Trump administration&#8217;s upcoming national security strategy.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. President Donald Trump\u2019s new National Security Strategy lays out a world where America is locked in global economic competition with both partners and potential adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump officially revealed the 68 page report during a Monday speech, telling an audience that the new strategy document will pave the way for America to remain a leader in global affairs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA nation that does not protect prosperity at home cannot protect its interests abroad. A nation that is not prepared to win a war is a nation not capable of preventing a war.,\u201d Trump said. \u201cA nation that is not proud of its history cannot be confident in its future. And a nation that is not certain of its values cannot summon the will to defend them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sunday, a trio of senior administration officials previewed the document for reporters o. The theme of the document is what those officials called \u201cprincipled realism\u201d of an \u201cever-competitive world,\u201d where the question of \u201chow we advance our goals is more critical than ever.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NSS is the broadest of a series of upcoming strategic documents. Following the release of the National Security Strategy will come the National Defense Strategy, then in some order the <a href=\"https:\/\/www.defensenews.com\/space\/2017\/04\/17\/the-nuclear-posture-review-is-underway-here-s-what-to-look-for\/\" title=\"\" class=\"\" target=\"_blank\">Nuclear Posture Review<\/a>, National Biodefense Strategy and <a href=\"https:\/\/www.defensenews.com\/smr\/space-missile-defense\/2017\/08\/06\/a-terrestrial-strategy-hill-presses-ground-and-space-focus-in-missile-defense-review\/\" title=\"\" class=\"\" target=\"_blank\">Missile Defense Review<\/a>, all of which are expected to be released in early 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1513628003.pdf\" title=\"\" class=\"\" target=\"_blank\">Click here to read the National Security Strategy<\/a><\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By design, there are no breakdowns on a country-by-country level, the officials said. Instead, expect to see broad statements, with the document broken down into four key categories:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Protecting the homeland, which will include a focus on border security as well as missile defense.<\/li><li>Promoting American prosperity, which emphasizes the economy as a national security concern and protecting what one official called the \u201cnational security innovation base,\u201d a term the administration has coined \u201ccapture the broader ecosystem of activities we need to make sure to protect and promote to make sure we can continue to innovate as a nation.\u201d This section will also emphasize the need to maintain an edge in areas such as space and cyber.<br><\/li><li>Preserving peace through strength, a riff on the classic Reagan motto. This section covers the Pentagon\u2019s concerns about modernization and readiness, looks at potential threats posed by competitors, and also supports upgrading the \u201cinstruments of information statecraft.\u201d<br><\/li><li>Advancing American interests, which focuses on identifying \u201cnew approaches to development\u201d that can build up future American allies and trading partners. That includes looking to the private sector to lead in investments abroad as opposed to the traditional grant model used by the government development agencies.<span class=\"js-paste-end-1513550941114\"><br><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When asked how this document, with its broad topics, differentiates from the Obama administration\u2019s NSS, a second official pointed to two areas of emphasis \u2014 an \u201cunprecedented\u201d focus on homeland security, and the focus on the economy as a national security issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, the economic focus appears to be woven throughout the strategy, with the \u201cserious intellectual property threat\u201d posed by China a point of emphasis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document calls for <a href=\"https:\/\/www.defensenews.com\/smr\/equipping-the-warfighter\/2017\/09\/11\/as-china-quietly-invests-in-american-tech-startups-us-struggles-to-respond\/\" title=\"\" class=\"\" target=\"_blank\">reforms to the CFIUS rules<\/a>, which govern how foreign nations can invest in the U.S. and which are already being looked at in a bipartisan manner inside Congress. The strategy also calls for a look at how to better secure R&amp;D centers, such as universities, in order to make sure American IP is protected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking at the measures we need to take to protect the national security [industrial] base,\u201d the official said, including \u201clooking at reciprocity or the lack of reciprocity\u201d in technological investments, to make sure \u201cwe are being treated fairly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the officials highlighted \u201cseveral\u201d sections on the need for fair and balanced trade agreements between the U.S. and its partners overseas. \u201cIt features pretty significantly in the strategy,\u201d the first official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another thread the officials emphasized is the idea that \u201cAmerica First does not mean America alone,\u201d a line promoted heavily by national security adviser H. R. McMaster <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/reagan-defense-forum\/2017\/12\/02\/mcmaster-not-much-time-left-to-deal-with-north-korea\/\" title=\"\" class=\"\" target=\"_blank\">at the Reagan Defense Forum earlier this month<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first administration official described the document as presenting how America will \u201cfind areas of cooperation with our allies, our partners and sometimes, with our competitors.\u201d However, the Trump administration will continue to \u201cdemand fair and reciprocal\u201d economic agreements across the globe, again coming back to the economic focus of the Trump administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other parts of the NSS will call for <a href=\"https:\/\/www.defensenews.com\/outlook\/2017\/12\/11\/natos-stoltenberg-preserving-peace-by-spending-more-and-better-on-defense\/\" title=\"\" class=\"\" target=\"_blank\">updates to NATO<\/a> and the U.N, in line with previous calls from Trump; finding ways cooperate with Russia and China \u201cwhere they can be found\u201d while also being \u201cvigilant of American interests;\u201d and while the term \u201cpreemptive strike\u201d does not appear in the document, it will make clear that the Trump administration \u201cwill defend our national interest and our values when threatened.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While climate change is \u201cnot identified as a national security event,\u201d \u201cenvironmental stewardship\u201d is discussed as an issue, the second official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>This story was updated 12\/18 with Trump\u2019s comments and a link to the strategy
