The <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/12\/07\/congress-reveals-plan-to-increase-defense-budget-by-8\/\" target=\"_blank\">FY 2023 National Defense Authorization Act<b> <\/b>adds $45 billion to what the White House requested<\/a> in its defense budget proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $858 billion NDAA \u2014 which includes roughly $817 billion in Defense Department spending \u2014 also includes a 4.6% pay raise for troops as well as billions of dollars in additional funding to help the Pentagon cope with inflation, expand capacity for the defense industrial base to produce major weapons systems and continue certain programs the Biden administration had sought to cancel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina is actively, actively trying to undercut American interests and partnerships everywhere from Asia itself to the Middle East, to Africa and beyond,\u201d Senate Majority Leader Chuck Schumer, D-N.Y., said on the floor ahead of the vote. \u201cThis NDAA will strengthen our hand. It prioritizes crucial partnerships in the Indo-Pacific.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/12\/08\/house-passes-defense-bill-with-more-taiwan-ukraine-security-aid\/\" target=\"_blank\">House passed the NDAA 350-80 last week<\/a> after Democrats lined up behind a Republican push to <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/12\/07\/military-covid-19-vaccine-mandate-repealed-in-defense-bill-compromise\/\" target=\"_blank\">repeal the Defense Department\u2019s COVID-19 vaccine mandate<\/a>. The White House and Pentagon have objected to the vaccine mandate repeal, though President Joe Biden has stopped short of issuing a veto threat. Regardless, lawmakers have passed the legislation with a veto-proof majority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schumer <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/11\/16\/mccarthy-threatens-to-hold-up-key-defense-bill-until-next-year\/\" target=\"_blank\">opted not to have the Senate pass its own version of the NDAA for the second year in a row<\/a>. But the final bill nonetheless contains several House concessions to the Senate. The compromise legislation drops <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/07\/14\/house-passes-defense-authorization-with-new-arms-transfers-restrictions\/\" target=\"_blank\">several provisions<b> <\/b>added by House lawmakers that would have restricted arms transfers over human rights concerns<\/a>. The House passed the bill 329-101 in July.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Support for Taiwan and Ukraine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The exact details of how Congress will fund some programs authorized in the NDAA are still up in the air as Democrats and Republicans assemble a final omnibus appropriations package to fund the government for fiscal 2023, with the goal of passing that legislation next week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, lawmakers are currently debating whether to fund <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/10\/17\/senate-to-add-10-billion-in-taiwan-aid-scale-back-arms-sale-reform\/\" target=\"_blank\">the $10 billion in Taiwan military aid authorized in the NDAA<\/a> as grants or loans. Taiwan\u2019s diplomatic office in Washington told Defense News it <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/12\/15\/congress-clashes-on-loans-vs-grants-for-taiwan-military-aid\/\" target=\"_blank\">prefers to fund its incoming share of Foreign Military Financing, administered through the State Department, as grants<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also includes measures intended to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/04\/14\/pandemic-delays-spark-14-billion-backlog-of-us-defense-transfers-to-taiwan\/\">address the multibillion-dollar backlog of U.S. foreign military sales for the island nation<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, it authorizes $800 million for the Ukraine Security Assistance Initiative, indicating Congress intends to continue supporting Kyiv against Russia\u2019s invasion. Lawmakers have indicated they intend to attach the White House\u2019s fourth Ukraine supplemental funding request to the omnibus spending bill next week. The <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/11\/15\/white-house-requests-38-billion-more-in-ukraine-aid\/\" target=\"_blank\">Biden administration has asked Congress for $38 billion more in Ukraine supplemental funding<\/a>, including $21.7 billion more in security assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the NDAA requires a report on the framework the inspectors general use to oversee <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/12\/05\/how-a-republican-majority-in-the-house-will-affect-defense-policy\/\">Ukraine aid amid growing skepticism from the right flank of the Republican caucus<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Procurement and supply chains<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/12\/13\/congress-supersizes-munitions-production-with-emergency-authorities\/\" target=\"_blank\">allocates more than $8 billion to procure high-priority munitions while granting the Pentagon emergency procurement powers to bolster production<\/a> and refill U.S. stockpiles sent to Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That includes more than <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/12\/07\/military-covid-19-vaccine-mandate-repealed-in-defense-bill-compromise\/\">$2.7 billion in across-the-board munitions funding<\/a> on top of $5.9 billion for the Navy to procure additional munitions and expand U.S. industrial base production capacity with an eye on deterring China from invading or blockading Taiwan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid concerns over China\u2019s naval modernization efforts, the bill authorizes $32.6 billion to increase the U.S. naval fleet, including for 11 battle force ships. For the Army, it authorizes funding increases for the CH-47 heavy-lift helicopter, the UH-60 Blackhawk medium-lift helicopter and the MQ-1 Gray Eagle drone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final bill includes a requirement for <a href=\"https:\/\/www.defensenews.com\/smr\/budget\/2022\/07\/13\/white-house-wrangles-with-congress-over-ship-aircraft-retirements\/\">the U.S. Navy to maintain 31 operational amphibious ships, despite opposition from the White House<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House also opposes funding a third Arleigh Burke-class destroyer. But the final bill <a href=\"https:\/\/www.defensenews.com\/smr\/budget\/2022\/07\/13\/white-house-wrangles-with-congress-over-ship-aircraft-retirements\/\">allocates $2.2 billion for the third Arleigh Burke ship<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the bill sets aside $25 million to continue the sea-launched cruise missile nuclear development program, also known as SLCM-N, despite the Biden administration\u2019s attempts to cancel it. It <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/05\/19\/republicans-lay-battle-lines-over-bidens-plan-to-retire-b83-megaton-bomb\/\">creates additional hurdles for the Biden administration\u2019s plan to retire the B83 megaton gravity bomb<\/a>, which is at least 80 times more powerful than the bomb the U.S. dropped on Hiroshima, Japan, during World War II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, <a href=\"https:\/\/www.defensenews.com\/air\/2022\/12\/07\/congress-approves-a-10-retirements-more-f-35s-in-defense-bill\/\">the bill does allow the Air Force to begin retiring the A-10 Warthog<\/a> after previous congressional opposition. The bill also authorizes funding for five more F-35A aircraft as well as F-22 modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/12\/14\/ernst-seeks-to-slow-pentagon-transition-to-electric-vehicles\/\" target=\"_blank\">provision requires the Pentagon \u2014 the world\u2019s largest institutional fossil fuel consumer \u2014 to run its fleet of 170,000 non-tactical vehicles on electricity or alternative fuels by 2035<\/a>. However, a provision introduced by Sen. Joni Ernst, R-Iowa, slow-walked that target with a separate provision that requires the Pentagon to first supply Congress with a report on how much the initiative would cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report would have to provide an assessment of any supply chain shortfalls and fire-related security risks while identifying any components of the vehicles sourced from China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NDAA <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/06\/17\/congress-wants-to-double-rare-earth-mineral-fund-to-free-defense-supply-chain-from-china\/\" target=\"_blank\">provides $1 billion to more than double the National Defense Stockpile \u2014 the U.S. strategic reserve of critical minerals \u2014 after years of depletion<\/a>, highlighting <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/07\/26\/after-years-of-inattention-congress-scrambles-to-save-defense-supply-chain\/\" target=\"_blank\">congressional efforts to decrease Chinese
