{"id":33431,"date":"2023-04-28T20:51:34","date_gmt":"2023-04-28T20:51:34","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/04\/28\/army-projects-2-year-delay-getting-new-engine-into-uh-60-fleet\/"},"modified":"2026-08-08T00:54:08","modified_gmt":"2026-08-08T00:54:08","slug":"army-projects-2-year-delay-getting-new-engine-into-uh-60-fleet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/govcon\/2023\/04\/28\/army-projects-2-year-delay-getting-new-engine-into-uh-60-fleet\/","title":{"rendered":"Army projects 2 year delay getting new engine into UH-60 fleet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">NASHVILLE, Tenn. \u2014 The U.S. Army is predicting a nearly two-year delay getting its <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2022\/03\/24\/next-gen-engine-for-current-and-future-helicopter-fleets-begins-testing\/\" target=\"_blank\">next-generation engine <\/a>into UH-60 Black Hawk utility helicopters, the first aircraft in the fleet to receive the capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/air\/2019\/02\/02\/general-electric-wins-517-million-contract-to-build-engines-for-armys-next-generation-helicopters\/\" target=\"_blank\">GE Aerospace\u2019s T901 engine<\/a> will replace the 1970s-era T700 in both the Army\u2019s Black Hawk and Apache helicopters, and it is the engine of choice for its Future Attack Reconnaissance Aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of problems with the supply chain during the coronavirus pandemic and issues with advanced manufacturing of new parts, the <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2023\/03\/15\/us-armys-new-helicopter-engine-hit-with-another-delay\/\" target=\"_blank\">Improved Turbine Engine Program experienced delays<\/a> in the process of building the first engines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. Robert Barrie, the Program Executive Officer for Army Aviation said at the Army Aviation Association of America\u2019s annual conference that the <a href=\"https:\/\/www.defensenews.com\/land\/2022\/07\/07\/new-engine-for-apache-black-hawk-helicopters-passes-first-test-army-says\/\" target=\"_blank\">first engine has completed testing<\/a> and a second engine is now in a test cell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are making progress,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the struggles with the developmental engine <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2023\/04\/24\/us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay\/\" target=\"_blank\">has set back both the program to install ITEP engines into two competitive FARA prototypes<\/a> and the plan to swap out the old engines in UH-60s and AH-64 Apache attack helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Army\u2019s fiscal 2024 budget documents when compared with its FY23 books, the plan to enter low-rate production slipped by almost two years from the first quarter of FY25 to the third quarter of FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army plans to enter full-rate production in the third quarter of FY28. Its plans a year ago was to achieve that milestone in the first quarter of FY27. And the Army won\u2019t reach initial operational capability with ITEP in UH-60s until the fourth quarter of FY27.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLike any new development, there have been challenges,\u201d Barrie said. \u201cThe difference on the schedule that we have now, that we have re-baselined, is we now have some margin in that schedule, which would be more applicable to a normal development schedule.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is expecting to receive two engines from GE Aerospace for the FARA prototypes in October and the service is focused on the integration into the future aircraft, according to Barrie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army was expected to receive the ITEP engine by the end of 2022 in order to deliver to the two FARA teams. The delay sets back the flight test program for FARA to the fourth quarter of FY24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Integration on UH-60 Black Hawk will begin once things get moving with the FARA effort, Barrie said. The Apache integration will begin later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have a developmental program and a developmental engine and we made that decision consciously for all the right reasons,\u201d Maj. Gen. Mac McCurry, the Army Aviation Center of Excellence commander, said during a press briefing with Barrie at AAAA. \u201cHaving three aircraft that have commonality in an engine does big things for us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, he added, \u201cwe knew that was hard \u2026 work. We\u2019re still committed to doing it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sikorsky\u2019s president, Paul Lemmo, told Defense News in an interview at AAAA that the company is on time and ready for the Black Hawk to receive the ITEP engine, and said the Army is expected to deliver engines for the aircraft in the middle of next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFARA prototypes for both competitors are the priority,\u201d for ITEP, Lemmo said, \u201cBlack Hawk is the second priority and so we\u2019re ready to go. It\u2019s kind of the cornerstone of what we see for Black Hawk modernization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared to its predecessor, the T901\u2032s 50% power increase will restore aircraft performance, and its 25% improved fuel consumption reduces energy usage and carbon emissions. The engine is also expected to have more durable components, which will lower life-cycle costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is still hope the Army could make up some lost time in the schedule, Barrie added. Previously, \u201cwe did not have any slack in our schedule and that is no way to manage a developmental program,\u201d he said. \u201cSo the schedule &#8230; does have adequate margin &#8230;
