{"id":33444,"date":"2023-05-02T14:14:57","date_gmt":"2023-05-02T14:14:57","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/05\/02\/us-army-says-open-system-requirements-clear-for-next-gen-helicopter\/"},"modified":"2026-08-08T00:55:14","modified_gmt":"2026-08-08T00:55:14","slug":"us-army-says-open-system-requirements-clear-for-next-gen-helicopter","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/govcon\/2023\/05\/02\/us-army-says-open-system-requirements-clear-for-next-gen-helicopter\/","title":{"rendered":"US Army says open system requirements clear for next-gen helicopter"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">NASHVILLE, Tenn. \u2014 U.S. Army officials stressed the service was c<a href=\"https:\/\/www.defensenews.com\/land\/2021\/10\/06\/report-us-army-can-field-two-new-vertical-lift-aircraft-if-service-lives-within-its-means\/\" target=\"_blank\">lear in laying out its requirements for a modular open systems architecture<\/a> and what the service wants <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/05\/us-army-makes-largest-helicopter-award-in-40-years\/\" target=\"_blank\">Future Long-Range Assault Aircraft competitors <\/a>to provide in proposals to prove the capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed Martin-owned Sikorsky\u2019s misinterpretation of the level of detail needed to prove its aircraft design had an open system architecture resulted in the disqualification of its proposal, according to Sikorsky\u2019s president,<b> <\/b>and ultimately, the loss of a chance to win a contract potentially worth $70 billion over the life of the program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2023\/04\/18\/sikorsky-wont-sue-us-army-after-gao-rejected-protest-over-future-helo\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"152\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_4147.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sikorsky won\u2019t sue US Army after GAO rejected protest over future helo<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The company has announced it&#039;s reached the end of the road in its pursuit of the Future Long Range Assault Aircraft.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A Sikorsky-Boeing team lost the Army\u2019s competition to <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/v-280-valor-flies\/\" target=\"_blank\">build FLRAA in December to Textron\u2019s Bell<\/a>. Bell designed, proposed and will build a next-generation tiltrotor aircraft that will serve the long-range assault mission beginning in 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/28\/lockheed-challenges-us-armys-helicopter-award\/\" target=\"_blank\">Sikorsky protested the decision<\/a>, which the Government Accountability Office <a href=\"https:\/\/www.defensenews.com\/land\/2023\/04\/06\/lockheed-unit-loses-protest-of-army-tiltrotor-award-to-textrons-bell\/\" target=\"_blank\">denied in April<\/a>, revealing that the team\u2019s proposal received an \u201cunacceptable\u201d rating in the engineering design and development category\u2019s architecture sub-category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOverall, the functional architecture provided by [Sikorsky] did not demonstrate an adequate approach to meet the requirements of the solicitation and deferred the work scope to the Weapon System Development Program where the functional architecture would be more fully defined,\u201d the <a href=\"https:\/\/www.gao.gov\/assets\/820\/818991.pdf\" target=\"_blank\">GAO report reads<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese significant weaknesses and weaknesses resulted from insufficient evidence and inadequately defined scope to determine how [Sikorsky\u2019s] proposed architecture would meet the government\u2019s [Modular Open System Architecture] and architecture requirements and presents a cost and schedule impact resulting in an unacceptable risk during the Weapon System Development Program,\u201d it said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to be real clear that I\u2019m not characterizing why Sikorsky or Lockheed lost \u2026 I don\u2019t know why that happened,\u201d Maj. Gen. Robert Barrie, the Army\u2019s program evaluation officer for aviation, said in an interview with Defense News at the Army Aviation Association of America\u2019s annual conference last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was not part of the actual source selection,\u201d he said, \u201cso I had the same concern initially that probably everyone would have, like, \u2018Hey, are we not communicating something clearly?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, Barrie said, \u201cwe\u2019ve done a very rigorous assessment of ourselves and our assessment is that, yes, we are communicating clearly,\u201d based on consultation with a one-thousand members-deep Architecture Collaboration Working Group comprised of industry, academia and government subject matter experts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army also received feedback from both teams competing that they did understand what the MOSA approach is across FVL\u2019s suite of systems, Barrie added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army \u201ccould not have been more clear over the last couple of years about the digital position that they were taking as it relates to modular open systems approaches,\u201d Jeffrey Langhout, the services\u2019 Combat Capabilities Development Command Aviation &amp; Missile Center director, said at the conference.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018A fifth grader could understand it\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, at the same event, his directorate<a href=\"https:\/\/www.linkedin.com\/posts\/matt-sipe-12180218_futureleaders-leadership-worldchangers-ugcPost-6913965552692539392-l3Fy\/\" target=\"_blank\"> put together a video using a fifth grader to explain MOSA<\/a>, playing it during a panel discussion. \u201cWe intentionally made it to where a fifth grader could understand it\u2026 to try to help people understand it\u2019s not nearly as complicated as it sounds, which is really just existing standards, not somebody\u2019s special mouse trap [where] they are the only people in the world that understand how that mouse trap works,\u201d Langhout said. \u201cIt\u2019s really that simple, but yet it\u2019s amazing how unbelievably complicated some folks try to make it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two-star general in charge of the Army\u2019s vertical lift modernization detailed the extent the service has worked to get MOSA right particularly within the mission system architecture over the past decade. The service conducted rigorous evaluations using technology demonstrators, which resulted in an Army Oversight Requirements Council approval in June 2020 to move forward on the program, Maj. Gen. Wally Rugen said at the conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sikorsky President Paul Lemmo fired back on some initial reports where he felt it sounded like the team\u2019s entire engineering effort and design was unacceptable \u201cand that was not the case,\u201d he told Defense News in an interview at the conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Lemmo, Sikorsky and the Army had different interpretations of the degree of information that was needed to prove it could be modular and open at lower sub-system levels within the mission system architecture for the aircraft and that resulted in the team not providing enough information where it was required within the submitted proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you are deemed unacceptable in any one sub-factor, that means the entire factor is unacceptable and therefore you\u2019re un-awardable,\u201d Lemmo added. \u201cIt\u2019s unfortunate, but that\u2019s how it works.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed knows how to design and operate within open architectures, Lemmo stressed, and has done so across many platforms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Future Attack Reconnaissance Aircraft<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Lemmo said the company has learned from the loss and \u201cif there\u2019s any good news coming out of a loss is that the Army\u2019s feedback on X2 was positive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team\u2019s submission \u2013 <a href=\"https:\/\/www.defensenews.com\/land\/2021\/01\/25\/lockheed-boeing-team-pitch-defiant-x-its-candidate-for-the-armys-long-range-assault-helo-competition\/\" target=\"_blank\">Defiant X <\/a>\u2013 was based on Sikorsky\u2019s X2 coaxial rotor technology, which it has been working on for decades. The company has been flying smaller prototypes including the Raider aircraft. Raider is still logging flight hours and collecting data at the company\u2019s West Palm Beach, Florida, flight test center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sikorsky is again facing off against Bell in the <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2023\/04\/24\/us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay\/\" target=\"_blank\">Army\u2019s Future Attack Reconnaissance Aircraft competition. <\/a>Both teams have fully built competitive prototypes that await the Army\u2019s next-generation Improved Turbine Engine Program, or ITEP, engine before a fly-off expected to kick off in the fourth quarter of fiscal 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe capability that [Defiant X] provided for the mission areas that the Army wanted was very, very solid and the Army agreed with that,\u201d Lemmo said. \u201cWe\u2019re not deterred in any way as we look toward FARA in terms of what X2 can provide in that mission as
