{"id":33625,"date":"2023-03-11T21:50:41","date_gmt":"2023-03-11T21:50:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/03\/11\/white-house-asks-for-11-billion-more-for-navy-marine-corps-spending\/"},"modified":"2026-08-08T00:47:08","modified_gmt":"2026-08-08T00:47:08","slug":"white-house-asks-for-11-billion-more-for-navy-marine-corps-spending","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/03\/11\/white-house-asks-for-11-billion-more-for-navy-marine-corps-spending\/","title":{"rendered":"White House asks for $11 billion more for Navy, Marine Corps spending"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Navy and Marine Corps\u2019 budget would grow by more than $11 billion next year, the most of any of the military services, under the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/09\/biden-proposes-pentagon-spending-increase-with-industrial-base-focus\/\" target=\"_blank\">Biden administration\u2019s new $842 billion defense spending plan<\/a>, according to budget documents from the White House\u2019s Office of Management and Budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy and Marine Corps\u2019 budget would increase from the $244.7 billion Congress enacted for fiscal 2023 to nearly $256 billion in the next fiscal year. The new money would fund<a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/27\/us-navy-suspends-work-at-four-west-coast-dry-docks-over-seismic-risks\/\" target=\"_blank\"> improvements to shipyards<\/a>, submarines and upgrades to the fleet to make ships more lethal and survivable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe budget proposes executable and responsible investments in the U.S. Navy fleet,\u201d the White House said in a budget overview document released last week. \u201cThe budget also continues the recapitalization of the nation\u2019s strategic ballistic missile submarine fleet while investing in the submarine industrial base.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the White House announced the Defense Department\u2019s overall request March 9, the Pentagon is not slated to reveal details of its budget, including specifics on programs, procurement or research and development, until Monday. However, <a href=\"https:\/\/www.whitehouse.gov\/omb\/budget\/supplemental-materials\/\" target=\"_blank\">supplemental documents posted online by OMB<\/a> and reviewed by Defense News offer an early look at some of those plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In<a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2023\/03\/budget_fy2024.pdf\" target=\"_blank\"> a message to Congress accompanying the administration\u2019s request<\/a> last week, Biden emphasized the budget\u2019s focus on developing deeper partnerships with U.S. allies and maintaining military advantage over China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget \u201coutlines crucial investments to out-compete China globally and to continue support for Ukraine in the face of unprovoked Russian aggression,\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the OMB documents, the Navy\u2019s proposed budget increase includes about $27 billion for Navy research and development efforts and a combined $77 billion for Navy and Marine Corps procurement. While the documents don\u2019t offer programmatic details, a White House overview document highlights continued investment in \u201crecapitalization and optimization\u201d of Navy shipyards to meet future maintenance requirements for submarines and carriers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force and Space Force\u2019s funding would increase from a combined $249.7 billion to $259.4 billion, and the Army\u2019s budget would remain relatively flat at more than $185 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s budget request includes \u201cpass-through\u201d funding for other agencies the service doesn\u2019t control. It also proposes more than $30 billion for the Space Force \u2014 a 13% increase from Congress\u2019s fiscal 2023 appropriations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force request would fund \u201cprocurement of a mix of highly capable crewed aircraft while continuing to modernize the fielded fighter bomber, mobility and training aircraft,\u201d the White House overview notes, adding the budget includes a focus on space resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly $16 billion of the Army\u2019s fiscal 2024 budget request would go toward research and develop projects and about $23 billion would pay for procurement. That funding would support \u201ca modern and ready Army\u201d as well as continued investments in the service\u2019s Multi-Domain Task Force and long-range strike capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe budget modernizes and expands the production capacity of the industrial base to ensure the Army can meet strategic demands for critical munitions,\u201d the
