{"id":33662,"date":"2023-09-06T19:03:18","date_gmt":"2023-09-06T19:03:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/09\/06\/top-armed-services-democrat-sees-hard-path-to-pass-final-defense-bill\/"},"modified":"2026-08-08T00:57:31","modified_gmt":"2026-08-08T00:57:31","slug":"top-armed-services-democrat-sees-hard-path-to-pass-final-defense-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/09\/06\/top-armed-services-democrat-sees-hard-path-to-pass-final-defense-bill\/","title":{"rendered":"Top Armed Services Democrat sees hard path to pass final defense bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ARLINGTON, Va. \u2015 The top Democrat on the House Armed Services Committee previewed his party\u2019s negotiating strategy and red lines for hammering out a compromise defense policy bill loaded with partisan amendments from the conservative Freedom Caucus, while speaking at the annual Defense News Conference on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Adam Smith, D-Wash., said Democrats could possibly look at modified versions of certain House Freedom Caucus amendments added to the fiscal 2024 National Defense Authorization Act, but expressed skepticism that would be enough to reach an accord with the right-flank of the Republican caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no National Defense Authorization Act that Chip Roy votes for and Democrats vote for,\u201d Smith told Defense N ews, referencing the Republican congressman from Texas. \u201cWhatever modest little things we could do are simply not going to be enough for the Freedom Caucus.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roy is one of the Freedom Caucus members who added partisan amendments to the defense bill in July. The amendments <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/07\/14\/house-narrowly-passes-defense-bill-after-dems-defect-over-abortion\/\" target=\"_blank\">prompted Democrats to vote against the bill in droves<\/a>, resulting in narrow passage of the typically bipartisan legislation in a 219-210 vote. A Roy amendment to the bill would <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/08\/31\/gop-defense-bill-bars-pentagon-from-enacting-bidens-climate-orders\/#:~:text=The%20Pentagon%20has%20identified%20climate,or%20alternative%20fuels%20by%202030\" target=\"_blank\">bar the Pentagon from implementing Biden\u2019s executive orders on climate change<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/07\/28\/defense-budget-policy-bill-negotiations-face-murky-waters\/\" target=\"_blank\">Senate passed its version of the defense policy bill in July <\/a>with robust bipartisan support in an 86-11 vote, setting up a showdown with the House over the Freedom Caucus amendments that Democrats view as poison pills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other Freedom Caucus amendments that House Republicans added to their bill would stop the Pentagon from implementing diversity, equity and inclusion, or DEI, initiatives, its abortion travel leave policy and medical care for transgender troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bill that we passed out of committee had some criticisms of DEI in a variety of different forms,\u201d said Smith. \u201cIf they wish to regulate how they do DEI at the Pentagon, if they\u2019re truly worried about extreme proposals and things like critical race theory, we can talk about that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can also look at the provisions on the climate change initiatives,\u201d he added. \u201cI don\u2019t know if there\u2019s some way to subtly modify those.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith stressed it\u2019s important for Congress to pass a compromise defense bill because it authorizes support for service members, including basic housing allowance, various pay incentives for recruitment and retention and military construction projects that encompass childcare centers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Speaker Kevin McCarthy, R-Calif., allowed votes on the partisan amendments to secure support from the Freedom Caucus, who threatened to otherwise use procedural hurdles to stall the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe question is what will McCarthy and House Republicans feel they have to do to appease the right-wing of their party,\u201d said Smith. \u201cWhat Kevin McCarthy is trying to do, is he is trying to appease the unappeasable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith noted <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/08\/22\/government-shutdown-could-hinge-on-fight-over-woke-military-policies\/\" target=\"_blank\">Congress faces the same dilemma while passing spending legislation needed to avoid a government shutdown<\/a> by the end of the month. He said that Congress typically tries to find ways to pay troops during shutdowns, \u201cthe level of uncertainty that this will throw at service members and their families cannot be overstated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further complicating matters, McCarthy finds himself at odds with Senate Minority Leader Mitch McConnell, R-Ky., over additional military spending to circumvent <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/\" target=\"_blank\">the $886 billion defense cap laid out in the debt ceiling agreemen<\/a>t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith said he does not support additional addition defense spending levels beyond the debt ceiling cap, with the exception of $13 billion in additional Ukraine military aid the White House has asked for.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that he opposes another defense bill provision from Rep. Matt Gaetz, R-Fla., that would <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/06\/22\/house-defense-bill-adds-special-ukraine-ig-taiwan-cyber-cooperation\/\" target=\"_blank\">establish a special inspector general for Ukraine<\/a>, an <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/07\/10\/white-house-wants-ukraine-inspector-general-out-of-defense-bill\/\" target=\"_blank\">initiative also opposed by the White House<\/a>. Smith said Democrats compromised with Republicans in committee markup to insert the Gaetz language as part of a package of bipartisan amendments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith said \u201cwe are doing very aggressive oversight\u201d on Ukraine, referring to the Pentagon and State Department inspectors general overseeing military aid and the Government Accountability Office.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At the Defense News Conference, Rep.
