{"id":33857,"date":"2023-11-16T04:42:50","date_gmt":"2023-11-16T04:42:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/11\/16\/congress-passes-stopgap-funding-bill-hampering-pentagon-initiatives\/"},"modified":"2026-08-08T01:00:40","modified_gmt":"2026-08-08T01:00:40","slug":"congress-passes-stopgap-funding-bill-hampering-pentagon-initiatives","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/11\/16\/congress-passes-stopgap-funding-bill-hampering-pentagon-initiatives\/","title":{"rendered":"Congress passes stopgap funding bill, hampering Pentagon initiatives"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Congress on Wednesday<b> <\/b>passed a temporary spending bill needed to avoid a government shutdown, funding military construction through Jan.19 and the rest of the Defense Department through Feb. 2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the second short-term funding bill, or continuing resolution, Congress passed in two months, freezing budgets at the last fiscal year\u2019s level. If lawmakers fail to pass a full defense spending bill, the Pentagon could face a year-long continuing resolution for FY24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lack of a full defense spending bill for the first four months of the fiscal year will hamper Pentagon contracting as the Defense Department seeks to accelerate it. Defense officials spent the week warning publicly that programs from shipbuilding to Air Force procurement to the wilted munitions industrial base will be harmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s the additive domino effect of delays, and the particularly hard hit on the sub-tier supplier base that really on the acquisition side compounds the problem,\u201d Deputy Under Secretary of Defense for Acquisition and Sustainment Radha Plumb told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She pointed to counter-Unmanned Aircraft Systems slated for delivery in 2024 and 2025 and that could be delayed by the continuing resolution. Plumb also noted that the short-term spending bills threaten Pentagon subcontractors, who depend on stable revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plumb\u2019s boss, Under Secretary of Defense for Acquisition and Sustainment Bill LaPlante, told the Politico Defense Summit on Tuesday that continuing resolutions have a \u201cdevastating effect\u201d and can lead to layoffs within the defense industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the [continuing resolution] ends in January\u2026the money that goes will not flow out to the commands that do the contracting probably until about May because of all the processes,\u201d said LaPlante. \u201cNothing happens without contracting.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The short-term funding bills cascade delays in Pentagon contracting and can punt scheduled training to later dates. But they at least <a href=\"https:\/\/www.defensenews.com\/newsletters\/2023\/09\/19\/capitol-hill-dysfunction-threatens-key-defense-initiatives\/\" target=\"_blank\">avoid some of the most disastrous impacts caused by government shutdowns,<\/a> which threaten troop pay and furlough most civilian workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate on Wednesday passed<b> <\/b>87-11<b> <\/b>the bifurcated continuing resolution to fund military construction through January 19 and the Defense Department through February 2. The House voted 336-95 to pass it on Tuesday. President Joe Biden is expected to sign the measure into law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More House Democrats voted to pass the bill than Republicans. House Speaker <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/25\/gop-hawks-praise-new-house-speaker-amid-ukraine-budget-uncertainty\/\" target=\"_blank\">Mike Johnson<\/a>, R-La., had to use the same procedural mechanism to move it to the floor that his predecessor, Rep. Kevin McCarthy, R-Calif., <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/01\/congress-avoids-government-shutdown-drops-ukraine-aid\/\" target=\"_blank\">resorted to for passage of the first short-term funding bill<\/a> in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This tactic led to <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/10\/03\/mccarthys-speakership-threatened-in-part-by-defense-bill\/\" target=\"_blank\">McCarthy\u2019s ouster as speaker<\/a> in a vote instigated by a handful of right-wing Republicans. But that same group of lawmakers has not sought to oust Johnson despite their opposition to the second continuing resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shortly after voting on the continuing resolution on Wednesday, the Senate also voted to begin conference negotiations with the House on <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/07\/28\/defense-budget-policy-bill-negotiations-face-murky-waters\/\" target=\"_blank\">the FY24 defense authorization bill<\/a>. Still, Congress must also agree on final spending levels and legislation for the full FY24 military construction and defense appropriations bills to fund that authorization bill.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018A screeching halt\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Inside the continuing resolution is <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/27\/exemption-given-for-navy-to-build-nuclear-sub-in-stopgap-funding-bill\/\" target=\"_blank\">a rare exemption that allows the Navy to begin building the second Columbia-class ballistic missile submarine<\/a> before Congress passes a full FY24 defense budget. The Navy requested this carveout to keep the program from falling behind an already tight schedule, which could potentially create a nuclear deterrence gap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a critical exception for the Navy\u2019s number one acquisition priority that will ensure construction remains on schedule as our shipyards and suppliers dramatically ramp up capacity,\u201d said Rep. Joe Courtney, the top Democrat on the Armed Services Committee\u2019s sea power panel, whose district includes the Electric Boat shipyard that builds the submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the Navy can\u2019t proceed with three of its six shipbuilding programs until Congress passes a full FY24 defense spending bill: the Virginia-class attack submarine, the Constellation-class frigate and a submarine tender replacement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force Secretary Frank Kendall said at the Center for a New American Security on Monday that the continuing resolutions bring new initiatives \u201cto a screeching halt.\u201d About a dozen of the service\u2019s new starts would remain in limbo without Congressional approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the programs affected, Kendall said, would be the Air Force\u2019s C3 battle management system, part of the Pentagon\u2019s larger goal to form a unified network powered by artificial intelligence. Spending on the system, he said, was scheduled to double next year but can\u2019t without a full spending bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kendall also noted that the Air Force has <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/27\/exemption-given-for-navy-to-build-nuclear-sub-in-stopgap-funding-bill\/\" target=\"_blank\">multiyear procurement requests for three munitions pending before Congress<\/a>: the Advanced Medium-Range Air-to-Air Missile, the Long Range Anti-Ship Missile and the Joint Air-to-Surface Standoff Missile-Extended Range.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/13\/pentagon-budget-aims-to-max-munitions-production-make-multiyear-buys\/\" target=\"_blank\">Pentagon hopes using multiyear buys for munitions<\/a>, a mechanism usually reserved for larger items like ships and aircraft, will help ramp up that sector of the industrial base, which is lagging as <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/31\/us-seeks-to-ramp-up-munitions-production-for-ukraine-israel\/#:~:text=WASHINGTON%20%E2%80%95%20President%20Joe%20Biden's%20%24106,arms%20to%20Ukraine%20and%20Israel.\" target=\"_blank\">the U.S. rushes massive amounts of weaponry to Ukraine, Israel <\/a>and Taiwan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plumb, the Pentagon acquisition official, noted that continuing resolutions also hamper Defense Department efforts to ramp up munitions production for items such as <a href=\"https:\/\/www.defensenews.com\/land\/2023\/11\/08\/us-army-eyes-31-billion-ammo-production-boost-in-new-spending-ask\/\" target=\"_blank\">155mm artillery shells<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking to get 100,000 rounds per month, and we need the workforce and the machines and the factories to be able to do that,\u201d said Plumb. \u201cAll of that gets delayed, and that\u2019s on a more traditional munition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can look at the other timelines in terms of new starts and new technologies that need to get integrated in,\u201d she added. \u201cThat looks even worse.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Congress ultimately fails to pass a full FY24 defense budget, <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/#:~:text=Debt%20ceiling%20agreement%20locks%20in%20Biden's%20proposed%20defense%20budget,-By%20Bryant%20Harris&#038;text=WASHINGTON%20%E2%80%94%20The%20debt%20ceiling%20agreement,3.3%25%20increase%20over%20this%20year.\" target=\"_blank\">the May debt ceiling agreement<\/a> mandates that a full-year continuing resolution with a 1% cut from FY23 spending levels goes into effect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve sadly learned to adapt our business practices to manage through these more short term [continuing resolutions],\u201d Army Secretary Christine Wormuth said at the Politico Defense summit. \u201cHeaven forbid if we went closer to a year continuing resolution, then yes, some of our new modernization programs would be significantly
