NATIONAL HARBOR, Md. \u2014 Top Defense Department officials at an Air Force conference this week repeatedly decried \u2014 at times in direct and colorful language \u2014 a senator\u2019s wide-ranging hold on confirmations of general officers<\/a> and called on him to lift it.<\/p>\n\n\n\n

The comments at the Air and Space Forces Association\u2019s Air, Space and Cyber Conference here continued the Pentagon\u2019s recent pattern of confronting Sen. Tommy Tuberville, R-Alabama, over his six-month blockade of general officer nominations<\/a> over the department\u2019s abortion policy. And they mark a noticeable difference in how Pentagon officials, particularly uniformed officers, tend to approach differences with Capitol Hill, which are usually handled behind the scenes or with gentler public phrasing.<\/p>\n\n\n\n

Tuberville objects to the Pentagon\u2019s decision, after the U.S. Supreme Court overturned Roe v. Wade,<\/a> to allow troops to take leave to travel to another state to receive abortion services if they serve in a state that bans such care.<\/p>\n\n\n\n

More than 300 general officer nominations are now held up by Tuberville\u2019s holds, including Air Force Chief of Staff Gen. CQ Brown\u2019s nomination to succeed Army Gen. Mark Milley as chairman of the Joint Chiefs of Staff. Milley is required by law to retire at the start of October. The Army, Navy and Marine Corps also are without confirmed service chiefs due to the hold.<\/p>\n\n\n\n

Gen. Mark Kelly, the retiring head of Air Combat Command, warned in a roundtable with reporters Tuesday that the disruption and unfilled positions caused by the hold have not just unsettled allies<\/a> and caused them to lose confidence in the United States\u2019 competence but have also emboldened the nation\u2019s adversaries.<\/p>\n\n\n\n

\u201cIf you drive north \u2026 on Connecticut Avenue, that popping sound is not stray gunfire,\u201d Kelly said. \u201cIt\u2019s champagne corks in the Chinese Embassy, bouncing off the walls.\u201d<\/p>\n\n\n\n

In his keynote address to AFA on Monday, Air Force Secretary Frank Kendall<\/a> led a round of applause for several general officers who have been waiting \u2014 in some cases up to half a year \u2014 for the Senate to confirm them in their new roles.<\/p>\n\n\n\n

Though Kendall did not mention Tuberville by name in his address, he did call out the senator over perceived consequences.<\/p>\n\n\n\n

\u201cThis is a situation that one senator has created for us,\u201d Kendall said. \u201cAll these men and women, and their units and their families, are having their readiness and their lives negatively affected by your unprecedented actions<\/a>.<\/p>\n\n\n\n

\u201cThey are all doing their duty and making whatever sacrifice we ask of them \u2014 including the ones associated with your holds.\u201d<\/p>\n\n\n\n

Kendall, along with Army Secretary Christine Wormuth and Navy Secretary Carlos Del Toro<\/a>, also co-authored an op-ed in the Washington Post<\/a> and appeared on CNN earlier this month<\/a> blasting Tuberville\u2019s hold.<\/p>\n\n\n\n

At AFA on Tuesday, Kelly \u2014 who noted he expected to be retired by now after Gen. Kenneth Wilsbach<\/a> would have succeeded him \u2014 said he\u2019s worried about the effect the hold is having on the military\u2019s officer corps, allies and adversaries.<\/p>\n\n\n\n

Officers and their families give a great deal when they serve in the military<\/a>, he said, citing the disruptions to their children\u2019s education and spouses\u2019 employment opportunities that can come with military life.<\/p>\n\n\n\n

But, Kelly said, their tolerance is not unlimited.<\/p>\n\n\n\n

\u201cEach [officer] has their own individual red line,\u201d Kelly said. \u201cI talk to them every day. And we\u2019re on the fringe of losing a generation of champions, [in] my opinion.\u201d<\/p>\n\n\n\n

Kelly said the United States\u2019 allies<\/a> look to its military as \u201ca beacon of competence and confidence\u201d \u2014 but the nation\u2019s current dynamic \u201cdoes not instill confidence.\u201d<\/p>\n\n\n\n

\u201cSome of them are interested and vexed, some of them are downright concerned,\u201d Kelly continued. \u201cWe try to allay those concerns as much as possible, but it\u2019s getting more challenging by the day.\u201d<\/p>\n\n\n\t
