{"id":34047,"date":"2024-01-18T22:03:02","date_gmt":"2024-01-18T22:03:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2024\/01\/18\/congress-passes-third-stopgap-funding-bill-instead-of-full-fy24-budget\/"},"modified":"2026-08-08T01:02:00","modified_gmt":"2026-08-08T01:02:00","slug":"congress-passes-third-stopgap-funding-bill-instead-of-full-fy24-budget","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2024\/01\/18\/congress-passes-third-stopgap-funding-bill-instead-of-full-fy24-budget\/","title":{"rendered":"Congress passes third stopgap funding bill instead of full FY24 budget"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Congress on Thursday passed its third consecutive stopgap funding bill needed to avoid a partial government shutdown, extending Defense Department funding through March 8 as lawmakers continue to negotiate a full budget for fiscal 2024, which began on Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The short-term continuing resolution comes as lawmakers race to draft final defense spending legislation at an $886 billion defense spending top line stipulated in <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/#:~:text=Debt%20ceiling%20agreement%20locks%20in%20Biden's%20proposed%20defense%20budget,-By%20Bryant%20Harris&#038;text=WASHINGTON%20%E2%80%94%20The%20debt%20ceiling%20agreement,3.3%25%20increase%20over%20this%20year.\" target=\"_blank\">last year\u2019s debt ceiling agreement<\/a>. Failure to do so could result in a one-year CR pursuant to the debt deal that would cut funding for all federal agencies, including the Pentagon, by 1% from FY23 levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy continuing to move from one stopgap bill to another, we are shooting ourselves in the foot,\u201d Sen. John Cornyn, R-Texas, said Wednesday on the Senate floor. \u201cWe\u2019re weakening our own defense as China\u2019s military strength continues to grow, and as we see more and more aggression on the part of Iran in the Middle East through various proxies like Hamas.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CR passed the Senate 77-18<b> <\/b>and the House 314-108.<b> <\/b>While it extends Defense Department funding through March 8, funds appropriated for military construction will expire March 1. The cascading effect of short-term funding bills <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/11\/16\/congress-passes-stopgap-funding-bill-hampering-pentagon-initiatives\/\" target=\"_blank\">hampers Pentagon contracting<\/a> on programs ranging from shipbuilding to the beleaguered munitions industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Comptroller Russ Rumbaugh warned Wednesday that if Congress does not pass the FY24 budget \u201cvery, very soon,\u201d the Pentagon would have to start taking actions to prepare for a sequester.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a $26 billion hit for us of misaligned funds if we\u2019re under a full-year CR,\u201d or continuing resolution, Rumbaugh said at a virtual event hosted by Mission Acceleration Center Pacific Northwest. \u201cIf we take sequester on top of that, add another $2.5 billion, almost $30 billion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the topline agreement would allow for a 4.5% increase to the Navy budget if Congress passes its FY24 appropriations bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are fortunate that part of the Navy got one of the few anomalies \u2013 the special exceptions in the current continuing resolution \u2013 that allows us to procure the second boat of the Columbia-class,\u201d said Rumbaugh. \u201cWithout that Columbia class, we are staring at a fundamental problem in our nuclear deterrent.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third stopgap funding bill <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/27\/exemption-given-for-navy-to-build-nuclear-sub-in-stopgap-funding-bill\/\" target=\"_blank\">increases the carveout for the Navy to procure the second Columbia-class ballistic missile submarine<\/a> up to $2.2 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the lack of a full FY24 budget hinders three other Navy ship programs: the Virginia-class attack submarine, the Constellation-class frigate and a new submarine tender replacement program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Justin McFarlin, the deputy assistant secretary of defense for industrial base development &amp; international engagement, told Defense News that the CR will likely affect the Pentagon\u2019s newly unveiled National Defense Industrial Strategy as they try to implement it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust making sure we have the bodies to actually put it all together and push forward with that strategy is challenging in a resource-constrained environment,\u201d said McFarlin. &#8220;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The office of industry engagement, for example, is a brand-new office,\u201d he said. \u201cWhen you\u2019re thinking about a continuing resolution that funds the Pentagon at the level that it was last year, if this office didn\u2019t exist, basically that means that this office doesn\u2019t get any funding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bill Lynn, the former deputy secretary of defense who is now the CEO of Leonardo DRS, said a half-year or full-year continuing resolution would be \u201cextremely, extremely disruptive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re going to enforce unpredictability on the department, because you\u2019re going to lower the numbers, and you\u2019re going to force the department in a very short timeframe to make fairly dramatic budget changes,\u201d said Lynn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhere you\u2019re going to go is the investment accounts,\u201d he said. \u201cYou can change production lines almost overnight if you want. You can say, I\u2019m only going to buy half of them. It costs you a fortune and it\u2019s destructive to industry, but that is what you do.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Congress passed a third stopgap funding bill as it
