Phillips and Brian J. Ebert, the special agent in charge of the U.S. Secret Service Washington Field Office.\u00a0<br\/> <br\/> Joseph A. Caputo, 23, was witnessed mounting the fence while wearing an American flag as a cape and was summarily apprehended while on the North Lawn.<br\/> <br\/> The charge \u2014 entering or remaining in a restricted building or grounds \u2014 carries a maximum of one year in prison, possible fines and up to a year of supervised release.\u00a0<br\/> <br\/> The government will recommend at Caputo&#8217;s Dec. 6 sentencing that he receive probation, with the stipulation he stay away from the District of Columbia and any facilities, sites or people under Secret Service protection.
