{"id":9677,"date":"2016-03-18T18:11:16","date_gmt":"2016-03-18T18:11:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/03\/18\/agile-framework-speeds-up-va-it\/"},"modified":"2026-08-08T04:30:53","modified_gmt":"2026-08-08T04:30:53","slug":"agile-framework-speeds-up-va-it","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2016\/03\/18\/agile-framework-speeds-up-va-it\/","title":{"rendered":"Agile framework speeds up VA IT"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Veterans Affairs Department is counting on an agile development framework to aid in needed IT improvements, according to CIO LaVerne Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The framework is called the\u00a0Veteran-focused Integration Process, or VIP, and Council cited it as one of the significant measures VA is implementing to improve its Federal IT Acquisition Reform Act grade, a C in November 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>BONUS:<\/strong>\u00a0FCC CIO David Bray recently hosted a Federal Times webcast on IT Transformation. <a href=\"https:\/\/event.on24.com\/eventRegistration\/EventLobbyServlet?target=reg20.jsp&amp;referrer=&amp;eventid=1101229&amp;sessionid=1&amp;key=C0B72CDC4E9FBBD6941FEE9E75ED66C0&amp;regTag=&amp;sourcepage=register\" target=\"_blank\">Go here to view it on-demand<\/a>.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Information security has been a longstanding problem at VA, she admitted, but now the department is working to address that.\u00a0&#8220;We had to\u00a0put a core process in place, we had to talk about the accountability, we wanted to make sure we were fully resourced and also that we were fully funded,&#8221; Council, who has been VA CIO for <a href=\"http:\/\/www.federaltimes.com\/story\/government\/it\/2015\/07\/02\/laverne-council-va-cio\/29614245\/\" target=\"_blank\">less than a year<\/a>, told the House Oversight and Government Reform Committee&#8217;s <a href=\"https:\/\/oversight.house.gov\/hearing\/va-cybersecurity-and-it-oversight\/\" target=\"_blank\">IT\u00a0Subcommittee<\/a> on Feb. 16.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA launched a pilot VIP program in January. The program is intended to allow VA to respond quickly to the needs of veterans, Council wrote in a <a href=\"http:\/\/www.blogs.va.gov\/VAntage\/25718\/giving-veterans-the-vip-treatment-through-it-development\/\" target=\"_blank\">February blog post<\/a>. &#8220;VIP streamlines IT product release activities and increases the speed of delivering high-quality, secure capabilities to veterans. The clearest representation of this is the reduction in artifacts from 58 (in the previous accountability methodology) to seven,&#8221; she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;VIP establishes a single release process with a predictable cadence that all VA organizations will follow by the end of 2016,&#8221; Council said in her subcommittee testimony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VIP will replace the Project Management Accountability System for enterprise IT management of products and services, Council wrote,
