The Hawaii state worker who sent out a warning earlier this month about an incoming ballistic missile thought the threat was real, the Washington Post reports.
The worker didn’t hear the phrase “exercise, exercise, exercise” before a recorded message sent to workers. The worker did hear “this is not a drill,” which was also part of the message, according to a preliminary FCC report released Tuesday, according to the Post.
