{"id":12548,"date":"2018-03-07T18:13:31","date_gmt":"2018-03-07T18:13:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/03\/07\/va-secretary-promises-more-leadership-changes-following-another-rebuke-from-investigators\/"},"modified":"2026-08-08T01:40:09","modified_gmt":"2026-08-08T01:40:09","slug":"va-secretary-promises-more-leadership-changes-following-another-rebuke-from-investigators","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2018\/03\/07\/va-secretary-promises-more-leadership-changes-following-another-rebuke-from-investigators\/","title":{"rendered":"VA secretary promises more leadership changes after investigators\u2019 rebuke"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Veterans Affairs Secretary David Shulkin on Wednesday promised another department leadership shakeup in the wake of yet another scathing inspector general report that accused VA officials of <a href=\"https:\/\/www.navytimes.com\/veterans\/2018\/02\/19\/veterans-groups-rally-around-va-secretary-amid-rumors-of-looming-dismissal\/\">additional improper behavior<\/a>. which overshadowed the goal of improving patient care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This time, the report wasn\u2019t focused on Shulkin himself, as has been the case with a <a href=\"https:\/\/www.navytimes.com\/veterans\/2018\/02\/27\/embattled-va-secretary-insists-hes-in-charge-and-moving-past-controversies\/\" title=\"\" class=\"\" target=\"_blank\">series of scandals at the department in recent weeks<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, <a href=\"https:\/\/www.va.gov\/oig\/pubs\/VAOIG-17-02644-130.pdf\" title=\"\" class=\"\" target=\"_blank\">the new report<\/a> focuses on <a href=\"https:\/\/www.navytimes.com\/news\/pentagon-congress\/2017\/04\/12\/report-patients-at-dc-s-va-hospital-at-risk-because-of-management-failures\/\" title=\"\" class=\"\" target=\"_blank\">errors at the Washington DC VA Medical Center<\/a> that lead to the ouster of the hospital\u2019s chief executive last year and an ensuing slew of resignations as investigators worked through problems with supply shortages, improper sterilization of medical equipment and inadequate staffing at the campus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFailed leadership at multiple levels within VA put patients and assets at the DC VA Medical Center at unnecessary risk and resulted in a breakdown of core services,\u201d VA Inspector General Michael Missal said in a statement accompanying the report. \u201cIt created a climate of complacency that allowed these conditions to exist for years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a hastily called press conference at the hospital Wednesday morning, Shulkin announced plans for a series of local staff changes and higher-level VA reorganizations.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2018\/02\/18\/who-is-in-charge-at-the-department-of-veterans-affairs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_8039.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Who is in charge at the Department of Veterans Affairs?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Since a travel scandal broke on Wednesday, VA leadership has been embroiled in internal political fights that could result in the ousting of more top department leaders.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Two regional directors \u2014 one for the New England VA network, one for the Arizona and Southwest United States network \u2014 will retire in coming days, and the Washington, D.C., network director will be reassigned to another senior level job. A new executive will be put in charge of all three regions to implement a series of reforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA\u2019s overall procurement program will be overhauled, Shulkin said. All VA hospitals will undergo new hiring and staffing reviews and be subject to unannounced inspections, to ensure similar problems aren\u2019t festering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is time for this organization, probably long overdue, to do business differently,\u201d he said. \u201cAnd that\u2019s why we\u2019re announcing an effort to restructure VA, and we\u2019re starting with these three (regions) where we think there are urgent issues that need to be addressed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Shulkin \u2014 who served as the VA\u2019s top health care official when many of the DC medical center\u2019s problems first surfaced \u2014 deflected blame for not making the corrections sooner, saying that top officials were unaware of the problems just a few miles away from the department\u2019s national headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also sidestepped questions about recent turmoil at VA, asserting that the days of \u201cunfortunate distractions\u201d at his department are in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy leadership team is fully committed to this work,\u201d he said. \u201cThey are only focused on improving care to veterans today.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg\" alt=\"\" class=\"wp-image-29761\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18046533441075.jpg.jpg?resize=1024,683 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Veterans Affairs Secretary David Shulkin, left, next to James Manker, VA Acting Principal Deputy Under Secretary for Benefits, speaks about FY19 to the House Veterans Affairs Committee on Feb. 15, 2018, on Capitol Hill (Jacquelyn Martin\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, a similarly lengthy and scathing inspector general report accused Shulkin of multiple ethics violations during an overseas trip last summer, where, in between official duties, he accepted free tickets from an English businesswoman to the Wimbledon tennis tournament and taxpayer dollars were used to pay for his wife\u2019s airfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin initially refuted the report, then agreed to pay back the disputed funds and make changes at the department. But he also suggested his chief of staff\u2019s emails may have been hacked and accused several senior VA and White House officials of openly working against him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A later investigation by the inspector general found no evidence of hacking. But the turmoil did make public a series of policy and personality disagreements within VA, including a public fight between Shulkin and his own communications staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump has not directly addressed the issue, but White House Chief of Staff John Kelly has told veterans groups that Shulkin\u2019s job is safe for now. Beyond the retirement of Shulkin\u2019s chief of staff, no high-ranking officials at VA have been dismissed or have resigned since the scandals broke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That has left Shulkin publicly insisting that he is in control of the department and that his staff has moved past the infighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not going to be spending time on identifying particular personnel actions, but it\u2019s going to be clear this is an organization that is moving ahead with a singular focus to fix these problems,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe White House has made clear that I am the secretary. My job is to fix the system for veterans. Things that are not productive, or not contributing to services for veterans, are not being tolerated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin said he expects detailed plans on the just-announced reorganizations in the next two months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, he said, changes already made at the Washington DC medical center have resulted in dramatic improvements in recent months.
