David H. Berger has elected to shed the time-tested potency of the Corps\u2019 signature self-sufficient combined arms <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/10\/30\/the-magtf-is-no-longer-sacred-the-marine-corps-is-looking-at-other-ways-to-fight\/\" target=\"_blank\">Marine Air-Ground Task Force.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His haste to do so appears to be his eagerness to secure a service role in <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/08\/04\/china-conducts-precision-missile-strikes-in-taiwan-strait-for-military-exercise\/\" target=\"_blank\">defending Taiwan and containing China.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, the commandant\u2019s <a href=\"https:\/\/www.marinecorpstimes.com\/opinion\/commentary\/2022\/08\/04\/send-in-the-marines-reconsider-force-design-2030-beforehand\/\" target=\"_blank\">Force Design 2030 <\/a>team members defend the changes. Their analyses of expeditionary advance base operations war games and experimentation prove the Marine Corps is a key contributor to victory in the U.S. Indo-Pacific Command\u2019s Taiwan contingency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, information obtained from open-source literature reveals examples of how the new EABO doctrine is destined to fail.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/08\/04\/china-conducts-precision-missile-strikes-in-taiwan-strait-for-military-exercise\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"166\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22216394915047.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">China conducts \u2018precision missile strikes\u2019 in Taiwan Strait for military exercise<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">China says it conducted &quot;precision missile strikes&quot; in the Taiwan Strait on Thursday as part of military exercises.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Corps\u2019 expeditionary advance base operations plan requires distributed small units in the 1st Island Chain to practice concealment and emissions control across the electromagnetic spectrum 24\/7.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expectation is utopian. It <a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/2020-05\/China_Space_and_Counterspace_Activities.pdf\" target=\"_blank\">underestimates China\u2019s integrated, space, terrestrial, marine,<\/a> intelligence, surveillance and reconnaissance network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China operates <a href=\"https:\/\/www.dia.mil\/Portals\/110\/Documents\/News\/Military_Power_Publications\/Challenges_Security_Space_2022.pdf\" target=\"_blank\">250-plus advanced space surveillance platforms <\/a>and possesses numerous commercial imagery systems licenses, according to the Defense Intelligence Agency. The disciplined Chinese also hold <a href=\"https:\/\/www.cecc.gov\/silencing-critics-by-exploiting-national-security-and-state-secrets-laws\" target=\"_blank\">unacknowledged war reserve mode capabilities <\/a>close to the chest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.scmp.com\/news\/china\/science\/article\/3153727\/china-launches-worlds-fastest-programmable-quantum-computers\" target=\"_blank\">China\u2019s quantum computing capabilities<\/a> overmatch those of the U.S., data from the South China Morning Post show, and are<a href=\"https:\/\/www.iiss.org\/blogs\/research-paper\/2018\/12\/emerging-technology-dominance\" target=\"_blank\"> built for dual military-civilian access<\/a>, according to the International Institute for Strategic Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China will be <a href=\"https:\/\/www.newsweek.com\/america-losing-quantum-race-china-opinion-1705642?amp=1\" target=\"_blank\">able to crack our secure communications, <\/a>Theresa Payton, former White House chief information officer recently wrote in Newsweek, and mash electromagnetic spectrum and cyber data with other data collected from its regional ISR network in real-time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since deception is critical for EABO, our efforts to conceal and mislead as to the strength, locations and missions of Marine Corps small units will be rendered transparent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps Tomahawk and Naval Strike Missiles<a href=\"https:\/\/www.ausa.org\/publications\/hypersonic-weapons-development-china-russia-and-united-states-implications-american\" target=\"_blank\"> are currently subsonic <\/a>\u2015 while China already has fielded <a href=\"https:\/\/www.sandboxx.us\/blog\/here-are-all-hypersonic-weapons-russia-and-china-have-in-service\/\" target=\"_blank\">a family of precision hypersonic missiles<\/a>, including <a href=\"https:\/\/militarywatchmagazine.com\/article\/breakthroughs-made-towards-china-s-game-changing-hypersonic-missile-precise-enough-to-hit-moving-cars-with-infrared-guidance\" target=\"_blank\">infrared homing.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Immediately following any Marine Corps launch, the Chinese will know the point of launch and the type of missile through t<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1350449519300180\" target=\"_blank\">he mature technique of plume spectral analysis, <\/a>multiple sources show. If the Chinese <a href=\"https:\/\/www.hindawi.com\/journals\/jspec\/2015\/937403\/\" target=\"_blank\">counter-fire on detection,<\/a> at Mach 3 to Mach 5 or higher, their missiles will reach our Marines before our missile even hits its land or sea target. Shoot and scoot is unrealistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1st Island Chain has been China\u2019s backyard for centuries. Overseas Chinese with familial, government-to-government, trade and private business relations saturate the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every militarily useful piece of terrain in and along the 1st Island Chain surely has been mapped, and some possibly covertly occupied in anticipation of our arrival. Pre-existing <a href=\"https:\/\/newsinfo.inquirer.net\/1237781\/lacson-alleged-chinese-soldiers-entry-in-ph-a-test-for-intelligence-community\" target=\"_blank\">Chinese human intelligence networks are robust<\/a>, and U.S. expeditionary advance bases will be compromised even before they are established.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cooperation of our allies is not guaranteed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the Republic of the Philippines does not want to become a Chinese satellite, but it wants even less to become a proxy nuclear battlefield.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Philippines tolerates U.S communications, logistics and ammo storage facilities on its territory. But when country officials r<a href=\"https:\/\/amp.theguardian.com\/world\/2020\/feb\/11\/philippines-to-terminate-troop-agreement-with-us\" target=\"_blank\">ecently expressed concern that the U.S. might be storing nuclear weapon<\/a><a href=\"https:\/\/amp.theguardian.com\/world\/2020\/feb\/11\/philippines-to-terminate-troop-agreement-with-us\" target=\"_blank\">s<\/a>, cooperation almost ceased.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If our plan is to establish expeditionary mobile bases that<a href=\"https:\/\/asiatimes.com\/2022\/06\/us-marines-to-acquire-land-based-tomahawk-missiles\/\" target=\"_blank\"> host nuclear \u201ccapable\u201d Tomahawks <\/a>those suspicions \u2014 and China\u2019s suspicions \u2014 will become acute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China will tolerate high casualties to counter what it perceives as an existential threat to its territorial integrity and sovereignty. In contrast, the U.S. will not, as Taiwan\u2019s fate is not a core U.S. national security priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the quality of its military, China\u2019s command economy permits mass weapons and munitions production to a degree the U.S. model cannot for an ultimately optional foreign expedition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, China will exploit its mass and internal lines advantages, as well as the U.S.\u2019 geographic disadvantages, to maximize its historically successful penchant for surprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berger still has more than a year to make his Force Design 2030 changes permanent. His hand-picked successor will be cut from the same cloth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After four additional years of solidification of the new doctrine and war-fighting kit, the MAGTF philosophy will be rotted out of our Corps\u2019 culture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The carnage inflicted on faithful Marines and sailors aboard expeditionary mobile bases will serve the purpose as a tripwire to enrage the public and escalate the conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Taiwan always will mean more to China than the U.S. We will lose a fight for Taiwan due to the U.S.\u2019 unwillingness to endure the losses when the cause was never existential to our nation\u2019s survival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of how it plays out, China\u2019s regional overmatch portends EABO\u2019s futility and a certain U.S. defeat. We should abandon Force Design 2030 while there is still time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, we can provide better service by returning to our global focus as a combined arms force in readiness that employs scalable MAGTFs for the broad variety of missions they were intended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Franz J. Gayl enlisted in 1974, serving as an 0351 and leaving as a sergeant in 1979. He was commissioned in 1983, serving as an 0302 infantry officer and retiring as a major in 2002.
