{"id":17574,"date":"2019-10-26T02:36:50","date_gmt":"2019-10-26T02:36:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2019\/10\/26\/retired-three-star-to-run-university-of-nebraska\/"},"modified":"2026-08-08T18:54:55","modified_gmt":"2026-08-08T18:54:55","slug":"retired-three-star-to-run-university-of-nebraska","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/education-transition\/2019\/10\/26\/retired-three-star-to-run-university-of-nebraska\/","title":{"rendered":"Retired three-star to run University of Nebraska"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">LINCOLN, Neb. \u2014 A career military man and former superintendent of the <a href=\"https:\/\/www.usna.edu\/homepage.php\" target=_blank>U.S. Naval Academy <\/a>was chosen Friday as the top candidate to become the next president of the <a href=\"https:\/\/nebraska.edu\/\" target=_blank>University of Nebraska<\/a> system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The university Board of Regents voted unanimously to nominate <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=535\" target=_blank>Walter \u201cTed\u201d Carter Jr. <\/a>as their priority candidate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carter is a retired Navy vice admiral and served as superintendent of his alma mater, the U.S. Naval Academy, from 2014 until this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Ted&#8217;s character and integrity are second to none,&#8221; said University of Nebraska Regent Jim Pillen, of Columbus, who led the search. &#8220;He has a proven focus on the success and well-being of students, faculty and staff. He has a deep appreciation for the role and mission of higher education. And is a public servant in every sense of the word.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regent Tim Clare said Carter &#8220;is a skilled, smart, strategic leader with impeccable ethics and integrity,&#8221; whose leadership will help strengthen the university.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/07\/28\/new-naval-academy-superintendent-takes-command\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/48382498096_4b0f620233_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New Naval Academy superintendent takes command<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The new superintendent of the U.S. Naval Academy says infrastructure and preventing sexual assault are two of the top challenges facing the institution.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Carter\u2019s nomination comes amid declining enrollment at all four of the Nebraska system\u2019s campuses, including its flagship campus in Lincoln. Just two years ago, enrollment at the Lincoln campus hit a record high of 26,079 students.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As superintendent, Carter oversaw all functions of the Naval Academy, including the leadership of 4,400 students and 1,500 faculty and staff members, and the management of a $500 million budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carter&#8217;s nomination triggers a 30-day public review period that will include forums throughout the state, where Nebraska residents will have the opportunity to question him and offer feedback.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the review period, the regents will vote on whether to finalize Carter\u2019s appointment as the president-elect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nebraska law previously required the university to publicly name four finalists for the presidency, but university officials successfully lobbied lawmakers in 2016 to create a more secretive process, arguing that publicly identifying finalists would scare off potential quality candidates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system&#8217;s last full-time president was Hank Bounds, a Mississippi native who left the job in mid-August and took a faculty position at the University of South Alabama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another university administrator, Susan Fritz, has been serving as the Nebraska system\u2019s interim president until a permanent replacement can be found.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1500\" height=\"1000\" src=\"\/wp-content\/uploads\/2026\/08\/5616873.jpg.jpg\" alt=\"Sideboys render honors as Vice Adm. Legg\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Carter graduated from Navy Fighter Weapons School, known as \u201cTop Gun,\u201d and flew missions in the Gulf War and the Iraq War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He earned his bachelor&#8217;s degree in physics and oceanography from the Naval Academy.
