GH \/\/ YES, EXPEDITING THE REVIEWS \/\/ LMB]]<\/strong><\/span> the development of its next-generation amphibious vehicle\u00a0<span class=\"rte rte-comment\">shift Amphibious Combat Vehicle acquisition into high gear <\/span>could mean some design and mechanical <span class=\"rte rte-comment\"><strong>[[OK? GH \/\/ yes\/\/lmb ]]<\/strong>development <\/span>problems <span class=\"rte rte-comment\">common to all systems <\/span>might not emerge until after the first systems hit the fleet, according to a government watchdog agency<span class=\"rte rte-comment\">\u00a0Congress\u2019 investigative arm<\/span>.<\/p>\n\n\n\n<p>As the <span class=\"rte rte-comment\">The <\/span>Marine Corps prepares this month to select two competitors to produce prototypes of its Amphibious Combat Vehicle 1.1,\u00a0the Government Accountability Office commended the service for following best practices tied to major acquisition programs. But the GAO\u00a0is also warning Marine officials to keep an eye <span class=\"rte rte-comment\">\u00a0later this month will narrow five Amphibious\u00a0Combat Vehicle\u00a0competitors down to two. Each will build 16 prototypes for in-depth tests that will last into 2018 in a bid to provide amphibious assault forces. The Government Accounting Office has generally considered the ACV program a success and its Oct. 28 report commended the Corps\u2019 use of &#8220;best practices,&#8221; but GAO took issue <\/span>on <span class=\"rte rte-comment\">a<\/span> two key\u00a0points.<\/p>\n\n\n\n<p>Developing the first round of\u00a0<span class=\"rte rte-comment\">First is that initial <\/span>ACVs <span class=\"rte rte-comment\">will be developed <\/span>before the preliminary design review is complete<span class=\"rte rte-comment\">. This<\/span> &#8220;poses risk,&#8221; <span class=\"rte rte-comment\">according <\/span>the <a href=\"http:\/\/www.gao.gov\/products\/GAO-16-22\">Oct. 28 report states<\/a>. That could result in\u00a0<span class=\"rte rte-comment\">and could require <\/span>costly modifications down the road<span class=\"rte rte-comment\">\u00a0aid<\/span>.<\/p>\n\n\n\n<p>The service&#8217;s plan to\u00a0<span class=\"rte rte-comment\">The plan <\/span>combine<span class=\"rte rte-comment\">s<\/span> preliminary and critical design reviews<span class=\"rte rte-comment\"> and critical design review<\/span> into one event \u2014 just\u00a0<span class=\"rte rte-comment\">\u00a0roughly <\/span>90 days after development begins \u2014\u00a0<span class=\"rte rte-comment\">. GAO said this <\/span>leaves too little time to address <span class=\"rte rte-comment\">any <\/span>issues, the report states. GAO officials cited <span class=\"rte rte-comment\">\u00a0identified, and pointed to <\/span>the canceled<span class=\"rte rte-comment\"> billion<\/span> Expeditionary Fighting Vehicle program as an example of what the Marine Corps should not repeat<span class=\"rte rte-comment\"> proof<\/span>. The EFV&#8217;s critical design review\u00a0<span class=\"rte rte-comment\">CDR <\/span>was conducted at a similar stage<span class=\"rte rte-comment\"> period<\/span>, but prototype testing continued for three years \u2014 long after the findings could inform the design<span class=\"rte rte-comment\">\u00a0CDR decision. ACV acquisition started in 2011 after the EFV was canceled. The Corps spent $3.7 billion over 15 years on that program, which was later deemed too expensive to maintain<\/span>. Because a production decision is expected in fiscal 2018, Congress would likely have to approve initial production funds in February 2017 \u2014 about the same time that ACV prototypes are delivered.<\/p>\n\n\n\n<p>Lawmakers have shown increasing frustration with military leaders who ask for program funding while providing <span class=\"rte rte-comment\">but offer <\/span>little to no testing data. Such an approach wasted $14 billion on the Army\u2019s failed Future Combat System, which was laden with new technologies that never worked<span class=\"rte rte-comment\"> ey never could get to work<\/span>. And the Navy\u2019s new Ford-class carriers are estimated to be more than $6 billion over budget. Delivery of the first ship will be at least eight months late. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine officials with the Corps&#8217;\u00a0Program\u00a0Executive Office\u00a0Land Systems expressed appreciation for the rigor the GAO put into reviewing the program.\u00a0Manny Pacheco, a spokesman for the Marine Corps&#8217; PEO Land Systems, said many of GAO&#8217;s findings validate the service&#8217;s acquisition strategy.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">&#8220;We appreciate the rigor that the GAO put into reviewing our program and many of their findings validate our acquisition strategy,&#8221; said Manny Pacheco, a spokesman for the Marine Corps&#8217; Program\u00a0Executive Office\u00a0Land Systems Marine Corps.\u00a0<\/span>&#8220;We also respect the concerns that GAO expressed in some of their findings and are confident that we have processes in place to address those concerns if they become an issue,&#8221; he said.<\/p>\n\n\n\n<p>Pentagon officials said GAO\u2019s report &#8220;appears to underestimate ACV 1.1\u2019s planned technical maturity and associated risks&#8221; and argued that the ACV is beyond traditional preliminary and critical design reviews. Unlike new systems that can be delayed as technologies are developed, this is a modified design of proven systems, and that will reduce fiscal and developmental risk.<span class=\"rte rte-comment\"><strong>[[Lance, I&#8217;m not entirely sure what this graph means. GH]]<\/strong><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It is important to note that this is not a developmental program but rather the acquisition of a modified system that has been fielded by other countries, and the Marine Corps conducted extensive testing and demonstrations during the previous Marine Personnel Carrier program over the last five to six years,&#8221; Pacheco said.<\/p>\n\n\n\n<p>Readiness tests in realistic environments have proved promising,\u00a0<span class=\"rte rte-comment\">Technology readiness assessments for the ACV have been strong and most have been demonstrated in an operational environment, <\/span>but the GAO still urged caution. The vehicle&#8217;s <span class=\"rte rte-comment\">\u00a0For example, the ACV\u2019s R<\/span>remote <span class=\"rte rte-comment\">W<\/span>weapon <span class=\"rte rte-comment\">S<\/span>station has shown itself worthy in a number of infantry and armored systems, for example. But its <span class=\"rte rte-comment\">the <\/span>ability to function and be maintained in a maritime environment is something far different, and could result in a &#8220;significant impact on system reliability,&#8221; the report states.\u00a0<\/p>\n\n\n\n\n\n<p>The Corps plans to field <span class=\"rte rte-comment\">outfit six battalions with <\/span>200 ACVs starting around 2020. The service will also update\u00a0<span class=\"rte rte-comment\">by 2023, and modernize <\/span>its aging fleet of amphibious assault vehicles for other units<span class=\"rte rte-comment\">\u00a0enough AAVs to outfit another four battalions<\/span>. <span class=\"rte rte-comment\">That would give the service the ability to put 10 battalions ashore during a forcible entry. <\/span>The GAO warned that any delay to ACV 1.1 delivery would require the Marine Corps to make\u00a0significant changes to its <span class=\"rte rte-comment\">the <\/span>amphibious strategy, and would mean more\u00a0<span class=\"rte rte-comment\">\u00a0shifting deliveries would require more <\/span>AAVs would need to be upgraded<span class=\"rte rte-comment\">\u00a0service-life extensions or reduced assets<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ACV development, which has been called the service&#8217;s top priority, includes three incremental increases of amphibious capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ACV 1.1 is expected to cost up to $7.5 million each and to reach initial operational capability in 2020. It is envisioned as an eight-wheeled vehicle that would seat at least 10 combat Marines and handle 2-foot waves. Marine officials tout improved protected land mobility, but critics point out the limited amphibious capability means surface connector craft will be needed to get the ACV from ship to shore.<\/p>\n\n\n\n<p>The ACV 1.2 variant looks to beef up the displacement hull vehicle to match the AAV\u2019s amphibious capabilities, and add more internal space.
