{"id":20307,"date":"2018-01-19T18:26:50","date_gmt":"2018-01-19T18:26:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/01\/19\/pay-stops-mission-continues-shutdown-101-for-troops-and-families\/"},"modified":"2026-08-20T14:03:40","modified_gmt":"2026-08-20T14:03:40","slug":"pay-stops-mission-continues-shutdown-101-for-troops-and-families","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/pay-benefits\/2018\/01\/19\/pay-stops-mission-continues-shutdown-101-for-troops-and-families\/","title":{"rendered":"Pay stops, mission continues: Shutdown 101 for troops and families"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Military members worldwide will continue to report to work if the government shuts down, but they won\u2019t be paid for that work until it reopens, barring a change in law. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the government moves toward a possible shutdown tonight, Defense Department officials have issued <a href=\"https:\/\/www.defense.gov\/Portals\/1\/Documents\/pubs\/GUIDANCE-FOR-CONTINUATION-OF-OPERATIONS-DURING-A-LAPSE-OF-APPROPRIATIONS.pdf\" title=\"\" class=\"selected-link\">guidance<\/a> that includes which military facilities, benefits and programs stay open and which won\u2019t if the deadline passes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The short version: Operations \u201cessential\u201d to national security will continue, as will all preparations for troops getting ready for deployment. But except for certain other operations that are necessary for safety and protection of property, other activities will be be shut down. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/01\/20\/government-shutdown-starts-saturday-after-senate-fails-to-pass-budget-bill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-838604796.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Government headed for shutdown Saturday, after Senate fails to pass budget bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Troops won&#039;t get paid and non-essential military services will be closed until lawmakers can agree on a new appropriations deal.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Civilian personnel who work in operations that are considered essential will stay on the job, but like troops, they won\u2019t be paid until Congress makes the funds available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reservists in Active Guard Reserve jobs would continue to report for duty, but reserve-component personnel would not perform inactive duty requiring obligation of funds, except where the duty supports an activity deemed essential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some examples of essential activities, per the guidance:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Recruiting activities.<\/li><li>Military Entrance Processing Stations.<\/li><li>Basic training.<\/li><li>Law enforcement\/counterterrorism operations, and other safety-related operations such as fire protection, nuclear safety, air traffic control, search and rescue, and explosive ordnance disposal.<\/li><li>Many counseling services, including substance-abuse assistance, emergency counseling and religious services.<\/li><li>Basics such as utilities, housing and food services, including trash removal.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Mortuary affairs and other services to care for the fallen and their families also are considered essential, but the $100,000 death gratuity paid to survivors of the fallen may not be paid during the shutdown. <br><\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/01\/18\/trump-military-will-take-worst-hit-in-government-shutdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18018589934881.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump: Military will take worst hit in government shutdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President visits on the eve of the rollout of the national defense strategy &#8211; and potentially another government shutdown.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Preparations to discontinue nonessential activities is underway in an \u201corderly and deliberate fashion\u201d at DoD. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are some of the ways the shutdown will affect military members and their families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Pay. <\/b>Military personnel wouldn\u2019t be paid until the shutdown ends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This could change if Congress passes a law that requires the military to be paid during the shutdown, as they it in 2013. Personnel are paid on the 1st and 15th of each month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, a number of financial institutions that serve the military community have stepped up to fill the gap, in some cases offering to advance the active-duty pay, then recouping it later, when retroactive pay caught up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military relief societies also have helped service members and families fill financial gaps during shutdowns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Retired pay. <\/b>Not<b> <\/b>affected. It comes from a different pot of money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>PCS and TDY<\/b>. Military moves and temporary duty travel are generally canceled except for service members traveling to activities and operations determined to be essential to national security. Any TDY travel or conference participation scheduled before the shutdown is to stop as quickly as possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Health care. <\/b>Military treatment facilities will continue to provide inpatient care as well as acute and emergency outpatient medical and dental facilities. Private sector care under Tricare isn\u2019t affected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Commissaries. <\/b>Only overseas commissaries and those in remote U.S. locations where are no other reasonable sources of food available for military personnel would remain open. Information was not immediately available about which stores would be closed; during the 2013 shutdown, stateside commissaries, including those in Alaska and Hawaii, were closed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there is a shutdown, the commissaries forced to close will follow an orderly procedure to allow store staffs to reduce stocks of perishables, safeguard equipment and facilities, and make other necessary preparations,, said Kevin Robinson, spokesman for the Defense Commissary Agency. .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2013, commissaries were open an extra day after the shutdown took effect. They were packed with customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the event of a shutdown, we will do our best to support our military communities whenever and wherever possible,\u201d Robinson said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/01\/19\/va-could-weather-a-government-shutdown-better-than-most-other-departments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_772059955918.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA could weather a government shutdown better than most other departments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thanks to advance appropriations, more than 95 percent of VA workers would stay on the job even if the rest of government closes.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Exchanges. <\/b>They won\u2019t close, because they don\u2019t rely on taxpayer dollars. But they will try to ease some of the strain on the customers affected by commissary closures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, Army and Air Force Exchange Service officials already are working up emergency orders for key items such as diapers, bread, milk and frozen food, and working with distributors to speed up those deliveries for early next week, AAFES spokesman Chris Ward said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/01\/19\/fed-workforce-heres-how-congress-might-protect-your-pay-during-a-shutdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/16325718908_1d38209d81_o.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fed workforce: Here&#8217;s how Congress might protect your pay during a shutdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Dozens of lawmakers hope to blunt the impact of a federal government shutdown on federal workers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>DoD schools<\/b>. The 166 DoD schools overseas and stateside will remain open. It\u2019s not clear whether the eight district offices around the world, would be allowed to continue to operate; a shutdown likely would curtail operations at regional offices and at headquarters, a DoDEA spokesman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Death gratuities<\/b>. These $100,000 payments may not be made immediately to the designated survivor of a service member who dies on active duty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When those payments went unmade in 2013, the Fisher House Foundation stepped in to fill the gap. After the government <a href=\"http:\/\/www.cnn.com\/2013\/10\/09\/politics\/shutdown-military-families-benefits\/index.html\">reached a deal<\/a> to reimburse the charity, Congress eventually <a href=\"\u201chttps:\/\/www.nbcnews.com\/news\/other\/obama-signs-death-gratuity-bill-law-f8C11375270\u2033\">passed a law<\/a> that restarted the payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Child care<\/b>. This might be a mixed bag: In 2013, each installation determined whether child development centers continued to operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As in the past, the new DoD guidance allows morale, welfare and recreation activities that receive any taxpayer funding to operate during a shutdown if they are deemed necessary to support essential operations, such as mess halls, physical training and child care activities required for readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More MWR. <\/b>MWR activities that are funded entirely by nonappropriated funds, not by taxpayer dollars, wouldn\u2019t be affected by the shutdown. A bowling center or golf course funded by customers likely would remain open, for example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/01\/03\/how-often-does-congress-use-continuing-resolutions-to-prevent-government-shutdowns\/\" title=\"\" class=\"\" target=\"_blank\">How often does Congress use continuing resolutions to prevent government shutdowns?<\/a><\/i>]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/www.federaltimes.com\/management\/2018\/01\/16\/the-3-possible-fates-feds-face-in-a-government-shutdown\/\">DoD civilians<\/a>. <\/b>DoD civilians who aren\u2019t required to carry out or support activities deemed essential will be furloughed. In 2013, about 400,000 DoD civilians \u2015 including military spouses, veterans and retirees \u2015 were furloughed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Military academies.<\/b> Students can continue to attend classes only if the instructor is military or is a contractor paid with prior-year funds,<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Paychecks, commissaries,
