Bill Moran<\/a> announced Sunday that he will retire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a prepared statement provided to Navy Times, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/04\/11\/trump-picks-next-chief-of-naval-operations\/\" target=_blank>Moran<\/a> said that he won\u2019t become the next chief of naval operations and instead will retire due to \u201can open investigation\u201d into emails he exchanged with a retired former staffer \u201cwho had while in uniform been investigated and held accountable over allegations of inappropriate behavior.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Multiple senior Pentagon officials confirmed that the former officer is <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/12\/pentagon-probe-chides-navys-top-officer-for-his-handling-of-bad-santa-scandal\/\" target=\"_blank\">Chris Servello<\/a>, who investigators previously found had behaved inappropriately with female colleagues in 2016 while dressed as Santa Claus at a boozy Pentagon holiday party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The imbroglio filled with tawdry shenanigans later was tagged by senators as the \u201c<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/04\/19\/bad-santa-case-could-have-been-handled-better-navys-top-officer-says\/\" target=_blank>Bad Santa<\/a>\u201d scandal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy decision to maintain this relationship was in no way an endorsement or tacit approval of this kind of conduct,\u201d Moran said. \u201cI understand how toxic it can be to any team when inappropriate behavior goes unrecognized and unchecked. John Richardson of official wrongdoing, but notes that he could have handled the situation better.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In a statement Sunday, <a href=\"https:\/\/www.navy.mil\/secnav\/index.asp\" target=_blank>Navy Secretary Richard Spencer<\/a> said Moran\u2019s continued professional relationship \u201cwith an individual who was held accountable and counseled for failing to meet the values and standards of the Naval profession\u201d called Moran\u2019s judgment into question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current CNO, Adm. John Richardson, can stay on the job until mid-September if needed, but any extension beyond that would require action from Capitol Hill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A career aviator, Moran has served for nearly 39 years. He apologized to Spencer and President Donald J. Trump for the inconvenience his decision causes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs painful as it is to submit my request to retire, I will not be an impediment,\u201d he said in the statement. &#8220;I believe in the institution. (Mass Communication Specialist 2nd Class Kyle Hafer\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Email communications between Servello and Moran uncovered during an ongoing probe by the Department of Defense\u2019s Inspector General forced Spencer\u2019s move, senior Pentagon officials told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s second-highest uniformed position <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/06\/11\/burke-takes-over-as-vcno-moran-starts-transition-to-cno\/\" target=_blank>was filled on June 10<\/a>, when <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=681\">Adm. Bob Burke<\/a> relieved <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/04\/11\/trump-picks-next-chief-of-naval-operations\/\">Moran<\/a>. Moran had been working with his transition team on assuming the CNO\u2019s position before his abrupt announcement to retire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran was poised to become only the fifth of 39 VCNOs to relieve the CNO as the Navy\u2019s top officer and he was championed by supporters who insisted he was uniquely qualified to do the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Navy\u2019s top personnel officer between 2013 and 2016, Moran unleashed a stream of reforms designed to drag the Navy\u2019s human resources system into the 21st century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran\u2019s ambitious \u201cSailor 2025\u201d program not only moved to modernize the Navy\u2019s entire personnel system and training process but also was designed to change the culture of the sea service by embracing flexibility, rewarding merit and scrapping broad purges of sailors like the despised<a href=\"https:\/\/www.navy.mil\/submit\/display.asp?story_id=64125\"> Enlisted Retention Board<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/04\/19\/bad-santa-case-could-have-been-handled-better-navys-top-officer-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CNO-2-18.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Bad Santa\u2019 case could have been handled better, Navy\u2019s top officer says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The top Navy admiral told senators that an incident involving a former staffer accused of sexual misconduct could have been handled differently.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The \u201cBad Santa\u201d Christmas party has become the unwanted gift that keeps on giving for the Navy\u2019s top brass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/12\/pentagon-probe-chides-navys-top-officer-for-his-handling-of-bad-santa-scandal\/\" target=\"_blank\">Pentagon probe<\/a> last year into how CNO Richardson handled sexual misconduct allegations against Servello cleared him of official wrongdoing but found he could have replaced the staffer in a timelier manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.dodig.mil\/reports.html\/Article\/1660071\/report-of-investigation-john-m-richardson-admiral-us-navy-dodig-2019-002\/\" target=_blank>IG report<\/a> analyzed how Richardson tackled the removal of Servello as his spokesman in the wake of the 2016 Pentagon holiday party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It featured a tipsy Servello bedecked in a Santa Claus suit allegedly pawing at coworkers. Eventually, investigators reported three female Navy officers had accused Servello of misconduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while Richardson said he decided to remove Servello as his main public affairs officer in April of 2017, he failed to act on it until that August, days after journalists began requesting documents tied to the allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By failing to remove Servello quickly, the Navy\u2019s top officer \u201csent the wrong message about how seriously ADM Richardson took the allegations of sexual harassment,\u201d investigators concluded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richardson agreed, telling lawmakers at a hearing that the scandal required a \u201cthorough investigation into a complicated scenario\u201d involving \u201callegations and counter-allegations,\u201d but that his \u201cradar has been completely re-tuned\u201d by the incident and its fallout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve become acutely aware that that may have sent a bad message, particularly to the survivors of the behaviors,\u201d Richardson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon IG probe commenced in late 2017, after 2020 presidential candidate and U.S. Sen. Kirsten Gillibrand \u2014 long a critic of the military\u2019s handling of sexual assault cases \u2014 demanded an investigation into \u201cwho knew what, when, and why no action was taken to remove the alleged offender (even temporarily) from such an important, public position.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Servello\u2019s name is not included in the report but he has confirmed his role in the scandal. Moran is the latest setback for a Pentagon in flux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department has been without a permanent defense secretary since retired Marine Gen. James Mattis stepped down in December during a dispute with the White House over policies in Syria and other global hot spots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acting Defense Secretary Pat Shanahan took the helm of the Pentagon for six months, but he abruptly withdrew from consideration <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/06\/18\/shanahan-out-acting-defense-secretary-withdraws-his-confirmation-bid\/\" target=\"_blank\">to become the permanent replacement<\/a> to Mattis on June 18, following questions about his handling of a domestic abuse case involving his family.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials believe that Secretary Spencer will act quickly and send his next CNO nominee to Shanahan\u2019s replacement as early as next week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Acting Defense Secretary Mark Esper \u2014 who had been the Army secretary \u2014 has yet to see his nomination sent to the Senate by the White House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the coming months, the Chairman of the Joint Chiefs of Staff, Marine Gen. Joseph Dunford, and his vice chairman, Air Force Gen. Paul Selva, also are slated to retire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their replacements \u2014 Army Gen.
