Tyler Dietrich\/Marine Corps<\/span><\/p>\n\n\n\n<p>There are currently <span class=\"rte rte-comment\">\u00a0task force, known as Marine Rotational Force-Darwin, currently includes about <\/span>1,250 Marines in Australia.\u00a0<span class=\"rte rte-comment\">and four UH-1Y Venom helicopters. <\/span>The rotations have expanded to a battalion landing team since the first company-size deployment \u2014 about 200 Marines \u2014 in April 2012<span class=\"rte rte-comment\">, just months after the U.S. and Australia announced the initiative<\/span>.<\/p>\n\n\n\n<p>Since then, there have been about six rounds of negotiations between the countries as officials <span class=\"rte rte-comment\">trying to <\/span>hammer out how costs should be shared and facilities used, said <span class=\"rte rte-comment\">according to <\/span>Andrew Shearer, a former Australian national security adviser who&#8217;s now with\u00a0<span class=\"rte rte-comment\">senior adviser advisor on Asia Pacific security at <\/span>the Center for Strategic and International Studies, a Washington think tank<span class=\"rte rte-comment\">\u00a0and former Australian national security adviser<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;What seems to have happened is basically those negotiations have bogged down pretty badly,&#8221; he said. &#8220;I think that&#8217;s quite unfortunate.&#8221;<\/p>\n\n\n\n<p>While another <span class=\"rte rte-comment\">Taking the broad view, <\/span>1,250 Marines in Australia isn&#8217;t likely to <span class=\"rte rte-comment\">will not <\/span>tip the strategic balance in the western Pacific, Shearer <span class=\"rte rte-comment\">he <\/span>said<span class=\"rte rte-comment\">,<\/span> delaying the plan\u00a0<span class=\"rte rte-comment\">but pushing that back <\/span>sends the wrong <span class=\"rte rte-comment\">an unhelpful <\/span>signal at a time when tensions are growing in the South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Obama&#8217;s November 2011 announcement to send in the Marines marked the beginning of his administration&#8217;s &#8216;pivot to the Pacific&#8217; as the U.S. military looked beyond Iraq and Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sharing the costs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. and Australia have invested millions to boost the size of the Marine rotations\u00a0\u2014 but both militaries are facing budget crunches, and that has created some friction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Marine Corps ramps up\u00a0rotations to Japan, Australia and eventually Guam, the service has allocated billions of dollars to fund those moves. And the Aussies\u00a0<a href=\"http:\/\/www.minister.defence.gov.au\/2013\/10\/11\/parliamentary-secretary-for-defence-contract-awarded-for-defence-facilities-to-support-us-marines\/\">spent $11 million<\/a> upgrading army and air force bases to accommodate\u00a0more U.S. Marines in the Northern Territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Shearer said the two countries need to focus on the long-term benefits to the agreement instead of getting bogged down in budget negotiations.<\/p>\n\n\n\n<p>&#8220;From my understanding, the difference between the two sides is a few tens <span class=\"rte rte-comment\">10s <\/span>of millions of dollars annually,&#8221; he <span class=\"rte rte-comment\">Shearer <\/span>said. &#8220;Both sides need to get back to focusing on the big picture &#8230; <span class=\"rte rte-comment\">and the long-term benefits to both countries <\/span>rather than this sort of unseemly haggling.&#8221;<\/p>\n\n\n\n<p>The agreement benefits both sides, he said.\u00a0Rotating more Marines\u00a0<span class=\"rte rte-comment\">a full MAGTF <\/span>through Australia is just one <span class=\"rte rte-comment\">a key <\/span>piece of the Marine Corps&#8217; <span class=\"rte rte-comment\">re-balancing of American forces. In coming years, the Marine Corps <\/span>plans to base roughly 15 percent of its force in Hawaii and beyond in coming years. Sarah Anderson\/Marine Corps<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having Marines and Australian soldiers training together closely will be vital to that strategy&#8217;s success, Shearer said.<\/p>\n\n\n\n<p>&#8220;Australia will operate at extended ranges and be able to shape and influence out into maritime Southeast Asia,&#8221; he <span class=\"rte rte-comment\">Shearer <\/span>said. &#8220;What\u2019s laid out in the white paper is really the biggest modernization of the Royal Australian Navy since the Second World War.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That strategy calls for a greater emphasis on a more aggressive maritime strategy. Its marine amphibious force will be built around two new\u00a0Canberra-class landing helicopter dock assault ships.\u00a0The plan also includes a $90 billion investment in shipbuilding over the next decade.<\/p>\n\n\n\n<p>The 1,250 Marines currently deployed to Australia will train with local soldiers through October.
