John Richardson<\/a> and Master Chief Petty Officer of the Navy Russ Smith, <a href=\"http:\/\/navylive.dodlive.mil\/files\/2019\/02\/HousingNAVADMIN-043-19.pdf\" target=_blank>NavAdmin message<\/a> mandates that every sailor must be contacted by April 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both CNO and MCPON acknowledged that the military\u2019s oversight of privatized partnership arrangements grew \u201ctoo passive, leaving the day-to-day operation of the housing program to the residents and the private partners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigative reporting by Reuters has revealed <a href=\"https:\/\/www.reuters.com\/investigates\/section\/usa-military\/\" target=_blank>atrocious conditions for military families nationwide<\/a>, including pervasive lead poisoning risks for children and houses bepopulated by mice and mold spores.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2019\/02\/13\/more-than-half-who-took-survey-are-dissatisfied-with-military-privatized-housing\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"160\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keesler_housing.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">More than half who took survey are dissatisfied with military privatized housing<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Families report black mold, lead paint, faulty wiring, poor water quality and a wide variety of wildlife in their homes.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/02\/08\/mcpon-debuts-on-capitol-hill-urges-help-for-sailors-and-their-families\/\" target=_blank>Feb. 7 hearing on Quality of Life issues<\/a> in front of the House Appropriations Subcommittee for Military Construction, Veterans Affairs, and Related Agencies, Smith told lawmakers the Navy wasn\u2019t seeing \u201cthe same sort of systemic issues and complaints&#8221; that were plaguing the other services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith (SW\/IW\/AW) pointed to a survey that found 84 percent of Navy tenants were satisfied with their housing, but conceded that 16 percent \u201caren\u2019t happy and aren\u2019t satisfied.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith told lawmakers that funding adequate military housing is as much a readiness issue as improving fleet readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s civilian overseers also have taken a keen interest in military housing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two days after a Feb. 13 hearing before the Senate Armed Services Committee\u2019s Joint Subcommittee on Personnel and Readiness and Management Support on privatized military housing, <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=1045\" target=_blank>Phyllis L.
