{"id":23323,"date":"2022-06-08T02:02:45","date_gmt":"2022-06-08T02:02:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2022\/06\/08\/fbi-seizes-retired-generals-data-related-to-qatar-lobbying\/"},"modified":"2026-08-08T20:24:34","modified_gmt":"2026-08-08T20:24:34","slug":"fbi-seizes-retired-generals-data-related-to-qatar-lobbying","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2022\/06\/08\/fbi-seizes-retired-generals-data-related-to-qatar-lobbying\/","title":{"rendered":"FBI seizes retired general\u2019s data related to Qatar lobbying"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The FBI has seized the electronic data of a retired four-star general who authorities say made false statements and withheld \u201cincriminating\u201d documents about his role in an illegal foreign lobbying campaign on behalf of the wealthy Persian Gulf nation of <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2021\/01\/15\/will-improved-relations-with-qatar-lead-to-more-military-cooperation\/\" target=\"_blank\">Qatar<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New federal court filings obtained Tuesday outlined a potential criminal case against former <a href=\"https:\/\/www.militarytimes.com\/news\/2016\/07\/25\/marine-gen-john-allen-has-endorsed-hillary-clinton-for-president-here-s-why-that-matters\/\" target=\"_blank\">Marine Gen. John R. Allen<\/a>, who led U.S. and NATO forces in Afghanistan before being tapped in 2017 to lead the influential <a href=\"https:\/\/www.militarytimes.com\/global\/the-americas\/2017\/10\/04\/former-us-nato-commander-named-brookings-institution-president\/\" target=\"_blank\">Brookings Institution<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s part of an expanding investigation that has ensnared Richard G. Olson, a former ambassador to the United Arab Emirates and Pakistan who pleaded guilty to federal charges last week, and Imaad Zuberi, a prolific political donor now serving a 12-year prison sentence on corruption charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The court filings detail Allen\u2019s behind-the scenes efforts to help Qatar influence U.S. policy in 2017 when a diplomatic crisis erupted between the gas-rich Persian Gulf monarchy and its neighbors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is substantial evidence that these FARA violations were willful,\u201d FBI agent Babak Adib wrote in a search warrant application, referring to the Foreign Agents Registration Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allen also misrepresented his role in the lobbying campaign to U.S. officials, Adib wrote, and failed to disclose \u201cthat he was simultaneously pursuing multimillion-dollar business deals with the government of Qatar.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FBI says Allen gave a \u201cfalse version of events\u201d about his work for Qatar during a 2020 interview with law enforcement officials and failed to produce relevant email messages in response to an earlier grand jury subpoena, the affidavit says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 77-page application appears to have been filed in error and was removed from the docket Tuesday after The Associated Press reached out to federal authorities about its contents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allen declined to comment on the new filings. He has previously denied ever working as a Qatari agent and said his efforts on Qatar in 2017 were motivated to prevent a war from breaking out in the Gulf that would put U.S. troops at risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allen spokesperson Beau Phillips told AP last week that Allen \u201cvoluntarily cooperated with the government\u2019s investigation into this matter.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Brookings Institution, one of the most influential think tanks in the U.S., did not immediately respond to a request for comment. Qatar has long been one of Brookings\u2019 biggest financial backers, though the institution says it has recently stopped taking Qatari funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Olson was working with Zuberi on another matter involving Qatar when Saudi Arabia, the United Arab Emirates and other Gulf countries announced a blockade of the gas-rich monarchy over Qatar\u2019s alleged ties to terror groups and other issues in mid-2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shortly after the blockade was announced, then-President Donald Trump appear to side against Qatar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The court papers say Allen played an important role in shifting the U.S.\u2019s response. Specifically, authorities say Allen lobbied then National Security Advisor H.R. McMaster to have the Trump administration adopt more Qatar-friendly tone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a June 9 email to McMaster, Allen said the Qataris were \u201casking for some help\u201d and wanted the White House or State Department to issue a statement with specific language calling on all sides of the Gulf diplomatic crisis to \u201cact with restraint.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal law enforcement officials say then-Secretary of State Rex Tillerson did what Allen told McMaster the Qataris wanted done two days later, issuing a statement that \u201cshifted away from earlier statements by the White House.\u201d Tillerson\u2019s statement called on other Gulf countries to \u201cease the blockade against Qatar\u201d and asked \u201cthat there be no further escalation by the parties in the region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Suderman reported from Richmond, Virginia, Mustian from New Orleans.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New federal court filings obtained Tuesday outlined a potential criminal case against former Marine Gen.
