Robert Neller clarified the Corps\u2019 official position on arming Marines and increasing security at recruiting centers following the <span class=\"rte rte-comment\">July\u2019s <\/span>deadly July attack on two military facilities in Chattanooga, Tennessee, that\u00a0<span class=\"rte rte-comment\">in that\u00a0shootings which <\/span>killed four Marines and a sailor.<\/p>\n\n\n\n<p>That attack, in which a homegrown violent extremist opened fire on a recruiting office and Navy <span class=\"rte rte-comment\">Naval and Marine <\/span>Reserve Center<span class=\"rte rte-comment\"> in Chattanooga, Tennessee<\/span>, prompted the Defense Department <span class=\"rte rte-comment\">of Defense <\/span>to seek a cohesive plan to counter similar future <span class=\"rte rte-comment\">such <\/span>threats<span class=\"rte rte-comment\"> in the future<\/span>, according to Marine administrative message <a href=\"http:\/\/www.marines.mil\/News\/Messages\/MessagesDisplay\/tabid\/13286\/Article\/175420\/policy-authorities-and-procedures-relative-to-augmenting-security-and-arming-pe.aspx\">599\/15<\/a>.<\/p>\n\n\n\n<p>&#8220;It is imperative we ensure uniform understanding and implementation of existing policy and authorities for augmenting security, including the arming of additional personnel,&#8221; the message <span class=\"rte rte-comment\">Maradmin <\/span>states.<\/p>\n\n\n\n<style>.oembed-asset-link { background: #fff; border-bottom: 1px solid #e1e1e1; }.oembed-link-anchor { display: block; clear: both; }.oembed-link-thumbnail{ float: left; padding: 14px; }.oembed-link-thumbnail img { max-width: 78px; max-height: 60px; display: block; }p.oembed-link-title { font-size: 75%; color: #009BFF; margin: 0 14px; padding-top: 12px; font-weight:normal; text-align: left; line-height: 120%;  }p.oembed-link-desc { font-size: 100%; color: #666; font-weight: normal; margin: 0 14px 14px 14px; font-family: 'Futura Today Light'; text-align: left; line-height: 120%; }<\/style>\n\n\n\n\n\n<p>The MARADMIN <span class=\"rte rte-comment\">message <\/span>provides explicit guidance on who can be armed: Only Marines engaged in law enforcement or security duties are permitted to carry\u00a0<span class=\"rte rte-comment\">with <\/span>government-issued firearms and ammunition <span class=\"rte rte-comment\">ammo <\/span>while on duty.\u00a0All other Marines are prohibited from doing so. <span class=\"rte rte-comment\">performing law enforcement duties and will not be integrated into law enforcement forces.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neller has said in the past that arming recruiters could hurt their mission. Richard Blumenstein\/Marine Corps<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">However, c<\/span>Commanders do, however,\u00a0have the authority to arm security personnel at off-installation facilities owned or leased by DoD<span class=\"rte rte-comment\"> the Department of Defense<\/span>, such as recruiting offices.\u00a0It&#8217;s not immediately clear whether the Marine Corps plans to assign armed law enforcement or security personnel to recruiting stations.\u00a0<\/p>\n\n\n\n<p>A spokesman for the commandant did not respond to questions submitted by Marine Corps Times about the guidance. But an official at Marine Corps Recruiting Command said\u00a0the message\u00a0<span class=\"rte rte-comment\">commandant&#8217;s <\/span><span class=\"rte rte-comment\">The Commandant\u2019s new guidance <\/span>does not create new Marine policies. It just clarifies existing authorities\u00a0<span class=\"rte rte-comment\">\u00a0y for the Marine\u00a0Corps, but clarify policy, authority <\/span>and procedures for arming Marines and augmenting security, said <span class=\"rte rte-comment\">according to <\/span>Maj. Garron Garn, a spokesman for Marine Corps Recruiting Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It is intended to amplify the existing policies currently in place and ensure commanders are best positioned to protect their Marines and sailors,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing operational security, Garn declined to comment on who is or is not currently armed at Marine Corps recruiting stations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a Ccongressiona<\/p>\n\n\n\n<p>&#8220;As the tragedy of July 16 illustrates, [homegrown violent extremist] attacks can occur with little to no <span class=\"rte rte-comment\">know <\/span>warning,&#8221; Defense\u00a0Secretary<span class=\"rte rte-comment\"> of<\/span><span class=\"rte rte-comment\">Defense <\/span>Ash\u00a0Carter wrote <span class=\"rte rte-comment\">said <\/span>in the directive.<\/p>\n\n\n\n<p>These additional security measures, he said, will mitigate the risk posed by such\u00a0<span class=\"rte rte-comment\">suck <\/span>attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September, the head of Marine Corps Recruiting Command, Lt. Gen. Mark Brilakis, told Marine Corps Times that the service would begin implementing new security measures, including more security cameras, remote-locking doors and mobile ballistic protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Marines in Chattanooga got out of that recruiting station in less than a minute,&#8221; he said. &#8220;And they did so because one, they were trained, and two, they sat down and talked about it before.
