The talks were due to be held in Beijing last month but were postponed after Washington announced new arms sales to Taiwan, and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/11\/05\/video-shows-near-collision-of-us-and-chinese-warships\/\">U.S. and Chinese vessels<\/a> came close to colliding in the South China Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the rescheduling of the U.S.-China Diplomatic and Security Dialogue signals an effort by the two sides to contain the slide in the relationship, it&#8217;s something of a placeholder ahead of a planned meeting at the end of the month between President Donald Trump and China&#8217;s President Xi Jinping at a Group of 20 summit in Argentina.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/11\/05\/video-shows-near-collision-of-us-and-chinese-warships\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"182\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2766087.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Video shows near collision of US and Chinese warships<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The footage \u2014 obtained by the South China Morning Post newspaper purportedly from the British Ministry of Defence \u2015 shows a Chinese Luyang-class destroyer nearing the port side of the American guided-missile destroyer Decatur.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s where the two leaders are likely to address the burgeoning trade dispute that&#8217;s already hurting constituencies in both nations and threatens to weigh on the wider global economy. Trump has slapped tariffs on $250 billion in Chinese products, in a push to narrow the U.S. trade deficit and push back against what the U.S. views as predatory Chinese tactics on the high technology industry. Beijing has retaliated with tariffs on $110 million worth of U.S. goods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We want this to be a constructive, results-orientated relationship with China,&#8221; U.S. Ambassador to China, Terry Branstad, told reporters on Thursday. &#8220;The United States is not trying to contain China, but we want fairness and reciprocity.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He described Friday\u2019s meeting as a chance for a \u201cfrank and open\u201d exchange of views on issues like<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/11\/04\/north-korea-threatens-to-resume-nuke-development-over-sanctions\/\"> North Korea<\/a>, human rights, and cooperation on Afghanistan and Iran, where the U.S. is pressing Beijing to cut oil imports. The U.S. also seeks action from China on the export of a synthetic form of opioids called fentanyl that is a scourge of drug addiction in America.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Branstad said they would also discuss \u201cstrategic security\u201d and avoiding accidents between the two militaries. Yang met Wednesday with U.S. national security adviser John Bolton and urged that the two sides &#8220;manage differences properly&#8221; and look to make that summit a success, China&#8217;s state-run Xinhua news agency reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina is in damage control mode,\u201d said Yun Sun, a China expert at the Stimson Center think tank, noting Beijing\u2019s uncertainty about what exactly Trump wants out of trade deal but its hopes that with U.S. mid-term elections out of the way the mercurial American president may be more inclined to
