John R. Nettleton<\/a>, 53, was indicted on several counts of obstruction of justice, making false official statements, falsifying records and other alleged infractions tied to the early 2015 death of Christopher M. Tur, a civilian Navy Exchange employee on the island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton is not charged in Tur\u2019s death. Instead, the indictment focuses on the days after Tur disappeared following what authorities suspect was a violent fight with Tur after a party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators allege that Nettleton stonewalled subordinates, superiors and investigators during a search for the missing man.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton\u2019s attorney, Marine veteran Colby Vokey, told Navy Times by email that Nettleton was \u201cinnocent of these charges\u201d and \u201cis looking forward to the opportunity to finally being able to rebut the allegations and the investigations after having this hanging over his head for several years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scandal began when Tur confronted Nettleton during a boozy Hail and Farewell party at the <a href=\"https:\/\/www.navymwrguantanamobay.com\/programs\/496e8bf0-6b5e-4e01-b166-fb130f7bc24f\" target=_blank>Bayview<\/a> restaurant on Jan. 9, 2015, and accused the CO of having an affair with his wife, who was director of the Fleet and Family Support Center, according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Later that night, Tur and Nettleton battled at Nettleton\u2019s house. Tur was injured in the altercation and was found dead and floating in the island\u2019s waters a few days later, prosecutors wrote in the court filings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An autopsy showed Tur had drowned \u201cbut he also had ribs that were fractured with associated soft tissue damage, and that these rib injuries occurred before he died,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe autopsy also found that Tur had a laceration on his head.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/10\/18\/navy-captain-charged-with-steering-defense-contracts-to-her-own-company\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"243\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cole5.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy captain charged with steering defense contracts to her own company<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Capt. Heather Cole is accused of steering more than $600,000 in defense contracts to her own Oklahoma business, according to Navy records.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A paper towel with blood on it that matched Tur\u2019s DNA was found near the pier in Nettleton\u2019s backyard after the death, the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naval Criminal Investigative Service agents searched Nettleton\u2019s house on Jan. 20, 2015, and located bloodstains on the first floor that matched Tur\u2019s DNA, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.navy.mil\/submit\/display.asp?story_id=85277\" target=_blank>Navy fired Nettleton<\/a> as base commander the next day and he\u2019s been assigned to <a href=\"https:\/\/www.navy.mil\/local\/nrse\/\" target=_blank>Navy Region Southeast<\/a> in Jacksonville, Florida, since then, according to service records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesman for the command did not return a request for comment about Nettleton\u2019s current duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Times also extended to Nettleton, through his command, a chance to give his side of the story but he never called.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attempts by Navy Times to call his cell phone and home number also were unsuccessful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although NCIS probed Tur\u2019s disappearance and death, it remained unclear Wednesday why Nettleton\u2019s indictment was filed in the civilian U.S. District Court, Middle District of Florida, and he wasn\u2019t charged in the military criminal justice system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials referred questions to the Justice Department, which did not respond to requests for comment.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1130\" height=\"650\" src=\"\/wp-content\/uploads\/2026\/08\/FLOWERS.jpg.jpg\" alt=\"\" class=\"wp-image-41035\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FLOWERS.jpg.jpg 1130w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FLOWERS.jpg.jpg?resize=300,173 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FLOWERS.jpg.jpg?resize=768,442 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FLOWERS.jpg.jpg?resize=1024,589 1024w\" sizes=\"auto, (max-width: 1130px) 100vw, 1130px\" \/><figcaption class=\"wp-element-caption\">Navy Capt. (Department of Defense)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Tur moved with his wife and kids to Guantanamo Bay in 2011 and was the NEX\u2019s loss prevention safety manager at the time of his death, according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The base commander since 2012, Nettleton attended a farewell party in a basement section of the Hangar Bar at the Bayview for a departing executive officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton, Tur and Tur\u2019s wife were all at the party, \u201cand each consumed several alcoholic drinks,\u201d according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDuring the party, Nettleton and Tur\u2019s Spouse spent time near one another in view of other party guests, including Tur,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At about 10 p.m., \u201cTur yelled at Nettleton and Tur\u2019s Spouse, accusing them of having an extramarital affair,&#8221; according to the court filings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The XO urged Nettleton to leave, and he headed to his residence, which was on the same road as the bar, prosecutors allege.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It appears as if Tur followed him. Tur spoke on the phone after 10:30 p.m. with a civilian resident on the base, referred to only as \u201cK.W.\u201d in the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tur told the person that he was \u201cat the Skipper\u2019s house\u201d and that he \u201cjust knocked the Skipper out,\u201d according to the filing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cK.W. also heard Nettleton stating words to the effect that Tur had \u2018just knocked him out,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton\u2019s daughter, identified only as \u201cJ.N.,\u201d heard noises downstairs, came down \u201cand observed her father lying on the ground,\u201d according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She saw a man, \u201cwho she eventually realized was Tur,\u201d standing near her father, so she returned to her room and messaged friends about the incident: \u201cUm well my dad\u2019s really drunk and some other dude is here and they\u2019re like getting into a fight downstairs and I\u2019m hiding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo um now I can hear them fighting really loudly omh (sic) I\u2019ve locked myself into my room,\u201d she said in another message to a friend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo um I like texted my brother and told him what was happening bc I could still here [sic] them fighting and [the dog] was barking at them and I didn\u2019t know what to do and he tried calling dad like six times and he didn\u2019t answer, and I could hear dad answer the phone downstairs and things have been quiet since then,\u201d she said in another message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton later emerged, shirtless; he spoke to his daughter and then went to bed, prosecutors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early the next morning, an unnamed civilian and sailor started searching for Tur, who never returned to his home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They went to Nettleton\u2019s residence and he told them that Tur &#8220;had spoken with him, but that Nettleton told Tur to leave and Tur did,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNettleton did not state that there was a physical altercation between himself and Tur or that Tur had been injured.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"428\" src=\"\/wp-content\/uploads\/2026\/08\/NS-Gitmo.jpg.jpg\" alt=\"\" class=\"wp-image-57438\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NS-Gitmo.jpg.jpg 600w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NS-Gitmo.jpg.jpg?resize=300,214 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption class=\"wp-element-caption\">View of Cooper Field at Naval Station Guantanamo Bay, Cuba as seen from John Paul Jones Hill. Kay\/Released)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The sailor asked permission to look in Nettleton\u2019s backyard, \u201cwhich Nettleton refused to grant,\u201d according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That afternoon, Nettleton told the base command duty officer to start searching for Tur, but he failed to reveal that he had a public argument with him that ended in a fight: \u201cWhen asked by (the command duty officer) where to search, Nettleton said the last place Tur had been located was the Bayview,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why the dragnet continued north, south and east of the Bayview \u201cbut not west towards Nettleton\u2019s residence, where Tur had actually last been seen by Nettleton,\u201d prosecutors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A sister military law enforcement agency to NCIS, Criminal Investigative Division, opened a missing person case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, without information about Tur\u2019s accusations at the Bayview on Friday night or his appearance at Nettleton\u2019s residence and the physical altercation there, CID investigators did not question Nettleton or take other steps to focus their missing person investigation on Tur\u2019s presence at Nettleton\u2019s residence and Nettleton\u2019s knowledge of the circumstances surrounding Tur\u2019s disappearance,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also that day, Nettleton informed a captain identified as \u201cC.G.\u201d that a search was underway for a missing civilian, but he failed to share any details about the affair accusations, the fight or that Tur was last seen at his house, according to the federal filing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NCIS agents opened their own investigation that day, and again Nettleton failed to provide them with all the information about his involvement with Tur, the indictment alleges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the evening of Jan. 10, 2015, Nettleton ordered the entire command duty office to search for Tur and sent an email to a superior \u2014 identified in the indictment as \u201cAdmiral M.J.\u201d \u2014 about the developing situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, Vice Adm. Mary Jackson was the head of Navy Region Southeast, the command that oversaw Naval Station Guantanamo Bay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are searching for an NEX employee, [Tur], he was last seen at the O\u2019Club around 0100, and may have walked to the Marine Hill mini mart (based on charge card info) some time after that,\u201d Nettleton wrote. \u201cAlcohol is a factor and this has happened before, never for this long though. We are preparing for the worst and hoping for the best, Chaplains ready if needed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the email, Nettleton noted that Tur\u2019s spouse was the Fleet and Family Support Center director for the base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton wrote back to the admiral and said Tur\u2019s spouse \u201csaid he got physical with her at the bayview (sic) which is why she left,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton also approved a so-called \u201cNavy Blue\u201d message that indicated Tur was last seen leaving the Bayview, authorities say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt no point on or about January 10, 2015, did Nettleton inform Admiral M.J. or any of his superior officers or subordinates that\u2026Tur had accused Nettleton outside of the Bayview of having an extramarital affair with Tur\u2019s Spouse, that Tur had later come to Nettleton\u2019s residence after the party, that Tur and Nettleton had engaged in a physical altercation that left Tur injured, and that Nettleton knew the last place Tur had been seen by anyone was Nettleton\u2019s residence,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next morning, Nettleton refused to let his XO request a Coast Guard helicopter to help search for Tur.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/24\/command-master-chief-fired-for-sliding-into-facebook-messages-of-another-chiefs-wife\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/PCU-Hudner.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Command master chief fired for sliding into Facebook messages of another chief\u2019s wife<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Stephan J. Raniszewski was fired as the senior enlisted leader of the future warship Thomas Hudner this spring.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After a phone call with the admiral later that day, Nettleton told his XO that the flag officer \u201cdid not need to know\u201d about what had gone down at the Bayview, the indictment alleges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At about 11 a.m. on Jan. 11, 2015, Tur\u2019s body was found in the water \u201cdrifting westward and nearing the territorial water border with Cuba,\u201d prosecutors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few hours later, people still searching for Tur \u201cdiscovered a paper towel, with a reddish-brown stain on it, near the base of the pier in Nettleton\u2019s backyard,\u201d according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNettleton was nearby when one of the Navy personnel recovering the item stated that it appeared to have blood on it,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s probably nothing,\u201d Nettleton said but it later matched Tur\u2019s DNA, according to the filing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s Inspector General received an anonymous complaint on Jan. 12, 2015, alleging that Nettleton and Tur\u2019s spouse had an affair \u201cand were engaging in physical contact at the Bayview during the Hail and Farewell party.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nettleton told an unidentified captain there was \u201cabsolutely no truth to this rumor,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was not having an affair,\u201d he said. \u201cNone of this is going on.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But \u201cNettleton knew that he and Tur\u2019s Spouse had engaged in an extramarital affair in or about 2014,\u201d the indictment states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/01\/09\/navy-fires-head-of-michigan-recruiting-district\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/John-House.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy fires head of Michigan recruiting district<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cmdr. House was relieved Tuesday, officials said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Jan. 13, 2015, Nettleton finally fessed up to the admiral about the Bayview party, and how \u201cthere was a lot of drinking at this event and there had been an argument between Tur and Tur\u2019s Spouse inside the event and also in the parking lot,\u201d the indictment states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told the admiral about Tur coming to his house but didn\u2019t mention the fight and denied rumors of an affair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The admiral told Nettleton to take this information to NCIS, but he never did, according to the indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next day, Nettleton told a captain that he withheld details about the incidents preceding Tur\u2019s death because \u201cI just didn\u2019t think it was particularly relevant,\u201d the indictment quotes him as saying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tur\u2019s widow also denied having an affair with Nettleton when questioned by NCIS officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTur\u2019s Spouse informed Nettleton of what she told NCIS and Nettleton responded \u2018good,\u2019\u201d the indictment states. \u201cTur\u2019s Spouse told Nettleton she thought her relationship with Nettleton was \u2018none of their business,\u2019 and Nettleton agreed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He kept in touch with Tur\u2019s wife and said he was worried about being sent to court-martial for adultery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTur\u2019s Spouse also said that in the event there was a court-martial proceeding, she would refuse to appear and provide testimony, which Nettleton said was \u2018good to hear,\u2019\u201d the indictment states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Capt.
