{"id":28075,"date":"2020-03-16T16:23:20","date_gmt":"2020-03-16T16:23:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2020\/03\/16\/marine-veteran-faces-federal-charges-in-alleged-va-business-fraud\/"},"modified":"2026-08-08T20:52:47","modified_gmt":"2026-08-08T20:52:47","slug":"marine-veteran-faces-federal-charges-in-alleged-va-business-fraud","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2020\/03\/16\/marine-veteran-faces-federal-charges-in-alleged-va-business-fraud\/","title":{"rendered":"Marine veteran faces federal charges in alleged VA business fraud"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A 51-year-old Marine veteran was indicted recently on charges she committed fraud to obtain government contracts with the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/06\/21\/crisis-in-counseling-how-va-leadership-is-driving-combat-veteran-counselors-to-burnout\/\" target=\"_blank\">Department of Veterans Affairs<\/a> for a company providing flooring and furniture over a seven-year period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Valerie Gonzalez, of Tucson, Arizona, faces seven counts of wire fraud and one count of making a false statement on a VA vendor verification form, according to a justice department <a href=\"https:\/\/www.justice.gov\/usao-ks\/pr\/indictment-arizona-veteran-committed-fraud-obtain-government-contracts\" target=_blank>statement<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/02\/27\/former-va-official-sentenced-for-federal-contract-bribery-scheme\/\" target=_blank>If convicted<\/a>, Gonzalez faces up to 20 years in federal prison and $250,000 fines for each of the eight counts. The indictment was issued on March 11. There has not yet been another hearing date set, according to court records.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a kickbacks for fake referrals.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">From 2010 through at least May 2017 Gonzalez and The Primus Group allegedly claimed service-disabled veteran-owned small business status to obtain the contracts, according to court documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gonzalez is a service-connected veteran with a zero percent disability rating who served in the Marine Corps from April 1988 to November 1990, according to court documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She claimed to own 99 percent of the company when she applied for the program that grants priority to service-connected disabled veteran business owners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, prosecutors claim, Primus has multiple other shareholders who do not have a service-connected disability status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Which, the government alleges, means that each of the seven wire transfers of money from the government to a bank in Texas that ranged from $228,000 to $340,000 over at least three years are considered fraud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only 51 percent of the business must be unconditionally owned by the service-connected veteran, according to court documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the work must be done by the company run by the veteran, not simply delegated to other companies, known as \u201cpass-through companies.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The veteran claimed she owned 99
