{"id":28607,"date":"2018-08-28T19:07:37","date_gmt":"2018-08-28T19:07:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/08\/28\/land-nav-cheating-scandal-inside-the-total-meltdown-at-tbs\/"},"modified":"2026-08-08T20:51:43","modified_gmt":"2026-08-08T20:51:43","slug":"land-nav-cheating-scandal-inside-the-total-meltdown-at-tbs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2018\/08\/28\/land-nav-cheating-scandal-inside-the-total-meltdown-at-tbs\/","title":{"rendered":"Land nav cheating scandal: Inside the total meltdown at TBS"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Basic School for Marine Officers is reeling from <a href=\"https:\/\/www.marinecorpstimes.com\/news\/2018\/08\/07\/ousted-lieutenant-alleges-widespread-cheating-at-tbs\/\" target=\"_blank\">a cheating scandal<\/a> that involved six second lieutenants accused of wrongfully obtaining and sharing key grid points for the night land navigation course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officers were accused of sharing the grid points via text messages \u00adbefore the test and later relying on them to find hidden boxes stashed across the wooded night land \u00adnavigation course in <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2018\/07\/17\/squad-leader-shortage-why-the-corps-is-handing-out-big-bucks-for-infantry-ncos\/\" target=\"_blank\">Quantico, Virginia,<\/a> \u00adaccording to interviews with Marine Corps officials and a copy of the command investigation obtained by Marine Corps Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps considers that cheating because the students were able to complete the course without demonstrating the key skills the course aims to evaluate: conducting proper land navigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To make matters worse, the investigation of the six second lieutenants was mishandled and resulted in an investigation of the investigators. The episode was further complicated by the alleged illegal confinement of \u00adfemale officers and allegations of \u00adsexual harassment. In the end, \u00adnumerous Marines faced discipline and one Marine\u2019s claims of innocence led to a private polygraph test.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2018\/08\/07\/six-lieutenants-getting-booted-from-the-corps-after-allegedly-cheating-on-land-navigation-course\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"165\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/KXASPTB4C5AY5HTTZK6QFDURFQ.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Six Marine lieutenants face separation after allegedly cheating on land navigation course<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Six junior Marine officers are being processed for administrative separation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The six officers accused of cheating are now facing administrative separation and two captains who conducted the initial investigation have received nonpunitive letters of reprimand, or NPLOCs. Meanwhile, top officials at TBS are making some changes to the course to eliminate the chance of similar problems in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It all surfaced with a Dec. 5, 2017, complaint from a student who said a small group of his peers cheated on night land navigation exam portion of instruction. The TBS command launched an investigation and the students, interviewed one by one, began to rat each other out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original source of the grid points for the boxes came from a Marine who had been recycled in training and obtained some of the coordinates from his time with a previous company. That Marine was enrolled in follow-on course with a new cadre of newly minted officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators also uncovered a confiscated cell phone and series of scandalous texts between alleged co-conspirators attempting to seek grid coordinates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRah deleting immediately after,\u201d read one text sent from a second \u00adlieutenant to the recently rolled back second lieutenant, struggling to meet the basic requirements aboard TBS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first student sending that text admitted to investigators that he had asked for and received the grid coordinates, but he also denied using them while taking the test because he believed they were \u201cunreliable,\u201d according to a command investigation obtained by Marine Corps Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the other alleged cheaters, a female second lieutenant, with the assumed name Lt. Delta, confided in the other student she \u201ccould pass Final Night Land Navigation by plotting the boxes beforehand,\u201d according to the command investigation. The female lieutenant spoke to Marine Corps Times on condition of anonymity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the TBS Student \u00adAcademic Integrity Policy, it\u2019s a violation for students to obtain coordinates of the boxes that dot the land nav course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graded events also are strictly \u00adconducted as an individual effort, which means students can\u2019t seek assistance from each other to complete the event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Day and night land navigation events aboard TBS are conducted differently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For day land nav, students are given grids to boxes they must plot on a map then locate in the Quantico woods using terrain association or following a lensatic compass azimuth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For night land navigation, students are brought to a starting point and are given an azimuth and distance, but no grid coordinates. The idea here is that students use their compass to find to their location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Training Command told Marine Corps Times that prior knowledge of the coordinates could make it possible for a student to identify the marked boxes on a map without using the skills the course is designed to test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ringleader that brought the whole conspiracy crashing down was a student from a previous TBS class who allegedly obtained some of the \u00adcoordinates from his previous class.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That student, who ranked near the bottom of his class, was recycled to Phase II of TBS \u201cespecially do to his poor performance leadership performance,\u201d said a letter from his previous company\u2019s executive officer, dated August 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another second lieutenant, who already graduated from TBS and is now attending a follow-on school, also was caught up in the cheating turmoil after investigators discovered text messages linking him to cheating on a different land navigation event. The investigation recommended administrative separation for that Marine officer as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And another second lieutenant received an administrative nonpunitive letter of caution, or NPLOC, for failure to report cheating after Lt. Cuong Le\/Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Investigating the investigators<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several students are still fighting to clear their names. They are highlighting what they view as wrongdoings carried out by TBS during the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the two female officers ensnared in the \u00adcheating scandal, Lt. Delta, accused other TBS officers of gender discrimination during the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said she was kept in illegal pretrial confinement for nearly 24 hours. She alleges that led to her giving a statement under duress to investigators admitting that she received grid coordinates to the land nav event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Delta eventually filed an equal opportunity complaint over the alleged mistreatment, prompting the Marine Corps to launch a separate investigation into how the cheating investigation was handled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two of the accused land nav students \u2014 both females \u2014 were \u201cdirected to sit in separate conference rooms by a TBS staff member and await to be questioned about the allegations of misconduct,\u201d Training Command said in a statement to Marine Corps Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And one of those female officers was left in the \u00adconference rooms all night.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA staff member from The Basic School failed to notify these two students they could secure for the evening, and both remained in the conference room overnight, leaving only to use the restroom and retrieve food or have it delivered,\u201d Training \u00adCommand said. \u201cThe doors to these conference rooms were not locked.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The command investigation \u201cconcluded that it was only coincidental that the two neglected students were female,\u201d according to the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in an interview with Marine Corps Times, Lt. Delta pushed back on the assertion that her \u00adconfinement was merely a miscommunication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She claims that the two captains who ordered her to stay in the conference room likely informed her unit of her absence from evening formation, otherwise she would have been marked an unauthorized absence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Delta said the failure of any unauthorized absence reports from evening formation means the captains were aware she was still in the conference room when they secured for the evening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Training command says, \u201cAn investigating \u00adofficer concluded that the staff members should have personally ensured these two students were informed that they were properly dismissed and secured for the evening.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the command did find some fault with how those captains handled the incident and took administrative action by giving them NPLOCs, according to the command investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Lt. Kaleb Martin\/Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Sexual assault complaint<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the entire land navigation situation \u00adhappened, Lt. Delta had filed a restricted sexual \u00adassault allegation, in November 2017. She was \u00adassigned a uniformed victims advocate, another Marine who is trained and assigned to provide support to sexual assault victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It turns out that her unformed victim\u2019s advocate eventually became one of her interrogators during the land navigation investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s highly unusual and inappropriate for the same person to be assigned to both support a sexual assault victim while also investigating that victim for \u00adunrelated misconduct, said Lydia C. Watts, who heads the Service Women\u2019s Action Network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The uniformed victim advocate\u2019s role is \u201cto provide ongoing support to service members who have been sexually assaulted and making a UVA part of an investigation of a victim, even if it is on an unrelated matter, destroys the trust victim\u2019s place on their UVA to be looking out for their best interest when they report an assault,\u201d Watts told Marine Corps Times in an emailed statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA UVA should never be part of an investigation of one of their clients, especially since they are often called upon to provide ongoing support to the victim after the incident. The entire chain of command should be held accountable for betraying the trust victims place upon their UVAs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps Times has learned that Lt. Delta\u2019s victims advocate eventually was reassigned after \u00adcomplaints were made about his participation in the land navigation investigation and his simultaneous role as her sexual assault victim\u2019s advocate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Marine Corps takes allegations of sexual \u00adassault seriously and Uniformed \u00adVictim Advocates are specifically selected for their maturity and ability to deal with sensitive situations,\u201d Training Command said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Delta also made a sexual \u00adharassment \u00adcomplaint against one of the investigators, but according to \u00adTraining Command those allegations were \u00adunsubstantiated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And adding to the mess, Marine Corps \u00adinvestigators found sexually explicit text messages pulled from a confiscated phone that suggested a \u00adromantic affair between Lt. Cuong Le\/Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>APPROVING COORDINATES? <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the male second lieutenants who was also accused of cheating on the land navigation course is seeking to clear his name entirely. He \u00adrequested anonymity in this story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He argues investigators took his text messages with the cheating ringleader out of context, and that an instructor at TBS approved the use of grid \u00adcoordinates on the night land navigation course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several students who attended an Oct. 23, 2017, classroom instruction on night land navigation signed voluntary sworn statements that one of the instructors had stated: \u201cYou could go ahead and plot the boxes on you map, many Lieutenants have tried, but it is very difficult, and I end up telling them when they bring their card to get checked, see you for remediation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the students believed this was tacit approval to have and plot the grid coordinates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn his statement to the IO [Investigating Officer], [the land navigation instructor] noted that his presentation to the students included an orientation slide with a rough, not-to-scale depiction of the course. He said that he cautioned the students against trying to plot the boxes as depicted in his brief, warning them that those efforts would fail,\u201d the command investigation reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials TBS told Marine Corps Times that the school is now \u00admaking changes to clear up any potential \u00adconfusion regarding the rules of the night land nav course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet Training Command continues to claim that no instructor at TBS \u00adauthorized students to plot coordinates for night land nav.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCoordinates are not provided to students at The Basic School for night land navigation,\u201d Training Command said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the command investigation, TBS will now make two explicit restrictions prior to the night land navigation course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFirst, no maps of any kind will be permitted.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSecond, it will be made explicitly clear that no plotting or recording of grid coordinates will be allowed prior to or during the event.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Land navigation boxes will be repainted before each company conducts night land navigation and additional unscored administrative boxes will be scattered across the course \u201cto prevent students\u2019 attempts to map the course prior to execution,\u201d the investigation stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite missteps during the \u00adinvestigation and some substantiated misconduct of two captains associated with the investigation, Training Command and The Basic School stand by its findings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Basic School and Training Command favorably endorsed the findings in the command investigation after an investigation by a higher command upheld the validity of the original command investigation,\u201d Training Command said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Lt. Echo also argues his innocence was swept up in text messages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Oct. 15, 2017, the ringleader sent a text message to Lt. Echo, \u201cDid you find them? For LN3.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">LN3 reportedly stands for Land \u00adNavigation Three, a land nav course aboard the Quantico, Virginia, base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Echo replied, \u201cI got you. I will be back in 40mins.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ringleader replied, \u201c\u00adErrrrRahhhhh! ! ! !\u201d<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=c752ba30-d69e-4b86-b000-30aa241e1f87\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-c752ba30-d69e-4b86-b000-30aa241e1f87.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Six Marine officers are in jeopardy of separation after allegedly cheating on a navigation course.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">According to a sworn statement by the ringleader of the land nav cheating incident, and provided to Marine Corps Times by Lt. Echo\u2019s lawyers, the text messages were taken out of context and that he had never received any grid coordinates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Lt. Echo replied, \u201cI got you,\u201d he was allegedly referring to a store run to pick up supplies for an upcoming field exercise, his lawyers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the command investigation states that Lt. Echo made three statements to investigators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the first, he denied any involvement or knowledge of cheating,\u201d according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the second, he admitted that had requested coordinates \u2026 but claimed that had only been joking. He also admitted that he received a text message with Night Land Navigation coordinates, but that he deleted it immediately because he did not want to be involved.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn his third statement, he admitted to being part of a group text message in which land navigation coordinates were shared. He also \u00adretracted his second statement and said it was [the ringleader] who solicited him for coordinates, and not the other way around,\u201d the command investigation reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Echo had submitted himself to a voluntary polygraph in which he was asked if he ever solicited anyone for grids, if he ever plotted any grids that were sent to him, and whether he believed he was allowed to have and plot those grids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He answered no to the first two and yes to the second two questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The polygraph examiner determined he was not lying, according to the results provided by Marine Corps Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAny written matters submitted by a Marine in response to a notification of administrative separation processing are reviewed by the separation authority and all levels of command in between,\u201d Training Command
