{"id":29774,"date":"2020-02-10T18:30:28","date_gmt":"2020-02-10T18:30:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2020\/02\/10\/us-military-budget-request-for-afghanistan-lowest-in-a-decade\/"},"modified":"2026-08-08T02:27:30","modified_gmt":"2026-08-08T02:27:30","slug":"us-military-budget-request-for-afghanistan-lowest-in-a-decade","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/flashpoints\/2020\/02\/10\/us-military-budget-request-for-afghanistan-lowest-in-a-decade\/","title":{"rendered":"US military budget request for Afghanistan lowest in a decade"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">With a $14 billion dollar budget request for fiscal year 2021, the U.S. military is set to spend its lowest amount on <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2020\/01\/27\/the-us-is-bombing-the-hell-out-of-the-taliban-as-munitions-dropped-reaches-nearly-10-year-high\/\" target=\"_blank\">the 18-year long war in Afghanistan<\/a> in nearly a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The overseas contingency operations, or OCO, funding request for Operation Freedom Sentinel was detailed in the Defense Department\u2019s fiscal year 2021 request released on Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department detailed that the OCO budget request for Afghanistan \u201cassumes a drawdown of forces.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S and Taliban are amid peace talks to end the conflict, but negotiations have appeared to bog down over definitions of a potential cease-fire or reduction of violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of Defense Mark Esper has said the Pentagon is considering reducing the American footprint in Afghanistan from 13,000 to 8,600 troops with or without a deal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/02\/09\/pentagon-identifies-two-soldiers-killed-in-combat\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Untitled-design-2.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon identifies two soldiers killed in Afghanistan attack<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon has released the identities of a Green Beret and a former Ranger turned cryptologic linguist killed in combat.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But depending on <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2020\/02\/03\/afghan-casualties-and-attrition-are-outpacing-recruitment-and-retention\/\" target=\"_blank\">conditions on the ground <\/a>and the results of the peace talks the FY21 request for Afghanistan could see an increase in its funding request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Department will work with Congress on any budget adjustments as decisions are finalized,\u201d the budget request reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In FY20, the U.S. military spent $17 billion on the dual Afghan train and advise and counterterror missions in Afghanistan, according to the OCO request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overseas operations funding for Afghanistan has generally trended downward since 2011.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2011, the U.S. spent $114 billion on OCO funds for the Afghan conflict, according to the OCO request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between 2010 and 2011, the U.S. had nearly 100,000 U.S. troops on the ground as part of President Barack Obama\u2019s troop surge to clear Taliban militants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Afghan conflict appears to still be in a stalemate with Taliban forces unable to capture major population centers and Afghan forces struggling to hold sway over rural farmlands and countryside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A December 2019 DoD report on Afghanistan detailed that sustained operations and high casualties among Afghan security forces was outpacing recruitment and retention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Taliban have yet to achieve war goals of sacking a major provincial capital. As the U.S. and Taliban slog through never ending peace talks, violence has rocketed as combative sides jockey for leverage in the talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, the U.S. released more than 7,000 munitions \u2014 the highest total in nearly a decade. Since 2018, U.S. warplanes have released nearly 15,000 munitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the last two years, U.S. military officials have ramped up operations and bombing of Taliban positions to force the militant group into a settled negotiation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the U.S. continues to train and equip Afghan forces, it is seeking to drastically cut some support. A recent DoD report noted that the U.S. was planning to make steep cuts to the UH-60 Black Hawk program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report, Afghan forces are now slated to only field 53 Black Hawks \u2014 down from 159 UH-60s originally planned in 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Black Hawks are intended to replace Afghanistan\u2019s aging Russian Mi-17 helicopters. The U.S. military says it plans to replace Afghanistan\u2019s elite Special Mission Wing\u2019s Mi-17s with an undisclosed number of CH-47 Chinook helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. military is requesting an overall OCO funding request of $69 billion for FY21 \u2014 roughly $3 billion less than
