{"id":30065,"date":"2018-10-04T15:09:01","date_gmt":"2018-10-04T15:09:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2018\/10\/04\/hud-va-secretaries-see-new-progress-in-efforts-to-help-homeless-veterans\/"},"modified":"2026-08-08T06:21:18","modified_gmt":"2026-08-08T06:21:18","slug":"hud-va-secretaries-see-new-progress-in-efforts-to-help-homeless-veterans","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2018\/10\/04\/hud-va-secretaries-see-new-progress-in-efforts-to-help-homeless-veterans\/","title":{"rendered":"Efforts to help homeless veterans showing progress, VA, HUD leaders say"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 After the first increase in annual homeless veterans estimates in seven years, the leaders of Veterans Affairs and Housing and Urban Development say they are confident in improvements made on the issue in recent months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAcross the country in general, we\u2019re getting a lot more proclamations about the end of homelessness, not just veterans homelessness but homelessness in general\u201d said HUD Secretary <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/05\/30\/hud-secretary-shares-concerns-over-increase-in-homeless-veterans\/\" target=_blank>Ben Carson<\/a> in an interview with Military Times on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen you have big urban centers like <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/06\/01\/drop-in-las-homeless-vets-may-signal-good-news-nationwide\/\" target=_blank>Los Angeles<\/a>, Seattle and New York which can really skew the numbers. But we\u2019ve seen progress there as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exactly how much progress won\u2019t be known for a few more weeks, when federal officials release their annual point-in-time count statistics, the standard by which many advocates judge how effective their efforts to help destitute veterans have been.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2017\/12\/06\/number-of-homeless-veterans-nationwide-rises-for-first-time-in-seven-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17339773653505.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Number of homeless vets rises for first time in seven years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Estimates show the total number of veterans without stable housing increased by about 600 from 2016 to 2017.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This year\u2019s data will be particularly significant because the 2017 release showed the first increase in the number of homeless veterans in seven years. The estimate of 40,000 veterans was up less than 2 percent from the previous year\u2019s figures, but still represented a disappointing setback for groups who had seen historic progress in the recent past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2018 homeless estimate (based largely on data collected in January and earlier) will also be the first to fully encompass the policies of President Donald Trump. Both Carson and VA Secretary Robert Wilkie said they are confident the administration is on the right track, refining existing assistance programs while expanding into even more community partnerships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe still have to get our arms around how to get as many people into the system as possible,\u201d Wilkie said in the interview. \u201cBut there are certain states \u2014 Delaware, Connecticut \u2014 where the governors will tell you they no longer have a veterans homeless problem. So that is the good news.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, the two Cabinet officials toured the Washington, D.C., VA Community Resource and Referral Center, the type of facility both men say will be key in preventing homelessness and providing assistance to veterans taken off the streets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The center \u2014 one of 31 spread across the nation \u2014 is not a shelter but does provide mental health, benefits and occupational assistance as well as showers and laundry services for veterans in the area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The secretaries said partnerships between federal facilities like those centers and local charities create a network that can help veterans avoid living on the street.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can track a lot of these problems to a lack of mental health care,\u201d Wilkie said. \u201cThat is where I want to make our resources more robust \u2026 For our particular population, because of the unique nature of their lives and service, it\u2019s absolutely vital we improve that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe hear about telehealth, but I need people on the ground too. We have social workers here who have mental health training. We need more of that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two departments on Wednesday announced the latest round of HUD-VA Supportive Housing grants to 212 public housing agencies, expected to help house more than 4,000 veterans over the coming year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2017\/12\/07\/va-reverses-course-wont-alter-homeless-program-funding\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17339773723176.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA reverses course, won&#8217;t alter homeless program funding<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The department had planned to shift program funding into general use accounts, a move that worried veterans advocates.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The program has been praised by both government officials and outside advocates as a critical tool in the effort to help those veterans by giving money directly to local charities. More than 93,000 vouchers have been awarded over the last decade, helping find permanent homes for 150,000 individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The secretaries also announced a $7.4 million boost to the Veterans Housing Rehabilitation and Modification Pilot Program launched earlier this year, which assist disabled veterans who need to make modifications to stay in their homes, thereby preventing them from ending up without reliable housing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilkie said boosting mental health and other support services will similarly stem problems before they arise. Carson said he is focused on finding ways to \u201cincentivize (cities) to remove the barriers to building affordable housing,\u201d and creating more options for low-income families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProviding housing alone doesn\u2019t work,\u201d he said. \u201cProviding wrap-around services alone doesn\u2019t work.
