{"id":30836,"date":"2021-11-02T14:30:00","date_gmt":"2021-11-02T14:30:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2021\/11\/02\/embargoed-until-1030am-nov-2-new-white-house-suicide-prevention-plan-for-troops-vets-emphasizes-gun-safety\/"},"modified":"2026-08-08T06:59:32","modified_gmt":"2026-08-08T06:59:32","slug":"embargoed-until-1030am-nov-2-new-white-house-suicide-prevention-plan-for-troops-vets-emphasizes-gun-safety","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/veterans\/2021\/11\/02\/embargoed-until-1030am-nov-2-new-white-house-suicide-prevention-plan-for-troops-vets-emphasizes-gun-safety\/","title":{"rendered":"New White House suicide prevention plan for troops, vets emphasizes gun safety"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/military-honor\/salute-veterans\/2021\/11\/01\/white-house-continues-tradition-of-observing-veterans-and-military-families-month-throughout-november\/\" target=\"_blank\">White House officials<\/a> on Tuesday will unveil their new plan to end <a href=\"https:\/\/www.militarytimes.com\/veterans\/2021\/09\/08\/veteran-suicides-decreased-7-percent-in-2019-to-lowest-level-in-12-years\/\" target=\"_blank\">veteran and military suicide<\/a>, with an increased focus on firearm safety and expanding mental health options for individuals in distress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan, designed to guide prevention efforts in both the Departments of Defense and Veterans Affairs, will also put an emphasis on a network of other support services \u2014 including financial and employment assistance \u2014 to provide \u201cstability\u201d to individuals transitioning from military to civilian life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cReducing suicide cannot be accomplished singularly through reactive policy change,\u201d the new roadmap document states. \u201cRather, it requires a long-term strategic vision and commitment designed to create and implement systemic changes in how we support service members, veterans, and their families across the full continuum of risk and wellness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes <a href=\"https:\/\/www.militarytimes.com\/military-honor\/salute-veterans\/\" target=\"_blank\">a week before Veterans Day<\/a> and about 16 months after former President Donald Trump released his administration\u2019s own plan regarding suicides, one that prioritized public awareness of the problem of military and veterans suicide as a way to engage all Americans in prevention efforts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/09\/08\/veteran-suicides-decreased-7-percent-in-2019-to-lowest-level-in-12-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"149\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BeThere.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Veteran suicides decreased 7 percent in 2019 to lowest level in 12 years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">About 17 veterans a day died by suicide in 2019, the latest year for which data was available.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAwareness efforts must be founded upon valid data, facts, and principles,\u201d the new roadmap states. \u201cPublic education and outreach efforts should also include constructive engagement opportunities \u2014 suggestions for what people should do with the information or how to help those in crisis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 17 veterans a day died by suicide in America in 2019, the latest statistics available from the Department of Veterans Affairs. Including active-duty military, reservists and other associated groups, that number rises to roughly 20 a day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last three presidential administrations have publicly pledged to make military and veteran suicide prevention a top priority, and announced a series of new intervention programs. Despite that \u2014 and a significant financial investment from Congress into the problem \u2014 the rate has remained largely steady for the last decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a message accompanying the report, Biden will acknowledge the frustration surrounding the lack of progress but insisting \u201cthere is hope\u201d in making progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat\u2019s needed now is a comprehensive, cross-sector, national effort \u2014 a public health strategy that unites us around a common mission to reduce military and veteran suicide, and lays out the steps to achieve it,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is up to us to do everything in our power to live up to our most sacred obligations. Veterans Affairs officials in recent months have stepped up public awareness campaigns on that potential danger, and the importance of gun safety for veterans and troops as well as their family members and friends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cStudies have shown that creating environments that reduce risk and enhance protective factors where individuals live, work, and play can help prevent suicide,\u201d the report states. \u201cThis includes efforts to reduce access to lethal means, including firearms and medications, particularly in times of crisis, and to increase safe storage practices for lethal means.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House officials hope to develop a new interagency plan \u2014 with input from Defense, VA, Department of Justice and Department of Homeland Security officials \u2014 on \u201caddressing lethal means safety awareness, education, training, and program evaluation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report does not discuss any plans to review firearms possession rules for individuals facing mental health issues, or for mandating safe storage of guns for veterans or service members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But similar efforts have been met with resistance in the past from conservatives who view any discussion on firearms limits as an infringement of constitutional rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House officials also plan to mandate lethal means safety training for VA medical personnel \u2014 including private-sector health care providers treating VA patients \u2014 and increase available training for \u201cnon-medical counselors, crisis responders, health care professionals, family members and other gatekeepers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also plan increased \u201ctoolkits\u201d to help troops and veterans interested in safe storage of firearms, to include developing maps of gun lockers and other storage options in their communities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/06\/17\/long-awaited-report-on-veterans-suicide-calls-for-public-awareness-campaign-better-research-tools\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_0258.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Long-awaited report on veterans suicide calls for public awareness campaign, better research tools<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The roadmap also calls for more community partnerships and broader discussion about safe storage of guns for veterans dealing with mental health problems.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Emergency assistance<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other priorities outlined in the roadmap include expanded efforts to identify individuals who may be struggling with mental health issues, and expanded access to emergency services for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLess access to emergency suicide prevention, mental health, and medical care is associated with higher population suicide rates as well as mortality rates,\u201d the roadmap states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That work will include the launch of a new three-digit mental health crisis line next summer. Plans for that began under the last presidential administration, and current White House officials said the new resource will offer \u201ca pivotal access point for the nation to deliver effective and efficient suicide prevention crisis services.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roadmap also calls for expanded research and data collection on suicides, a priority also outlined in the Trump administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, officials had hoped to close the two-year gap in the release of the latest national suicide data, but were unsuccessful in that effort. The new plan calls for \u201cdevelopment of a machine-based learning model to estimate weekly U.S. suicide fatalities,\u201d in an effort to see if policy changes are having immediate impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSuicide surveillance capabilities must be improved in an effort to identify, if not potentially predict, suicide \u2018hot spots\u2019 for the purpose of understanding and mitigating risk at the soonest possible point in time,\u201d the document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt the same time, there must be a commitment to develop and test new suicide prevention research or program efforts based upon emerging data on risk and protective factors, and to ensure that all programs have robust program evaluation components to measure the effectiveness right from their outset.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House, along with officials from the Defense Department and VA, are expected to engage outside advocates from the veterans and military community to enact the strategy in coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans experiencing a mental health emergency can contact the Veteran Crisis Line at 1-800-273-8255 and select option 1 for a VA staffer.
