{"id":32488,"date":"2015-05-24T18:00:18","date_gmt":"2015-05-24T18:00:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/uncategorized\/2015\/05\/24\/secnav-eyes-corporate-style-bonuses-more-spot-promotions\/"},"modified":"2026-08-08T21:10:59","modified_gmt":"2026-08-08T21:10:59","slug":"secnav-eyes-corporate-style-bonuses-more-spot-promotions","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/marinecorpstimes\/education-transition\/2015\/05\/24\/secnav-eyes-corporate-style-bonuses-more-spot-promotions\/","title":{"rendered":"SecNav eyes corporate-style bonuses, more spot promotions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Navy Secretary Ray Mabus wants to radically overhaul the way Marines and sailors climb the ranks \u2014 including a push for more meritorious promotions and a tailored bonus system to help the Corps remain an attractive career option.<\/p>\n\n\n\n<p>The ambitious plan, unveiled during a mid-May speech at the U.S. Naval Academy, <span class=\"rte rte-comment\"> in Annapolis before a crowd including future Marine officers, <\/span>called for larger re-up bonus budgets; individualized <span class=\"rte rte-comment\">tailored <\/span>retention incentives <span class=\"rte rte-comment\">bonuses calculated <\/span>based on a Marine&#8217;s <span class=\"rte rte-comment\">individual <\/span>skills and education over military occupational specialty; <span class=\"rte rte-comment\"> rather than across-the-board bonuses based simply on occupation; <\/span>and a new promotion system <span class=\"rte rte-comment\">scheme <\/span>that focuses more on merit than seniority.<\/p>\n\n\n\n<p>&#8220;A golden path of inflexible career wickets, year-groups and promotion zones will no longer determine your success,&#8221; Mabus told the crowd of midshipmen. <span class=\"rte rte-comment\">he told midshipmen. <\/span>&#8220;Your performance will decide your timeline for promotion and leadership assignments.&#8221;<\/p>\n\n\n\n<p>He aims to make the military a more appealing place for the nation&#8217;s most promising youth and allow the Marine Corps and Navy to compete with private industry for talent<span class=\"rte rte-comment\">, he said<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s how his plan would work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Promotion overhaul<\/b><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">For most Marines, c<\/span>Climbing the military rank structure is somewhat straightforward process that <span class=\"rte rte-comment\">and <\/span>follows a fixed timeline. But Mabus hopes to change that as early as <span class=\"rte rte-comment\">That will all change if Mabus is able to institute his plan which he hopes to have partially in place by <\/span>2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For sailors, Mabus proposed replacing the Command Advancement Program \u2014 which awards top performers with units afloat with unplanned promotions \u2014 with a new Meritorious Advancement Program, which will be unveiled this year and includes sailors in shore-based units.<\/p>\n\n\n\n<p>For Marines, he wants to make performance rather than time served the requisite for <span class=\"rte rte-comment\"> lynchpin of <\/span>promotion. That would apply to enlisted personnel as well as <span class=\"rte rte-comment\">includes <\/span>officers, who <span class=\"rte rte-comment\">under the current system <\/span>can get promoted even if they are not among the most accomplished of their peers so long as they hit the appropriate milestones and stay out of trouble<span class=\"rte rte-comment\"> keep their nose clean<\/span>.<\/p>\n\n\n\n<p>Mabus&#8217; plan <span class=\"rte rte-comment\">would alter the system to <\/span>more closely reflects performance-based advancement in the corporate world. Though short on specifics, he <span class=\"rte rte-comment\">Mabus <\/span>wants to foster competition among officers and plans to solicit from Congress by fiscal 2017 legislation eliminating officer management by year group. Charles Santamaria\/Marine Corps<\/span><\/p>\n\n\n\n<p>Under the new system, officers ready to advance will, while those who<span class=\"rte rte-comment\"> do so; those that<\/span> need more time in grade will remain behind. The best and brightest will rise steadily to the top, he says.<\/p>\n\n\n\n<p>Today, Marines serve a prescribed amount of time in grade, working to boost composite scores by taking advantage of education<span class=\"rte rte-comment\">al<\/span> opportunities and outperforming peers on day-to-day tasks. Only once they are &#8220;in-zone&#8221; can they be selected for promotion by a board. <\/p>\n\n\n\n<p>Earning a meritorious promotion, though, is one way to quicken the pace, and under<span class=\"rte rte-comment\"> and under<\/span> Mabus&#8217; new plan could become more common. It&#8217;s currently a less-than-common honor sometimes bestowed on the battlefield and reserved for commander&#8217;s top performers, effectively serving as a waiver for the Corps&#8217; time in grade requirements. <span class=\"rte rte-comment\">In his speech at the Academy, <\/span><span class=\"rte rte-comment\">Mabus advocated for advancing Marines and sailors based on talent and performance rather than time in uniform and a series of bureaucratic milestones.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Leaders who consistently outperform their peers should be advanced at faster rates, not held back by tests or zones,&#8221; Mabus said.<\/p>\n\n\n\n<p>Mabus&#8217; <span class=\"rte rte-comment\">press <\/span>office did not <span class=\"rte rte-comment\"> failed to <\/span>respond to questions from Marine Corps Times about <span class=\"rte rte-comment\">as of press time regarding <\/span>how many Marines and sailors he&#8217;d <span class=\"rte rte-comment\">they would <\/span>like to see meritoriously promoted <span class=\"rte rte-comment\">meritoriously <\/span>each year.<\/p>\n\n\n\n<p>The Corps meritoriously promoted about 13,000 Marines between <span class=\"rte rte-comment\">Between <\/span>fiscal years 2010 and <span class=\"rte rte-comment\">fiscal <\/span>2014, <span class=\"rte rte-comment\">a little more than 13,000 Marines earned meritorious advancements, <\/span>said Col. William Tosick, head of the Plans, Programs and Budget branch of Manpower and Reserve Affairs. They comprised just 6 percent of all promotions in that same time period, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mabus&#8217; press office failed to respond to questions from Marine Corps Times as of press time regarding how many Marines and sailors they would like to see promoted meritoriously each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;A golden path of inflexible career wickets, year groups and promotion zones will no longer determine your success,&#8221; Mabus said. &#8220;Your performance will decide your timeline for promotion and leadership assignments.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Custom bonuses<\/b><\/p>\n\n\n\n<p>Mabus is also working to overhaul the Navy Department&#8217;s <span class=\"rte rte-comment\"> of the Navy&#8217;s<\/span> retention incentives to better compete against the draw of private industry, which has robbed the sea services of some of their most essential <span class=\"rte rte-comment\">needed <\/span>personnel in fields like cyber and intelligence.<\/p>\n\n\n\n<p>&#8220;We&#8217;re asking Congress to amend our current broad-based bonus system to make it look more like those used in the private sector,&#8221; Mabus said. <span class=\"rte rte-comment\"> told graduating Naval Academy Midshipmen. <\/span>&#8220;By granting department leaders the flexibility to match pay incentives with individual skill sets and talent levels, we can better compensate and retain officers and enlisted.&#8221;<\/p>\n\n\n\n<p>For decades, <span class=\"rte rte-comment\"> most of the past half century, <\/span>the Corps <span class=\"rte rte-comment\">service <\/span>has given out bonuses in what personnel officials <span class=\"rte rte-comment\">now <\/span>call a &#8220;one-size-fits-all&#8221; model <span class=\"rte rte-comment\">system <\/span>that doesn&#8217;t take into account <span class=\"rte rte-comment\">the total <\/span>individual Marines&#8217; skills or education. It is heavily based on their <span class=\"rte rte-comment\">current <\/span><span class=\"rte rte-comment\">MOS<\/span> military occupational specialty, and factors in rank and years of service, offering more money to senior Marines in in-demand jobs.<\/p>\n\n\n\n<p>Marine officials have worked to target bonuses to the most in-demand fields as the Corps&#8217; overall incentives <span class=\"rte rte-comment\">The Marine Corps has worked hard to target bonuses as their overall incentives <\/span>budget has plummeted from $150 million in 2011 to $56 million this year. Many jobs that used to receive bonuses during the height of a two-front war now receive nothing. <\/p>\n\n\n\n<p>Of the remaining total, <span class=\"rte rte-comment\"> money <\/span>about 80 percent is awarded to those re-enlisting in five high-demand, low-density occupations including <span class=\"rte rte-comment\">0211 <\/span>counterintelligence\/human intelligence specialist; <span class=\"rte rte-comment\">0321 <\/span>reconnaissance man; <span class=\"rte rte-comment\">0372 <\/span>critical skills operator; <span class=\"rte rte-comment\">0689<\/span> cyber security technician, and <span class=\"rte rte-comment\">2336 <\/span>explosive ordnance disposal technician.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The bottom line is that we would love to have bigger budgets, but we have to weigh the needs of the Marine Corps with the budget we have,&#8221; Tosick said.<\/p>\n\n\n\n<p>If Mabus gets his way, Navy Department <span class=\"rte rte-comment\">of Navy <\/span>bonuses<span class=\"rte rte-comment\"> coffers<\/span> will grow. And they way they&#8217;re handed out would be tailored for every Marine as officials would take into account military and non-military skills, including training and civilian education. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a system could help retain Marines and sailors, as some are lured to the private industry where they can make six-figure salaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Navy, Chief of Naval Personnel, Vice Adm. Bill Moran said he&#8217;d like to be able to constantly tweak payout levels in real-time instead of the relying annual updates the service is offering now. The Marine Corps currently uses an annual model.<\/p>\n\n\n\n<p>In his speech, Mabus <span class=\"rte rte-comment\">in his speech <\/span>did not give a timetable for such reform, but sees both new legislation and more funding as critical steps toward reform. <\/p>\n\n\n\n<p>&#8220;Some changes will take place at the speed of my pen, others at the speed of Congress,&#8221; Mabus said<span class=\"rte rte-comment\"> at the Academy<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Staff writer Mark D.
